SUBJECT: ACCEPT A MSRC GRANT FROM THE SOUTH COAST AIR QUALITY
MANAGEMENT DISTRICT GOVERNING BOARD AND APPROVE THE
REIMBURSEMENT TO THE PUBLIC BENEFITS
BACKGROUND:
Staff applied for and received a grant in the amount of $55,000 from the South Coast Air Quality
Management District’s (SCAQMD) Mobile Source Air Pollution Reduction Review Committee
(MSRC) Local Government Match Program for the purchase of three light-duty zero emission vehicles
and one heavy-duty near-zero emission vehicle. Simultaneously, Light and Water purchased eight zero
emission vehicles, placing four into service in the Code Enforcement Division and four in the Police
Department. This action accepts the grant through approval and execution of the contract and approves
the reimbursement of a portion of the price of four of the electric vehicles purchased by Light and
Water. Once a heavy duty truck that is in compliance with the grant requirements has been identified,
Staff will present to City Council for purchase approval.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Accept a grant from South Coast Air Quality Management District AB2766/MSRC Local
Government Partnership Program; and
2)Authorize the City Manager to execute the AB2766/MSRC Local Government Partnership
Program Contract.
ANALYSIS:
In mid-2018, Staff applied for and was awarded a grant in the amount of $55,000 from the SCAQMD’s
MSRC Local Government Match Program. It was anticipated that the grant would fund a portion of
three (3) light-duty zero emission vehicles and one (1) heavy duty near-zero emission vehicle.

Simultaneously, Light and Water purchased eight electric vehicles and installed the supporting charging
infrastructure. Four (4) of those vehicles were placed into service within the Police Department fleet
and four (4) were placed into service within Code Enforcement.
Analysis of current usage of the four (4) electric vehicles placed in the Code Enforcement fleet shows
that there is not currently a need for additional electric vehicles. Therefore, in speaking with the MSRC
it was determined that the grant could reimburse the costs of the four vehicles up to $30,000 allowing
some additional time for continued analysis of fleet requirements and evaluation of further infrastructure
needs.
Additionally, the availability of near zero-emission heavy-duty trucks has been limited and therefore
Staff has been unable to identify a truck that would satisfy the grant requirements as well as be useful in
the City’s fleet. Staff is currently working with our fleet vendor to identify a truck and will return to
City Council for purchase approval once one has been selected.
FISCAL IMPACT:
There is no fiscal impact to the General Fund. Reimbursement of up to $30,000 to the Public Benefits
Fund will occur once the proper paperwork has been filed with the MSRC. Purchase of the qualifying
heavy duty truck will be brought back to City Council for approval at a later date.
