The City Council of the City of Azusa met in regular session at the
above time and place.
Mayor Ortuno called the meeting to order and led in the salute Call to

Councilman McLees entered the meeting at 7:40 P.M.
The City Administrator made additional corrections relative to
Baseball Diamond: on page 5, after sentence ending "picnic -
size back stop", delete rest of paragraph and substitute the
following sentences: "There is now a large soft -ball back -stop.

Affidavit of Publication and list of property owners who had
been notified.
Frank R. Parks appeared before Council, stating that directly
to the south there will be proposed another apartment building
containing 40 apartments, which is a small development, and
the request for zone change is for construction of a gas
station.
With no written communication having been received, and no
other person in the audience wishing to be heard in regard
to this matter, it was

CITY HALL AZUSA, CALIFORNIA MONDAY, OCTOBER 16, 1961
Bids were received in the office of the City Clerk on Friday,
October 13, 1961, at 10:00 A.M., for furnishing approximately
1,000 tons of Asphaltic Concrete. Present at the bid opening
were Councilman Teasley, City Engineer Di Stefano and Deputy
City Clerk Torrey. The Deputy City Clerk presented the Affi-
davit of Publication to Council and stated that three bids
had been received as follows:

The City Engineer recommended that the contract be awarded to
Associated Asphalt Paving Materials, local low bidder.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that the City Engineer's recommendation be
accepted and contract be awarded to Associated Asphalt Paving
Materials for $3.75 per ton, and that bid bonds be returned to
the unsuccessful bidders.
The Personnel Board submitted clarification of recommended
amendment to Civil Service Rules and Regulations, Section 85,
that two weeks vacation leave with pay be granted each
' employee in service of the City for one year or more, with
the exception of members of the Fire Department and Police
Force who shall be granted an annual vacation of fifteen
consecutive calendar days; also, that all municipal holidays
be deducted in computing vacations, except for members of
the Police Force who shall be granted four working days off
with pay.

unanimously carried that the City Attorney be instructed to
draw up the necessary Resolution.
It was recommended by the Department Heads and the Personnel
Board that the following persons be granted step -raises:

Moved by Councilman Paul, seconded by Councilman Teasley and
' unanimously carried that the recommendations for step -raises
be accepted.
At the request of the Administrative Office, the Personnel
Board submitted a request for approval of classified posi-
tion of "Storekeeper", together with Statement of Definition,
Typical Tasks and Employment Standards, which position would
be that of an assistant to the present Purchasing Store-
keeper. The City Administrator explained to Council that
this request is for classification only, to be included until
justified, and for the approval of Council.

Moved by Councilman McLees, seconded by Councilman Paul and
unanimously carried that the request of the Administrative
Office be granted, as approved by the Personnel Board.
Notice was given that the Planning Commission, by Resolution
No. 221, granted a variance to Wendell V. Hales, permitting
reduced rear yards of 18 feet for Lots 1 and 2, Tract 20498,
also for reduced street side yard for corner lot of 9 feet,
and a block wall on the street side property line 5 feet
high, on property on southeast corner of Mauna Loa and Citrus
Notice was also given that the Planning Commission, by Resolu-
tion No. 222, will hold public hearing on November 8, 1961,
at 7:30 P.M., to consider amendment to Zoning Ordinance to
provide for Fallout Shelters.
Ll City Attorney Williams entered the meeting at 7:50 P.M.
The Park and Recreation Commission submitted a recommendation
re proposal for beautification of the Parkway Strip on South
p� Azusa Avenue, presented by Sylvan Villa Trailer Park and the
Beautification Committee of the Park. The recommendation in-
cluded a plan that the Sylvan Villa Trailer Park purchase all
necessary plantings, and provide water and general routine
clean-up of planting area; also, that the City plant the
plants, provide major trimming and pruning as necessary, and
provide water line from the Trailer Park meter to planting
area.
Moved by Councilman Johnson, seconded by Councilman Teasley
' and unanimously carried that this matter be referred to the
City Administrator for investigation of estimated costs.
The Treasurer's Financial Statement for the month of Septem-
ber was presented to Council, showing total Bank Balances as
of September 30, 1961 -- $523,995.16.

unanimously carried that the report be filed.
A Special up and down Light Agreement between the City of
Azusa and E1 Sereno Machine Works was presented to Council
for approval and signature.
A Resolution was presented to Council; approving the above
Special Light Agreement.

A report on allowances for Police Officers assigned to De-
tective Duty was presented by the City Administrator, with
the recommendation that if an allowance is to be granted,
the amount be the same as for motorcycle assignment. The
results of investigation and discussion made by the Admin-
istrative Office indicated that it is not unusual for a City
to provide additional remuneration for assignment to detec-
tive duty.

