The City Council of the City of Azusa met in regular session at
the above time and place.
Mayor Ortuno called the meeting to order and led in the salute
to the flag.

Planning Consultants, were present at the meeting, and Mr.
Stewart reviewed the proposals of the General Plan as shown
on.the General Plan Map.
No written communications had been received relative to the
proposed General Plan and there were no persons in the
audience wishing to be heard in regard to this matter.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that the public hearing on the proposed
General Plan be continued to next regular meeting on
November 20th.
Bi3is were received in the office of the City Clerk on Friday,
'October 27, 1961, at 10:00 A.M., on the construction of a
600,000 gallon Steel Reservoir, Water Transmission Main and
Related Work. Present at the bid opening were Councilman
McLees, City Engineer Di Stefano and Deputy City Clerk Torrey.
The Deputy City Clerk presented the Affidavit of Publication
to Council and stated that four bids had been received as
follows:

The City Engineer recommended that action on awarding the con-
tract be delayed until the next regular meeting.

tion of Resolution No. 4243, adopted October 16, 1961, re:
time of medical examinations.
The City Attorney prepared a Resolution amending Personnel
Rules and Regulations re: Medical Examination of Appointees
to be made within 15 days before probationary appointment.

There are two appointments to be made, one each in the
Engineering and Police Departments.
'There was a discussion relating to each Department Head re-
ceiving three names from the eligibility list, and it was
pointed out that if one Department made an appointment, there
would be only two names left for the other Department.
Joan McKinney, Personnel Clerk, appeared before Council, stat-
ing that there were only two applicants originally who were
interested in one of the positions. Mrs. McKinney also stated
that the Civil Service Ordinance reads that the number of names
certified to the Council shall not exceed by two the number of
vacancies to be filled.

Upon recommendation of the City Attorney, Mayor Ortuno asked
the Personnel Clerk to submit a complete eligibility list for
each examination, as eligibility lists should contain the
names of all persons who passed the examination.

Notice was given that the Planning Commission, by Resolution
'No. 223, granted a variance to Donald 0. Co111sson, permit-
ting reduced rear yard of 12 feet on property at 367 South
Scott Avenue.
Notice was also given that the Planning Commission, by
Resolution No. 224, will hold a public hearing on Novem-
ber 22, 1961, at 7:30 P.M., to consider amendment of Zoning
Ordinance relating to regulations for signs adjacent to
Freeways.
The Park and Recreation Commission presented a recommenda-
tion to the Council that any electrical services to be
furnished to the north side of Sierra Madre in the vicinity
of Pioneer Park be carried on wires and poles located on
the north side of the street, with no utility lines or
poles adjacent to the Park.
After discussing this recommendation with Superintendent of
Light & Water Smith, the Council agreed to table this
matter.
The quarterly report of the Chamber of Commerce for July,
August and September was presented to Council.

Councilman Teasley stated that Section 2405.1, under "Juris-
diction" in the Ordinance relating to the office of the City
Administrator, had been omitted in error when the Ordinance
was rewritten.
The City Attorney prepared an Ordinance amending the Munic-
ipal Code by the addition of Section 2405.1, stating that
nothing in this Chapter shall be interpreted as prohibiting
a Department Head from associating with, seeking advice from,
wor giving information to any member of the City Council.

Councilman Teasley offered .for first reading the following
Ordinance:
AN ORDINANCE OF THE CITY: COUNCIL OF THE CITY OF AZUSA AMEND-
ING THE AZUSA MUNICIPAL CODE RELATING TO THE OFFICE OF CITY
ADMINISTRATOR.
With reference to the Careival on the Downtown Parking Lot,
' the Chamber of Commerce submitted the requests that a
Police Officer be available to keep a watchful eye during
the Carnival and that the Public Works Department be author-
ized to sweep the lot after the Carnival .is over, as no
Chamber of Commerce funds have been budgeted for these items.
Moved by Councilman Paul., seconded by Councilman Teasley and
unanimously carried that the requests of the Chamber of
Commerce be approved.
The Park and Recreation Commission presented a recommendation
that the Council set aside city owned land at the southwest
corner of First and Virginia Streets as a neighborhood park
site, with Superintendent of Public Works and Recreation
Director to prepare and submit preliminary development plans.
Mr. Cecil Romero, of 338 No. Monte Vista, appeared before
Council, on behalf of the American Little League, and stated
that the City could save money by expanding a Little League
in Azusa.
Moved by Councilman Paul, seconded by Councilman Teasley and
unanimously carried that the acceptance of this recommenda-
tion be tabled until the next regular Council meeting.
'The City Administrator submitted the information that the
Railway Express Co. has made application to the Public Util-
ities Commission stating it is economically unwise for them
to continue various local offices, including Azusa. This
action would leave only the Pasadena office for the entire
area.

