SUBJECT: Revision of Salary Range for Classification of
Water Maintenance Leadworker
Attached is a copy of a report submitted to the Personnel Board at
their meeting of September 10, 1980.
Summary
On September 3, 1980, John Padilla received a promotional appointment
from Equipment Operator - Range 123.2 ($1319/month-$7.61/hour) , to
Water Maintenance Leadworker - Range 123.7 ($1349/month-$7.78/hour) .
This promotion represented a salary increase of only 2.4% or 170hour.
According to Personnel Rule 6.04 e. , "An employee who is promoted to
a position in a class with a higher salary range shall be placed on that
step in the new higher range applicable to the class which is at least
equal to one range increase." In order to accomplish this, the Water
Maintenance Leadworkerclassification salary range would have to be
elevated to the same level as that of Water Maintenance Technician -
Range 124.2 ($1380/month-$7.96/hour) .
Attached for your information is a survey of water positions conducted
in May, 1980; a Summary Sheet comparing the two classifications of Water
Maintenance Leadworker and Water Maintenance Technician; three job
descriptions; and a copy of the Personnel Rule 6.04 e.
It should be noted that, in discussion with the Personnel Clerk, both
the Public Works Director and the Water Superintendent indicated that
the two classifications being compared are equal in degree of responsi-
bility and in skill/experiential requirements (Please refer to attached
report.)

Reccomendation
It is the recommendation of the Personnel Board that the City Council
elevate the salary range for the classification of Water Maintenance
Leadworker from 123.7 to Range 124.2 to eliminate an apparent inequity
in the Water Department promotional ladder.
It is further recommended that, should Council approve the range
revision, it be made retroactive for the incumbent Water Maintenance
Leadworker to his effective promotional appointment date of September 3,
1980, in recognition of his twenty-seven years of service to the City
of Azusa.

SUBJECT: Review of Water Department Classifications
Effective September 3, 1980, John Padilla will receive a promotional
appointment from Equipment Operator to Water Maintenance Leadworker.
Personnel Rule 6.04 e. states that, "An employee who is promoted to a
position in a class with a higher salary range shall be placed on that
step in the new higher range applicable to the class which is at least
equal to one range increase." Mr. Padilla had the misfortune, however,
to be promoted to a classification whose salary range represents only
a 2.4% increase in pay; so, in effect, he will be rewarded for 27 years
of service to the City with a 17c per hour promotional pay raise.
In order to compensate Mr. Padilla with a 4.8% increase (as specified
in the Rules) , the salary range for Leadworker would have to be elevated
to a range equivalent to the class of Water Equipment Technician.
To assist you in determining whether the salaries for these two classes
(Water Equipment Technician - $ 7.96 an hour and Water Maintenance Lead-
worker -$ 7. 78 an hour) are commensurate with the inherent responsibilities
of the positions, you may wish to refer to the attached job descriptions
and Summary Sheet.
Also attached for your information, is a survey of water positions in
neighboring cities which was conducted by the Personnel Department in
May, 1980, for purposes of meet and confer.
Please note that the seven cities surveyed who have classes equivalent
to our Water Equipment Technician and Water Maintenance Leadworker, five
of them (Burbank, Colton, Glendora, Pomona+and South Pasadena) compensate
their Leadworkers at a higher rate of pay than their Technicians. Three
(Colton, Glendora and Pomona) pay their Equipment Operators more than
their Water Technicians. Only Pasadena compensates their Technicians at
a higher rate (approximately 2%) than their Leadworkers.
Based on the attached information, it would seem advisable to review our
classifications in the Water Department and consider revision to eliminate
what appear to be:inequities in the salary range promotional "ladder."
Note: In the opinion of our Water Superintendent, Tony Poli, the two classes
in question are at least equivalent in skill/requirements and degree
of responsibility.

JOB SUMMARY
Under supervision - operates road and construction equipment; performs skilled and
semi-skilled work in the construction and maintenance of streets and sewers and in
the Light and Power Department; and does related work as required.
Representative Duties
Operates a bulldozer, roller, front-end loader, and light grader as a regular assign-
ment; may operate a motorized street sweeper as regular relief assignment; cuts, grades,
and moves earth; spreads asphalt materials, lays concrete and prepares sub-grades;
loads and drives trucks and transports materials; trenches with mechanical ditch dig-
gers; may take the lead over a small crew in semi-skilled street and sewer mainten-
ance and construction work; lubricates and makes minor mechanical repairs to equip-
ment.
Operates a tractor with hydraulic backhoe in digging ditches, holes, and other pro-
jects; works with a variety of motorized and pneumatic tools in the construction and
maintenance of electric and water facilities.
Organizational Relationships
Equipment Operator is a skilled class in the Streets Maintenance and Water Divisions
of the Public Works Department. An employee in this class regularly operates heavy
and light equipment and may be assigned as relief street sweeper operator or as a mem-
ber of a street maintenance and construction crew.
QUALIFICATIONS GUIDE
Training and Experience
Graduation from high school, or G.E.D. Certificate; and
Two years of experience in construction and maintenance work which shall have included
as a major assignment the operation of such equipment as dump trucks, tractors, skip
loaders and rollers, cranes, and motor graders.
Experience may be substituted for the required education on a year-for-year basis, to a
maximum of four years.
Knowledges and Abilities
Good knowledge of construction or maintenance equipment and the operation, care, minor
adjustments and repair of such equipment; knowledge of the provisions of the California
Vehicle Code and other traffic laws, ordinances, and rules involved in automotive oper-
ation on City streets; of the principles of supervision.

