NOTICE TO THE PUBLIC FOR REGULAR MEETING In compliance with Government code Section 54957.5, copies of staff reports or other written documentation relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.ci.azusa.ca.us. Persons who wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after will not be accepted. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. 1/21/2020 - 3 - C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. Update on the Mix-Use Project on the corner of Foothill Blvd and Azusa Ave “The Orchard” D. SCHEDULED ITEMS 1. PUBLIC HEARING - ADOPTION OF UPDATED CITYWIDE SCHEDULE OF FEES AND CHARGES. RECOMMENDED ACTION: 1) Receive, review, and file the updated Citywide Fee and Charges Schedule; and 2) Open the Public Hearing, receive public testimony, and close the Public Hearing; and 3) Adopt Resolution No. 2020-C01, regarding various municipal activities and services, to be effective on January 21, 2020. 4) Adopt Resolution No. 2020-C02, regarding development project services fees, to be effective 60 days from January 21, 2020 (March 21, 2020); and 2. ORDINANCE AMENDING CHAPTER 14 OF THE AZUSA MUNICIPAL CODE ADDING ARTICLE XVIII, CONSTRUCTION AND DEMOLITION WASTE RECYCLING AND DIVERSION. RECOMMENDED ACTION: 1) Wave further reading, read by title only and introduce Ordinance No. 2020-01: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AMENDING CHAPTER 14 OF THE CITY OF AZUSA MUNICIPAL CODE, ADDING ARTICLE XVIII, CONSTRUCTION AND DEMOLITION WASTE RECYCLING AND DIVERSION 3. FOLLOW-UP TO FISCAL SUSTAINABILITY ASSESSMENT. RECOMMENDED ACTION: 1) Provide Staff with direction to address the projected General Fund budget deficits in preparation of the Fiscal Year 2020/21 Budget. E. CONSENT CALENDAR The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETINGS OF DECEMBER 16, 2019. RECOMMENDED ACTION: Approve minutes as written. 1/21/2020 - 4 - 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED DECEMBER 12, 2019 THROUGH JANUARY 15, 2020. RECOMMENDED ACTION: Adopt Resolution No. 2020-C03 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the Personnel Action Requests in accordance with the City of Azusa Civil Service Rules Section 5.7.5 and applicable Memorandum of Understanding(s). 4. ACCEPTANCE OF COPYCAT GRANT FROM THE CALIFORNIA STATE LIBRARY. RECOMMENDED ACTION: Accept the grant award from the California State Library; and Approve necessar y budget amendments and adjust the current fiscal year budget accordingl y. 5. PURCHASE ORDERS ISSUED IN DECEMBER 2019 WITH CONTRACT AGREEMENTS EXECUTED BY CITY MANAGER. RECOMMENDED ACTION: Receive and file the list of purchase orders issued in December 2019 with contracts executed by the City Manager. 6. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF NOVEMBER 2019. RECOMMENDED ACTION: Receive, review, and file the City Treasurer’s Report for the month of November 2019. 7. APPROVE ANNUAL MAINTENANCE AGREEMENT WITH MOTOROLA SOLUTIONS. RECOMMENDED ACTION: Approve a maintenance agreement with Motorola Solutions for all current software programs for the period of December 1, 2019 through November 30, 2020 in the amount of $79,262.54; and Authorize the City Manager to execute the maintenance agreement, in a form acceptable to the City Attorney, on behalf of the City. 1/21/2020 - 5 - 8. APPROVAL OF JANITORIAL SERVICES SPECIFICATIONS AND AUTHORIZATION TO SOLICIT BIDS. RECOMMENDED ACTION: Approve the attached Janitorial Services Specifications; and Authorize staff to solicit bids for city-wide janitorial services. 9. AUTHORIZATION TO SOLICIT PROPOSALS TO PROVIDE PROFESSIONAL ENGINEERING SERVICES FOR THE DEVELOPMENT OF A LOCAL ROADWAY SAFETY PLAN, SSARPL- 5112(021). RECOMMENDED ACTION: Authorize Staff to solicit a Request for Proposals to provide professional engineering services for the development of a Local Roadway Safety Plan. 10. REQUEST FROM AZUSA CHAMBER OF COMMERCE TO WAIVE FEES FOR THE USE OF THE AZUSA AUDITORIUM. RECOMMENDED ACTION: Waive all fees associated with the use of the auditorium. F. SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED NOVEMBER 27, 2019 THROUGH JANUARY 15, 2020. RECOMMENDED ACTION: Adopt Resolution No. 2020-R01 allowing certain claims and demands to be paid out of Successor Agency Funds. 2. APPROVAL OF RECOGNIZED OBLIGATION PAYMENT SCHEDULE AND ADMINISTRATIVE BUDGET FOR JULY 1, 2020 THROUGH JUNE 30, 2021 AND ADOPTION OF RESOLUTIONS. RECOMMENDED ACTION: 1) Adopt the attached Resolution No. 2020-R02, approving and adopting the “Recognized Obligation Payment Schedule” for the period of July 1, 2020 through June 30, 2021 (ROPS 20-21) pursuant to AB x1 26 as amended by AB 1484; and 2) Adopt the attached Resolution No. 2020-R03, approving and adopting the proposed Administrative Budget for July 1, 2020 through June 30, 2021.
