CITY OF AZUSA
ASSOCIATE ELECTRIC UTILITY ENGINEER
DEFINITION
Under general supervision, performs a variety of electrical engineering duties and
responsibilities related to the planning, design and systems analysis of assigned
engineering projects, including substation, distribution, Supervisory Control and Data
Acquisition (SCADA), and to provide technical assistance to higher level staff within the
division; conducts routine to complex customer and capital improvement design and
construction projects; plans, designs, and reviews the construction of projects; performs
project inspections, and project management as required.
CLASS CHARACTERISTICS
This is a journey-level professional class in the Electrical Engineering class series. Work
performed by incumbents requires Engineer-in-Training (EIT) Certificate and incumbents
are responsible for carrying out assigned electrical power system capital improvement
designs, construction and maintenance projects and projects for new and upgraded
electrical services for customers. Incumbents perform routine to complex professional
engineering work requiring professional training and experience. Incumbents may also be
responsible supervising the work of assigned professional and technical staff.
ESSENTIAL FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work that
may be performed. The omission of specific statements of duties does not exclude them
from the position if the work is similar, related or a logical assignment to this class.
Prepares preliminary and final plans, designs, cost estimates, schedules and specifications
for electric utility projects including substation, distribution, street light, SCADA, computer
control systems; review and update engineering standard drawings, specifications, and
design criteria.
Performs a variety of engineering related studies, calculations, and analysis related to load
projections, and distribution, system planning, and system protection; organize data and
information. Prepares engineering reports; supervises the collection and management of
data; conducts studies; investigates complaints of safety issues and makes
recommendations
Performs contract administration of projects including the technical review and approval of
project plans, designs, and construction; evaluates project proposals and recommends
award of contract.
Performs inspections of construction projects; makes field inspections of existing structures
to determine adequacy and estimate stabilizing requirements; meets with contractors to
resolve items of non-compliance.

Investigates complaints, conducts technical studies and prepares reports and
recommendations related to electrical engineering projects, such as capital improvement
projects, and other specialized studies.
Reviews and approves proposed residential, commercial, and industrial developments by
checking site plans and tentative and final subdivision maps for compliance with
appropriate regulations; prepares conditions of approval.

QUALIFICATIONS GUIDELINES
Education and/or Experience:
Any combination of education and/or experience that has provided the knowledge, skills,
and abilities necessary for satisfactory job performance. A Bachelor’s degree from an
accredited college or university with major course work in electrical engineering or electric
utility related field and two (2) years of electric utility engineering related experience.
Possession of a Bachelor’s Degree in Electrical Engineering with emphasis in Power
Systems is desirable.
Knowledge and Skill:
Knowledge of principles and practices of electric power system engineering and project
administration; techniques related to electrical system and load analysis and planning;
controls engineering, load research, distribution planning; budget preparation and
administration; electric utility distribution engineering design, construction and work
methods; field inspection procedures; methods, materials and techniques used in the
design and construction of a wide variety of electric utility projects; principles of advanced
mathematics and their application to engineering work; recent developments, current
literature and sources of information regarding electrical engineering; office procedures,
methods, and equipment including computers and applicable software applications such as
work processing, spreadsheets, databases, and computer aid drafting (CAD) ; pertinent
federal, state, and local codes, laws, and regulations.
Ability to communicate clearly and concisely, both orally and in writing; keep accurate
records; analyze data and information and draw logical conclusions; perform professional
engineering work; use and care for engineering and drafting instruments and equipment;
conduct inspections of projects; perform engineering calculations; conduct traffic surveys;
prepare engineering plans; communicate effectively with a variety of personnel and
establish/maintain effective working relationships; explain and apply policies and
procedures; interpret and apply rules, regulations, legislation and policies; understand and

Special Requirements:

Environmental Conditions
Work is performed primarily in a standard office setting and in the field; field work may
include exposure to inclement weather conditions, hazardous machinery, and fumes;
incumbents may be required to work extended hours including evenings and weekends
from time-to-time.
Physical Conditions
Primary functions require sufficient physical ability and mobility to work in an office setting;
to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch,
reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to

