HomeMy WebLinkAboutD- 7 Authority to Negotiate Professional Services Agreement for Executive Recruitment II I AZUSA CONSENT ITEM TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: VICTORIA CROSS, DIRECTOR OF HUMAN RESOURCES VIA: RICK COLE, CITY MANAGER DATE: NOVEMBER 18, 2002 SUBJECT: AUTHORITY TO NEGOTIATE PROFESSIONAL SERVICES AGREEMENT FOR EXECUTIVE RECRUITMENT SERVICES IN THE AMOUNT OF $16,000 RECOMMENDATION It is recommended that the City Council grant authority to the City Manager and/or designee to negotiate and enter into a Professional Services Agreement for executive recruitment services not to exceed $16,000. The recruitment services will be utilized to fill the vacant and key executive management position of Director of Finance. BACKGROUND The City's Director of Finance resigned on November 8, 2002. As this position is a critical member of the City's executive management team and a primary position within the city's overall organizational structure, it is vital have a qualified pool of candidates to choose from in filling the vacancy. Last year, RJA Management Services was retained to conduct the executive recruitment search for a new Library Director. This process was successful in providing a strong field of outstanding candidates which led to the subsequent selection of our current Library Director. In accordance with the City's policies and procedures regarding a Professional Services Agreement, proposals outlining executive recruitment services and cost have been received from four (4) major professional search firms (RJA Management Services, Wilcox, Miller & Nelson, Maximus, and Shannon Executive Search). All four are well-qualified and experienced recruiters with background in executive recruiting for California cities. Their prices (with minor variations in services offered) range between $16,000 and $18,000. Based on the successful experience with RJA and their recent completion of two similar Finance Director positions, the City Manager is recommending selection of RJA. This request is to grant authority to the City Manager and/or designee to negotiate and enter into a Professional Services Agreement for executive recruitment services in an amount not to exceed $16,000 with RJA Management Services or, as a back-up, Wilcox, Miller &Nelson. FISCAL IMPACT The cost of $16,000 will be covered from salary cost savings realized f om the vacant Direct r of Finance position. Cz_// i9O Z-