Mr. Forest Hanson, of the Chamber of Commerce, told Council
that he did not have any notice of this matter and that he
would like to bring in a report.
A letter was received, dated October 23, 1961, from Mrs. R.M.
Chesnutt, of 103 So. Louise, protesting the sewer assessment
which she paid on October 19th and requesting a refund of this
payment.
After a discussion, the Council agreed that a letter should be
written to Mrs. Chesnutt to the effect that the Council regrets
it cannot do anything legally about this.
A claim was submitted against the City by D. K. Thacker,
partner of D & D Hancock Services, 710 So. Azusa Avenue. Mr.
Thacker alleges that a car struck a power pole at this loca-
tion early in the morning of Saturday, September 30, 1961, and
that the pole became dislodged, causing the lines to drop
across his building and consequently disrupting service to his
patrons, who did not feel the power lines were safe.
'Superintendent of Light & Water Smith stated that he had sur-
veyed the damage after- the accident which he determined to be
safe, and inasmuch as the lights were on at the gas station,
he assumed that the owners would also realize the area was safe.
Mr. Thacker appeared before the Council and stated that the
pole.was leaning on an angle and he did not think the lines
were safe due to the underground motors on his property. He
also stated that if someone would have contacted him, things
would have been different.

After a discussion, it was moved by Councilman Paul, seconded
by Councilman Teasley and unanimously carried that the claim be
denied.
The City Administrator requested approval for payment of
$634.88 to State Employees Retirement System for the City's
share for a former part-time employee, Mr. P. C. Bradshaw.

from the General Fund for City's share of Mr. Bradshaw's State

The City Administrator presented a request for specific approval
of the bill of Pomona Valley Sewer Company for work done on
Sierra Madre Avenue. There is a question on this bill, as the
plans and specifications approved by Council called for vetrified
clay pipe, and the contractor installed transite pipe without the
Council giving authority for this change.
After a discussion with the City Engineer, it was moved by
M Councilman Paul, seconded by Councilman Teasley and unanimously
carried that the change order made by the City Engineer, to
CQ accept transite pipe in lieu of vetrified clay pipe, be ratified
X and confirmed, and that the payment of the bill as presented be
authorized.
The City Administrator submitted the request of Recreation
Director Dangleis for authorization of reimbursement of item-
ized expenses to be incurred during attendance at the Southern
California Municipal Federation. It was pointed out that Mr.
Dangleis will be installed as President of the Federation at
this meeting, which will be held on Friday, December 8th, at
San Diego. The City Administrator recommended approval of
' this request and further recommended that he be granted per-
mission to accompany Mr. Dangleis, with expenses to be paid by
the City.
Moved by Councilman Paul, seconded by Councilman Teasley and
unanimously carried that the request of Recreation Director
Dangleis be approved, with accountable expenses to be paid by
the City.
It was further moved by Councilman Paul, seconded by Councilman
Teasley and unanimously carried that the request of City Admin-
istrator Caswell for overnight expenses be denied.
A communication was received from Governor Edmund G. Brown,
urging the City's assistance and cooperation in making a
survey re: Fallout Shelters.
A letter was received from Bob G. Franklin, dated October 20,
1961, tendering his resignation as Journeyman Lineman for the
Light Department, effective October 27, 1961.
Moved by Councilman Johnson, seconded by Councilman Teasley
and unanimously carried that the resignation be accepted.
' A Resolution was presented authorizing an up and down Light
Agreement between the City and Genard Soldana for electrical
service.
Councilman Teasley offered the following Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROV-
ING AGREEMENT FOR ELECTRICAL DISTRIBUTION FACILITIES AND

Five resolutions were prepared accepting Grants of Easements
from David and Emma Arias, Edward M. and Theresa C. Abasta,
Francisco and Manuela Morales, Gavino and Teresa Espinosa, and
Vincent J. Puccio andbil Puccio, for the Assessment Dis-
trict (Hollyvale Street).
Councilman Johnson offered the five following Resolutions,
each one entitled:

It was recommended by the City Administrator that the Steno -
Clerk to be hired by the Engineering and Public Works Depart-
ments be placed under the supervision of the Superintendent
of Public Works, although the complement sets forth that the
employee shall work 2/3 for Engineering and Planning and 1/3
for Public Works.
Moved by Councilman Johnson and seconded by Councilman
Teasley that the recommendation of the City Administrator be
accepted. The motion failed to carry by the following vote:

A letter was received, dated November 2, 1961, from the
Y -Teen Program Director of the Y -Teens of the San Gabriel
' Valley YWCA, with Clubs in the Azusa schools, requesting
Council's permission for Junior and Senior High School
students to sell candy at the various Shopping Centers where
permission is obtained from the Store Managers, on several
Saturdays beginning November 18th or 25th.