Cly unanimously carried that "hazard" pay be given to Police
Officers assigned to detective duty and motorcycle assign-
ment, to be equivalent to one step salary increase.
A Resolution was prepared establishing a "Red No Parking"
Zone on South Side of Foothill Blvd. at Vernon, as recom-
mended by the Chief of Police and the City Engineer.
Councilman Paul offered the following Resolution entitled:

LISHING A "NO RED PARKING" ZONE ON THE SOUTH SIDE OF FOOT-
HILL BOULEVARD BEGINNING APPROXIMATELY AT THE EAST LINE OF
VERNON AVENUE AND EXTENDING EASTERLY APPROXIMATELY 60 FEET.

The City Administrator submitted a report on participation
by Monrovia, Pomona, and Ontario, regarding downtown bus-
iness area, as follows: The City of Monrovia assisted in
completing Parking Assessment Districts, taking care of
negotiations, legal proceedings, and paying one-third of
acquisition costs out of Capital Improvement Fund; the
City of Pomona also assisted in completing Parking Assess-
ment Districts, including proceedings and providing financ-
ing on a long term pay -back at 6% interest; the City of
Ontario also assisted in completing Parking Assessment Dis-
tricts by handling legal proceedings, condemnations, bonds,
etc., but not participating in direct financing.
The City Administrator requested the appointment of an
alternate for Councilman Teasley to the East San Gabriel
Valley Planning Committee.

and unanimously carried that Mayor Ortuno be authorized to
attend as alternate to East San Gabriel Valley Planning
Committee.

The City Administrator presented a letter from the Azusa
City Employees Association, protesting the City Administra-
tor's survey regarding salaries as being unjust. Cal
Garnett, President of the Association, requested that the
letter be read in full, and the City Administrator com-
plied with this request. After a discussion regarding
' statements made by Council Members at budget time to the
effect that the Council could not consider pay raises until
after the first of the year, it was

unanimously carried that the Council will consider this
letter from the City Employees Association in a joint meet-
ing with the Personnel Board at the earliest convenient date,
and Monday, October 30, 1961, was the suggested date.

Light and Water Smith, requesting permission to attend the
42nd Annual Conference of the California Section of the
American Water Works Association, to be held in Sacramento
pa on October 24, 25, 26 and 27, 1961, at an estimated expense

The City Administrator requested Council's approval for
Mutual Credit Bureau to take legal action on behalf of the
City, for collection of a delinquent account.
Moved by Councilman Paul, seconded by Councilman Teasley
and unanimously carried that approval be granted.
A Resolution was prepared approving Final Subdivision Map
of Tract 26356, accepting dedications and authorizing
execution of an Agreement with the Subdivider and the
acceptance of a surety bond. The City Engineer has re-
ceived the surety bond .in the amount of $60,100 and the
cash payment of $9,452.,
Councilman Teasley offered the following Resolution en-
titled:

The Chamber of Commerce submitted a request, dated Octo-
ber 13, 1961, for permission to hold a Carnival on downtown
parking lot in the 600 block of Azusa Avenue, for 4 days
beginning November 23rd and closing November 26th. Mr.
Forest E. Hanson, Chamber of Commerce Secretary, appeared
before Council and explained that participating merchants
will provide half-price tickets for all rides (without
cost to the merchants), and will also provide individual
prizes for a free drawing.
A representative from the Singer Sewing Machine Co.
appeared before Council to stress that this promotion
would benefit the downtown merchants and consequently
the City in general.
Moved by Councilman Teasley, seconded by Councilman Paul
and unanimously carried that in view of not having Azusa
Golden Days this year, the Council relinquish the policy of
ninety days advance notice, for this time only, and grant
permission for downtown Carnival for four days, November 23
through November 26, with a license to be obtained for this
purpose. Council Members felt, however, that it is not
necessary for Christmas Decorations to be in place before
Thanksgiving.

and cookies in the City of Azusa during the school's
annual drive from October 26th to November 8th, with the
provision that an adult accompany each child.

and unanimously carried that this request be granted.
A letter was received from the Azusa Seventh-Day Adventist
' Church, requesting permission to solicit funds for medical,
educational and welfare work, by Christmas caroling during
the period from,December 1st to 25th.
Moved by Councilman Paul, seconded by Councilman McLees and
unanimously carried that the request be referred to the
Police Department with power to act.
A letter was received from the U. S. Department of Agriqul-
ture Forest Service, extending congratulations for the
City's display at the 1961 Los Angeles County Fair in
Pomona.

unanimously carried that this letter be filed.
A letter was received from the Girl Scout Council of East
San Gabriel Valley, requesting waiver of license for sale
of cookies from February 9th through 28th, 1962.

The Deputy City Clerk presented a request for Resolution
