L TO: Honorable City Council FROM: Personnel Board DATE : July 20, 1981 SUBJECT: ADOPTION OF SPECIFICATION SHEET AND SALARY RANGE FOR CLASSIFICATION OF DIRECTOR OF COMMUNITY DEVELOPMENT/ PLANNING At their meeting of June 8, 1981,. Council directed the City Administrator to formulate specifications for the above-noted position. Attached is a copy of a memorandum from the City Administrator to the Personnel Board requesting consideration of the proposed specification sheet, which was subsequently approved by the Board at their meeting of July 14, 1981. Recommendation It is the recommendation of the Personnel Board that the City Council adopt the attached proposed specification sheet for the classification of Director of Community Development/Planning; and establish an annual salary -- as recommended by the City Administrator -- of $34,000, to be increased to $35 ,500 upon successful completion of probation. A. �/� /r/ CITY OF AZUSA DIRECTOR OF COMMUNITY DEVELOPMENT/PLANNING JOB SUMMARY Under administrative direction, coordinates and supervises the operations of the Community Development Department including the organization and direction of current and long-range programs relating to community devel- opment and redevelopment, and the City planning function. Representative Duties Assumes responsibility for all activities of the Community Development Department; coordinates and personally performs most of the planning functions ; has substantial responsibility in the development of imple- mentation strategies of the Redevelopment Agency; conducts research and analysis necessary for the continuous updating of the Master Plan and other comprehensive plans ; enforces policy directives and ordinances on matters pertaining to planning and community development and redevelop- ment projects; directs and participates in preparation of policies on land use, City public and private improvements, zoning and zone changes, and annexations; studies and prepares recommendations for proposed capital improvement projects; attends meetings and participates with county, regional, state, and federal government planning agencies ; addresses civic, professional, and public groups on planning matters ; coordinates activities with other City departments and outside agencies; acts as advisor to the Planning Commission, City Council, and other City officials on problems related to municipal planning; meets with property owners, subdividers , engineers , architects, and contractors ; prepares, justifies, and administers the annual departmental budget; prepares ' clear and comprehensive reports ; supervises the maintenance of depart- mental records. Organizational Responsibilities The Community Development Director reports to the City Administrator and serves as Secretary to the Planning Commission; supervises and evaluates personnel of the Community Development/Planning Department; and provides technical advice -and information to the City Council, other departments and agencies, and the public. QUALIFICATIONS GUIDE Knowledge and Abilities Knowledge of: the theories , principles , and practices of municipal plan- ning and zoning; federal, state and local law relating to community development, redevelopment, planning, subdivision and land use; current trends in municipal planning; techniques used in planning research and in the development of a general plan; governmental budgetary practices as applied to development and administration of departmental budget; principals of organization, administration, supervision, and training; and all other knowledge and abilities necessary for the effective execution of the duties inherent to the classification. Experience Four years professional planning experience on an administrative/ supervisory level including one year of community redevelopment experience. • • Page 2 of 2 } C f MEMORANDUM DATE: JULY 2, 1981 TO: PERSONNEL BOARD FROM: CITY ADMINISTRATOR It is the feeling of the City Council that the Planning Director position should be abolished and should be replaced with a more comprehensive position which would include responsibilities for community development and redevelopment as well. They directed me recently to formulate specifications for such a position. The attached draft is submitted to you for consideration. The Personnel Clerk has been very instrumental with the formulation of the specifications , and she has also conducted a salary survey so that we might be competitive in recruitment. With this thought in mind, it is my recommendation to the Personnel Board that a salary of $34 ,000 be the annual advertised salary for this position and that if approved by City Council that the person be granted an increase to $35 ,500 annually upon successful completion of the probationary period.