PUBLIC WORKS PROJECT MANAGER
DEFINITION
Under limited supervision, performs a variety of field and office professional project
management; civil engineering administrative work; plans, designs, and reviews the
construction of public works, traffic, and subdivision projects; performs technical studies;
performs related duties as required. See Essential Functions below for further detail.
ESSENTIAL FUNCTIONS
The following functions are typical for this classification. Incumbents may not perform all of the
listed functions and/or may be required to perform additional or different functions from those
set forth below to address business needs and changing business practices.
Performs contract administration of public works projects including technical review and makes
recommendations for approval of project plans, designs, and construction and assists with grant
administration;
Lead and manage the coordination of the bid process including preparing bid documents,
specifications, and requests for proposal (RFP); evaluates public works project proposals and
recommends award of contract to the Director of Public Works/City Engineer;
Manage various federally/state funded projects, Capital Improvement, Community Development
Block Grant (CBDG) funded projects including but not limited to, project budgeting, record
keeping, DIR registration, certified payroll review; conducting and participating in meetings; and
other various project management tasks as required;
Performs site visits and inspections of construction projects including traffic signals, paving,
concrete flatwork, sidewalks, curb and gutter, storm systems and sanitary sewer to ensure
compliance with Federal, State, and local codes, ordinances and regulations; meets with
contractors to resolve items of non-compliance;
Investigates complaints, conducts technical studies, and prepares reports and
recommendations related to public works projects, such as traffic, transportation, capital
improvement projects, and other specialized studies;
Participates in reviews and plan checks of proposed residential, commercial, and industrial
developments by checking site plans and tentative and final subdivision maps for compliance
with appropriate regulations; prepares conditions of approval;
Participates in the plan check, review, and processing of plans for private developments
affecting city streets, sewers, drains, and related public works facilities and ensures that they
meet all City imposed requirements; prepares conditions of approval;
Responsible for the design and preparation of plans, specifications, and cost estimates for
capital improvement and public works projects including street, storm drain, sewer, traffic
signals, and related projects: researches project design requirements, publications, and industry
information sources; performs calculations and makes estimates of time and material costs;
Conducts field surveys and operates survey equipment; measures distances and establishes
elevations; prepares survey reports;
Coordinate with various contractors, consultants and stakeholders;
Assists in the preparation of traffic engineering reports; conducts traffic studies; investigates

complaints of traffic safety issues and makes recommendations to the principal engineer;
Assists developers, contractors, and citizens at the public counter; issues right-of-way
encroachment and transportation permits; calculates permit fees;
Maintains a variety of maps related to the sewer and storm drain systems; revises design plans
to reflect as-built status;
Prepares capital improvement project plans, specifications, and estimates for a variety of public
works projects;
Assist in the preparation of various reporting and invoicing for reimbursement; and
Perform related duties as required.
CLASS CHARACTERISTICS
Incumbents of this class perform sub-professional to professional project management
assignments and are responsible for independent engineering analysis and recommendations.
Incumbents work under the direction of the Director of Public Works/City Engineer to perform
routine to moderately difficult professional engineering work.
QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and
abilities necessary for satisfactory job performance. Four (4) years of progressively responsible
sub-professional administrative experience in civil engineering, project management or a closely
related field; and an associate of science degree or equivalent with a major in civil engineering,
computer aided drafting and design, building construction, or closely related field required.
Knowledge and Ability Skills
Knowledge of engineering principles and practices as applied to public works, including
planning and development, design, and commercial, industrial, residential and/or infrastructure
construction, including but not limited to: plumbing, electrical, and mechanical installations;
methods and techniques utilized in the preparation of public works project designs and related
plans, specifications, and cost estimates; related Federal and State laws, ordinances, and
regulations; methods and techniques of supervision.
Ability to communicate clearly and concisely, both orally and in writing; maintain accurate
records; analyze data and information and draw logical conclusions; perform sub-professional
engineering administrative work; use and care of engineering and drafting instructions and
equipment; conduct inspections of public works projects; perform engineering calculations;
conduct traffic surveys; prepare engineering plans; communicate effectively with a variet y of
personnel and establish/maintain effective working relationships; explain and apply policies and
procedures; interpret and apply rules, regulations, legislation, and policies; understand and
follow verbal and written directions; work independently; perform survey work and use surveying
instruments; operate a computer and use a variety of computer software.

SPECIAL REQUIREMENTS
Possession of or ability to obtain a Class C California driver's license and a satisfactory driving

Possession of or ability to obtain a project management certification within six months of
employment in the classification.
