Mayor Ortuno called the meeting to order and led in the salute to the flag. 73 7:30 P.M. Invocation was given by Rev. Ben Paroulek, First Presbyterian ' Church. Present at Roll Call: Councilmen: Paul, McLees, Johnson Teasley, Ortuno Call to Order Invocation Roll Call The Personnel Board requested an amendment of Section 87 of Amend.Sec. the Civil Service Rules & Regulations, which provides for 87 of C.S. temporary and other type military leave and compensation for R&R re: public employees. The amendment would entitle any public Comp.during employee who is on temporary military leave of absence, and Temp.Mil. who has been in the service of the public agency from which Lve.of Ab. leave is taken, for a period of not less than one year prior (Res. to be to the beginning of leave of absence, to receive salary or prepared) compensation for first 30 calendar days of such absence, but not to exceed 30 days in any one fiscal year. ' Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the request and recommendation of the Personnel Board be accepted, and that the City Attorney be instructed to prepare the necessary Resolution. The Personnel Board requested an amendment of Paragraph 6, Amend.Par.6, Section 55 of the Civil Service Rules & Regulations, rela- See -55 C.S. tive to physical examinations prior to appointment, to R&R re: Med. provide that within a period of 15 days before appointment Exam. Councilman Johnson re- of Min. quested the following corrections: on page 1, relative to 9/18/61 cc Baker's Tacos, third paragraph from the bottom of the page, - the words "on week -ends" should be added, to read: "...patron- izing his business than previously and on week-ends.there has been a special officer on the premises..."; on page 2, rela- tive to the Public Hearing on Quarter Midget Association, second paragraph from the bottom of page, should read: "Mr. Sommer stated that $10,000 worth of equipment, materials.and labor has gone into the Association..."; on page 9, relative to beautification of parkway on South Azusa Avenue, should read: "The City Administrator submitted a proposal from the owners of Sylvan Village, dated 9/5/61..." Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the request and recommendation be accepted, and that the City Attorney be instructed to prepare a Resolution in accordance with this amendment. 1 A Special up and down Light Agreement between the City of Azusa and Ed-Pac Drive -In Theatre Corp. was presented to Council for approval and signature. A Resolution was presented to Council, approving the above Special Light Agreement. Councilman Paul offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROV- ING AGREEMENT FOR ELECTRICAL DISTRIBUTION FACILITIES AND ENERGY BETWEEN THE CITY OF AZUSA AND ED -PAC DRIVE IN THEATRE CORP. AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST SAME. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that further reading be waived. There was a discussion re: baseball diamond in Pioneer Park and, upon questioning, Recreation Director Dangleis stated that there is a picnic -size back -stop for non-professional competitive soft -ball, with no hard -ball playing allowed. Lm The Park and Recreation Commission submitted a recommenda- C1 tion that the extension of Dalton Avenue, adjacent to Pioneer Park, be dedicated immediately, with improvements to be com- pleted as funds are available. After a discussion, it was Q7 Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the City Engineer prepare legal documents needed for the portion of property to be dedicated. 1 An invitation was received from the Feather River Project Association re: Water Leaders' Luncheon to be held at the Biltmore Hotel, Los Angeles, on October 12th at 12:00 noon Councilmen Teasley and McLees plan to attend the luncheon, together with the City Engineer, who is a member of this Association. Police Chief Kendrick submitted a commendation of Officers Torrey, Wilson and Coffin, Reserve Officer Cloud, and Sergeant Silvius, with respect to completion of the arrest of persons now involved in counterfeiting. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the commendation be approved and attached to Officers' Personnel Records. The City Administrator submitted a recommendation that the Mayor be authorized to execute an agreement for ambulance service through Los Angeles County, which service would be beneficial to the City, both as to service and rates. A letter was received, dated September 28th, from Mrs. Req.Rummage Celeste Carpenter, Chairman, for permission to hold a rum- Sale by mage sale on October 6th and 7th, at 711 No. Azusa Avenue, Cong.Church by the Congregational Church of the Good Shepherd in Covina, in Covina with exempt permit if possible. The City Administrator requested approval of Purchase Order, P.O. for amounting to $2,914, for electric transformers for Drive -In Elec.Transf. 1 Theatre, with R. E. Relative to the City Employees' Wage and Salary Survey, Consid.of Councilman Paul stated that he has not had time to study Wage and the survey as he has been out of town. A letter was received, dated 10/2/61, from the Optimist Club, requesting use of City Auditorium for district meeting (in- cluding 14th District) on evening of November 13th. Moved by Councilman Paul, seconded by Councilman McLees and unanimously carried that this request be granted. An invitation was received, dated 9/22/61, to attend a Ln Testimonial Dinner being held for W.. R. "Bill" Schroeder, Managing Director of Helms Athletic Foundation, on evening .. of October 12th at the Biltmore Bowl. C� CC Moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that the communication be filed. A proclamation was presented to Council, proclaiming the week of October 8th through 14th, 1961, as National Y -Teen Roll Call. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the Mayor be authorized to sign the proclamation for "National Y -Teen Roll Call Week". ' Councilman McLees brought up the question of newspapers being thrown in bundles on private property. A suggestion was made by the City Attorney that these incidents be reported to the newspapers themselves so they may police it; also, a record should be kept of every report or call of this kind to establish proof, if needed. There was a discussion relative to changing Azusa Avenue to a two-way street and to the rehabilitation of the downtown shopping area in Azusa, including renovation of stores and store fronts. It was suggested that a committee of business and industrial men and property owners on Azusa Avenue, in- cluding a member of the Council, be appointed to see what can be done to revitalize the downtown area. After a dis- cussion, it was Moved by Councilman Johnson, seconded by Councilman Paul and unanimously carried that Councilman Teasley be appointed to ascertain who would agree to serve on such a committee.