Ability to detect needed mechanical work and to make minor adjustments to equip-
ment; to skillfully and safely operate the particular type of equipment assigned; to
work without immediate supervision in the field; to supervise the work of a small crew.

JOB SUMMARY
Under direction - leads and works with a small crew in the maintenance of water system mains,
services, and equipment; and does related work as required.
Representative Duties
Takes the lead in a small work crew engaged in installing water services, mains, meters, and
equipment; does tapping, pipe fitting, and caulking; operates light equipment and trucks; re-
pairs broken water lines, water main valves, and services; relocates meters and services;
changes and raises meters; installs plumbing; cuts pavement; sees that safe and proper work prac-
tices are followed by the members of the crew; cleans pump houses and reservoirs and surround-
ing grounds; maintains records of work performed; may act for the Water Foreman in his absence
or at his direction. May stand a regularly scheduled standby watch.
Organizational Responsibilities
Water Maintenance Leadman is a one-position working leadman class in the Water Utility Div-
ision of the Public Works Department. An employee of this class supervises the work of a small
crew, and reports to the Water Foreman,

struction and maintenance of manholes.
Ability to follow engineer's grade, blueprints, and engineering sketches; supervise and work
with a small crew; follow written and oral directions; maintain simple records.
Skills
Skill in cutting and threading pipe, using pneumatic and power equipment, and in light welding.

JOB SUMMARY
Under direction - repairs, adjusts, services, and tests water pumps, wate.- meters and related
mechanical devices; and does related work as required.
Representative Duties
Overhauls, repairs, maintains, and replaces meters, water pumps, boosters, recorders, and
other mechanical devices used in metering, pumping, and controlling the flow of water; tests
and calibrates meters of all sizes; cleans and examines the mechanism and chambers for breaks
and wearing; repairs or replaces damaged or worn paras; reassembles meters; paints casings;
tests new and rebuilt pumps and meters in the field; makes repairs to special recording registers
in the field; repacks pumps; checks on pumping stations at night and during off-days and holi-
days.
Organizational Responsibilities
Water Equipment Repairman is a skilled-level class in the Water Utility Division of the Public
Works Department, reporting directly to the Water Foreman. Positions in this class have the
responsibility for checking and insuring the proper operation of assigned pumping stations, in-
cluding all meters, pumping; and related equipment used in the water system. Work is performed
independently;"requires overtime.
QUALIFICATIONS GUIDE
Training and Experience
Graduation from high school, or G.E.D. Certificate; and
Three years of experience in repair of water pumps, meters, or related equipment, requiring a
high degree of precision and responsibility.
Additional qualifying experience on a year-for-year basis up to a maximum of four years may
be substituted for the required education.
Knowledge and Abilities-
Knowledge of the materials, methods and tools used in the repa?r of meters and pumps; prin-
ciples of pump and meter operation.
Ability to understand and carry out oral and written directions; maintain good relationships with
others. Mechanical aptitude.

Skills
Skill in the repair of water pumps( meters, and related equipment.
Licenses
California Driver License
Grade 2 Water Treatment Operator Certificate, State of California, Department of Health
(Certificate may be obtained within four months after appointment.)

employee receive a salary increase. All recommendations for salary
increases shall be forwarded to the City Council for approval.
0 e. Salary on Promotion
An employee who is promoted to a position in a class with a higher salary
range shall be placed on that step in the new higher range applicable to the
class which is at least equal to one range increase. A new salary anniversary
date will be assigned effective on date of promotion.
f. Salary on Demotion
An employee who is demoted for failure to maintain the standards outlined
above for pay at the step on which his/her salary is based, may be placed
at any step within the salary range applicable to the lower class which is
equal to his/her level of performance.
g. Salary on Transfer
An employee who transfers from one position to another in a class having a
different salary range, shall receive the salary step nearest that which he/she
is transferring from. An employee who transfers from one position to another
in the same class or to another position in a class having the same salary
range, shall receive the same salary step. The salary anniversary date shall
not change.
h. Salary on Temporary Assignment in Higher Classification
An employee, when temporarily assigned to a position in a higher class for
a period of more than 31 calendar days, shall receive a salary step equal to
one range higher than his/her current salary step, effective on the date of
assignment. An employee shall not continue acting in a higher classification
which is still occupied by a person on leave, while retaining his/her existing
classification, for more than 90 calendar days, except on authorization by
the City Council on a case-by-case basis.
