CONSENT ITEM
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: VICTORIA CROSS, DIRECTOR OF HUMAN RESOURCES/PERSONNEL OFFICER
VIA: RICK COLE, CITY MANAGER
DATE: DECEMBER 3, 2001
SUBJECT: INCREASE BLANKET PURCHASE ORDER FOR THE CALIFORNIA STATE
EMPLOYMENT DEVELOPMENT DEPARTMENT (EDD) AND AMEND THE HUMAN
RESOURCES DEPARTMENT BUDGET
RECOMMENDATION
It is recommended that the City Council approve an increase of$10,000 to the blanket purchase
order for the California State Employment Development Department (EDD) and amend the
Human Resources Department budget.
BACKGROUND
The blanket purchase order for the California State Employment Development Department(EDD)
was established at $8,000 for the 2001-02 fiscal year. The blanket purchase order amount was
established based upon previous years' activity. An unexpected rise in claims activity exceeded
the initial activity level forecast for this fiscal year.
Unemployment Insurance (UI) is a nationwide program created to provide partial wage
replacement to unemployed workers while they conduct an active search for new work. The UI
program is administered by the EDD in accordance with the guidelines established by the UI
Code and the California Code of Regulations, Title 22.
FISCAL IMPACT
This action transfers $10,000 from the General Fund fund balance into the Human Resources
Department operating budget for the 2001-02 fiscal year.
