Mayor Ortuno called the meeting to order and led in the salute to the flag. Invocation was given by Rev. Paul E. Farrell, First Christian Church. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the recommendations for step -raises No. 1 to No. 13 be accepted. It was moved by Councilman Teasley and seconded by Councilman Admin. Paul that the position of Administrative Assistant be abolished. Asst. Position During the discussion which followed, it was stated that the Abolished City Administrator can get by with clerical help instead of an Administrative Assistant. When asked if this position may be abolished only by economic necessity, the City Attorney stated that the Council can abolish a job if it is genuinely established that the particular work performed is no longer required or because of economic necessity. Councilman Teasley stated that he has nothing personal against Administrative Assistant Crothers and also that there is nothing political in the motion he made, but that the City has no use for the posi- tion of Administrative Assistant. It was moved by Councilman Teasley, seconded by Mayor Ortuno and unanimously carried that Mr. Sheridan Crothers be given a high recommendation for his services to the City. Mr. and Mrs. Mike Castaneda, of 213 No. Orange, appeared before Council on behalf of the legal owner, stating there is a tenant on the property by the name of Louise Sanchez, who is on County Aid. Mr. and Mrs. Castaneda further stated that the owner is willing to demolish the building upon vacancy (one building.has,already been demolished), but does not know how to remove the tenant from the property. The City Administrator was asked to get in touch with the tenant and, perhaps, have the Social Worker help in this matter. Because an extension of time is needed in this case, it was Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the public hearing on Substandard Structure Case #39 be continued to the regular Council meeting of January 15, 1962. Julian Camps appeared before Council on behalf of the owner and stated that one house has already been demolished by the owner of his own accord. Case #52, Substandard Structure located at 502 No. Dalton Res.4278 (rear building only); legal owners of record, Edmund and Sub.Str. Katherine Thompson. Council examined photographs and Building #52 Inspector's report of this property. The City Administrator " ' presented the Affidavit of Publication,and reported that notice of public hearing had been served by mail on the owners and that no written communication had been received. Charles and Edmund Thompson appeared before Council, stating that their 90 -year old father resides on this property and that all debris has been cleared. The building in question was a barn which was converted to a garage, and there are no wiring or sanitary problems. The Messrs. Thompson also stated �^ they intend to tear down the building in approximately six M months, and asked for an extension of 90 additional days. It was moved by Councilman McLees, seconded by Councilman X Teasley and unanimously carried that the time limit be ex- tended an additional 90 days. There being no one else in the audience wishing to be heard regarding this matter, it was Moved by Councilman McLees, seconded by Councilman Paul and unanimously carried that the hearing be closed. "Keep Christmas Moved by Councilman Teasley, seconded by Councilman Paul and in Your unanimously carried that Mayor Ortuno be authorized to sign Driving" this Proclamation. 182 1 1 11 CITY HALL AZUSA, CALIFORNIA MONDAY, DECEMBER 18, 1961 The City Administrator submitted a letter from City Attorney Williams relative to the governing of Library Employees under Civil Service Rules and Regulations, with the suggestion that the Library Board be considered to be a department head. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the Personnel Board and the Library ' Board hold a joint meeting, and then submit their recommenda- tions to the Council of the manner in which the City can best provide for proper coverage of Library employees. U, Page 7 Re: C:S. status for Library Employees (Pers.Bd. & Lib.Bd. to meet) The City Administrator submitted a certified estimate from Re: Cert. the State Department of Finance of the total population of Pop.Est. the City on November 1, 1961, as 21,900, which is an increase of 1,403 persons over the last Federal Census taken on April 1, 1960. The Engineering Department has requested approval of plans U^ and specifications, and authorization for the City Clerk to C1 advertise for bids on construction of street improvements in First Street between Cerritos Avenue and Rockvale Avenue (south of Azusa High School). The plans and specifications X have been approved by the State, subject to adequate financ- ing, which will be entirely by other than City funds, with an estimated cost of $15,973.10. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the plans and specifications be approved and that the City Clerk be authorized to advertise for bids to be opened on January 12, 1962, with Council action at its regular meeting on January 15, 1962. Administrator has received a preliminary report from M. B. Gilfillan Costello, appraiser, re: fair market value for property at lease of Fifth and Virginia, with a recommendation that any lease property agreement should be based on a fee of 7% over fair market 5th & Virg. value, which in this case would be $210 per month. Gil- fillan Bros. has made a proposal, which has been accepted, /\ ✓ for a lease at $210 per month, which will expire in Febru- ary, 1965, with provision for renewal under the same general conditions. Montgomery Consulting Engineers, Inc., submitted Re: Change M two Change Orders on Hydro Construction Co. contract for the Orders No. Lt'. construction of Booster Pumping Station and Related Work at 1 and 2 on Reservoir No. 1. Booster Pump.Sta. Change Order No. l is for relocating low water cut-off, amount- ing to $434-70, and for additional work in realignindischarge (appvd) piping to avoid elevated tank footing, amounting to 253.97, totalling $688.67. