Box 1395, Azusa, California 91702-1395 `dFo�� (818) 334-5125, Extension 238 Henry Garcia City Administrator TO: HONORABLE MAYOR AND MEMBERS OF CITY COUNCIL FROM: HENRY GARCIA, CITY ADMINISTRATORIV DATE: OCTOBER 28, 1992 SUBJECT: ACEA CLASSIFICATION STUDY AND UPDATING OF OTHER JOB/CLASS SPECIFICATIONS BACKGROUND In February 1992, the City contracted with CompPlus to conduct a Classification and Compensation Study of those classification/positions in the Azusa City Employees' Association Bargaining group (ACEA) . Position Description Questionnaires were completed by ACEA employees and the existing class specifications (and related data) were provided to the consultant to commence the study. FINDINGS The study was completed in May 1992, and presented to City , Administration and ACEA for their review and consideration. Several comments and revisions were suggested, and where 'appropriate, incorporated into the specification/classification. The results were subsequently accepted by ACEA and City Administration. The compensation survey had indicated that several positions were significantly below median however, as the collective bargaining with ACEA drew to close, the matter of compensation was left open to be revisited at Mid-year review in light of the City's entire budgetary outlook. With the Americans with Disabilities Act (ADA) becoming effective July 26, 1992, the City also contracted to have its remaining job specifications/classifications updated to comply with the provisions of this new law. RECOMMENDATION On October 13, 1992, the updated specifications for all City jobs were presented to the Personnel Board for their review and consideration. On October 27, 1992, the Personnel Board accepted and approved the updated specifications/classifications. They are now being submitted to Council for your consideration and approval.
