SUBJECT: REALLOCATION OF FUNDS--HUMAN RESOURCES
ADMINISTRATIVE CLERK
BACKGROUND
The Human Resources (Personnel) Division of the City
Administrator's Department has the responsibility for all
employee-related programs such as recruitments, employee
benefits, collective bargaining, employee processing, and
Personnel Board functions; and risk management. A severe backlog
of work is being experienced due to the need for additional
clerical assistance. This report recommends reallocating funds
already budgeted in Human Resources to increase the hours of the
part-time Administrative Clerk in that division.
FINDINGS
From 1986 to 1988, Human Resources consisted of the following
positions: Human Resources Manager, Personnel Assistant/Officer,
Administrative Clerk II, and Administrative Secretary. The
Assistant City Administrator replaced the Human Resources Manager
and, for budgetary considerations, the Administrative Clerk II
was allowed to go unfilled with brief periods of temporary
assistance. Since that time, the staffing cuts have impacted the
operation of the department, and the situation has become
critical. This position was cut back to a level of less than 14
hours per week which has created deficiencies in the Division's
effectiveness as a personnel and risk management division.
The Personnel Assistant/Officer, now Personnel Analyst, has been
required to perform extra clerical duties which has detracted
from the regular job responsibilities for recruitments (which
have been delayed) and risk management. Department heads and
employees are also experiencing delays in getting answers to

questions and interpretations of the memoranda of understanding.
It has not been possible to complete and distribute the employee
benefit matrix this year.
The City has received inferior service from its dental insurance
program, but it has not been possible to analyze proposals to
replace the existing program. Also, the workload has prevented
the completion of the 1989-90 affirmative action report.
Moreover, the division has not been able to devote attention to
its records maintenance program for filing and timely
destruction of numerous files which are generated in the
personnel field.
Senate Bill 198 requires that the City establish, implement, and
maintain an effective written injury prevention program. The
City does not have a formal safety program, and the growing
number of injuries is alarming. Additionally, it is impossible
to devote a sufficient time to follow-up on work-related injuries.
As a requirement of its membership in the Independent Cities Risk
Management Authority (ICRMA) , the City is required to correct
certain deficiencies in its risk management program that were
noted quite some time ago by the ICRMA management. To date, the
City has no plans for correcting these deficiencies. To lose its
eligibility for membership in ICRMA would be a very costly
sanction on the City.
For the reasons listed above, staff is recommending that the
Administrative Clerk II be reinstated to 40 hours per week with
PERS and holiday benefits on a part-time temporary basis until
the end of the fiscal year. The $13,000 that would be required
for this can be transferred from the savings that have been
developed from the vacancy of the Assistant City Administrator
position in this same division.
RECOMMENDATION
It is recommended that the City Council authorize increasing the
Administrative Clerk II in Human Resources to temporary full time
for the remainder of the fiscal year using salary savings already
developed in that division.