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that said Change Order No. 1 be approved. Change Order No. 2 extends the contract of Hydro Construction ' Co. for twenty calendar days. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that said Change Order No. 2 be approved. A communication was received from Superintendent of Light & Water Smith, submitting the request from the Standard 011 Co. of California for water to be served to them to drill an oil well north of First Street and west of Irwindale Avenue, out- side of the City limits, at a double rate. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the request be approved. Four petitions containing a total of 322 signatures, -,were pre- sented to Council, claiming that one-way traffic on Azusa and San Gabriel Avenues is detrimental to the welfare of the City because of the acceleration of speed and the loss of business to merchants on these streets, and recommending that two-way traffic be restored. Moved by Councilman Teasley, seconded by Mayor Ortuno and unanimously carried that these petitions be accepted and authorizing the City Administrator to contact the proper officials in the State Highway Department to see what can ' be done about this traffic problem. The City Administrator submitted the results of informal quotations for the purchase of four 1/2 ton pickup trucks for the Light and Water Department. Five quotations were received by the City, and the City Automotive Mechanic recommended acceptance of the lowest bid by Clippinger Chevrolet in Covina. Moved by Councilman McLees, seconded by Councilman Paul and Req. for water serv. at double rate by Standard Oil Co. (appvd) Petitions re: two. -way traffic on Azusa & San Gabriel Avenues Re: Inform. Quotations on four 1/2 ton pickup trucks (Bid awarded to Biszantz Ford) IS 187 CITY HALL AZUSA, CALIFORNIA MONDAY, DECEMBER 18, 1961 Page 9 unanimously carried that in view of the negligible difference in price, considering sales tax return, and in order to encour- age local dealers, the bid be awarded to Biszantz Ford in Azusa. Relative to engineering services for the City, the City Admin- Re:County istrator stated that the County Engineer cannot do -road work Engr. and, therefore, the City must enter into separate contracts Services ' with the County Engineer and the County Road Commissioner. However, details may be worked out on an interim basis with regard to County Engineering services. It was suggested by Councilman McLees that the City could handle it this way on a temporary basis, and then let the people decide for the future if County services were desired permanently. Mayor Ortuno informed the Council that Neal T. Robertson, of Neal T. Azusa,has been asked to ride in the Pasadena Rose Parade on Robertson January 1st, 1962. The Mayor asked Council to officially to repre. authorize Mr. Robertson to ride in the Rose Parade as a repre- City in n� sentative of the City of Azusa. X The City Administrator reported to Council that the City has received a return of $17,000 which was not anticipated and which would help the City to pay a 5% increase in salary as requested by the Personnel Board. This increase would cost the City approximately $27,000, which could be taken care of by the $17,000 plus the money budgeted for positions which have not been filled. Moved by Councilman Teasley, seconded by Councilman Paul and ' unanimously carried that the recommendation of the Personnel Board for an increase in salary by one step range for all Civil Service employees, effective December 31, 1961, be accepted. Councilman Paul reported that at the last meeting of the Salary Survey Committee, it was recommended that the Personnel Board submit possible wage changes to the City Administrator sixty days before the adoption of the budget, which would give the City Administrator time to include this in his budget re- quest, and adoption of any wage changes by the Council would be in effect as of July 1st for one full year. Councilman McLees asked the City Administrator if any contact was made with Mr. McDaniels, with the results, relative to cleanup of debris on City streets from the new subdivision of C & M Homes during recent rainstorms. The City Administra- tor stated that City Attorney Williams had looked.over the physical area to investigate the,subdividers liability, and an invoice amounting to $872 will be submitted to Mr.McDaniels with request for payment. Bd.Dir.of SGVMWD the Board of Directors of the San Gabriel Valley Municipal Water District, held December 13th. Mr. Leeds, Hill and Jewitt, reported at that Hill, engineer, of meeting that, after ' some investigation, he believed it would cost this Valley fifty million dollars to annex to the Metropolitan Water District in annexation fees alone. City Attorney Williams stated he will now give to Leeds, Hill and Jewitt, our engineers, whatever specific information they need in com- puting future water needs of this City. Mr. Hill estimated that the entire project can be done for less than two-thirds of the cost of annexation alone.
