SUBJECT: APPROVAL OF NEIGHBORHOOD IMPROVEMENT PROGRAM
ON THE 400 BLOCK OF WEST FIRST STREET
BACKGROUND:
This project began when a resident on the 400 block of West First Street inquired about sidewalk
installation by the City.
Staffs response was that the City does not install block long sidewalks unless appropriated by a
capital improvement project. However, should the residents be willing to absorb the cost,the
City may be willing to participate in an "Improvement Program". As a result, all owner occupied
residents agreed to participate during a home meeting on March 15, 1995 which was attended by
staff.
GEOGRAPHICS:
Attached for your review is a base map of the area in question. This particular residential area is
between the 210 Fwy. overpass on First Street and the 100 block of Orange Ave. There are only
four residences on the south side of the street. Paramount Elementary School is located one
block south of the improvement area.
PROGRAM:
This program follows Council's direction given at a workshop, on beautification city wide. The
following are the considerations staff is requesting Council's approval for, in order to proceed.

1. Homeowners will pay for the material and labor within their parcel and;
-A promissory note to be signed by City and property owners.
-At an interest rate of 6%
- With terms not to exceed two years.
2. The City, with Council's approval, will participate with the following improvements:
- Plant parkway trees (Liquidamber) for residential parcels.
- Plant parkway trees (Liquidamber) and install cobble river rock in the parkway across
the street. This parkway is currently on our weed abatement routine list.
- The City is in the process of repainting under the freeway bridge. Throughout the years,
graffiti removal has created a checker board effect .
- The City is the legal owner of a vacant half parcel adjacent to a resident and a Caltrans
property line. This particular parcel is used as a walkway by children going to and
from Paramount School. The vacant parcel has only an asphalt walkway and is also on
our weed abatement routine list.
Staff has identified a resident on San Gabriel Place who has a fence encroaching on City property
by approximately ten feet. Notification will be sent to the property owner to comply. Staff will
enhance the City's vacant parcel with concrete sidewalks,trees, plants,turf, cobble river rock and
lighting.
Various City departments and divisions will be participating in this program i.e., Community
Improvement Division, Engineering, Light& Water Department and the Public Works
Department.
FUNDING:
The promissory note will require funds from the general fund in the amount of$2,413.75. A
handicap ramp will be installed by a contractor and funded by the Public Works outside service
account. The landscaping will be funded by various departments and divisions.
MONTHLY INSTALLMENTS:
Attached are monthly payment schedules for all four residents, at one and two year terms.
WORK PERFORMANCE:
The Engineering Division has recently awarded a sidewalk installation project through the formal
bidding process to the low bidder, Martinez Construction, an Azusa based contractor. Through
this procedure, staff is requesting Council's approval to award Martinez Construction the project
to install and perform sidewalk installation as the low bidder.
RECOMMENDATION:
Staff is requesting Councils approval of the "Neighborhood Improvement Project" on the 400
block of West First Street and approval of all aforementioned factors connected with this
project, and authorize the Mayor or his approved designee to execute the promissory notes
between the City of Azusa and the property owners.
