Fo Police Department John Broderick, Chief of Police AGENDA ITEM To: Honorable Mayor and Members of the City Council From: John Broderick, Chief of Police and Sam Gonzalez, Lieutenant Via: Rick Cole, City Manager J' Date: August 17, 1998 Subject: Change Order#31 for Police Facility and Alteration Project Background As reported in the Information Item dated 4-27-98(copy attached),the basement of the south police building was discovered to have high levels of lead contamination by an independent industrial hygienist. In light of this discovery,there was a concern for those that worked in the basement and exposed to the contaminated conditions. Therefore, a Sergeant that worked in the basement for nearly seven years was tested for lead exposure and fortunately had levels below the level of medical concern.However,all employees were notified of the lead contamination and offered a precautionary blood test. A copy of the memorandum distributed to employees is also attached for your review. Findings The sub-contractor tasked with cleaning the known asbestos and lead conditions was called upon to abate the newly discovered lead contamination. This contamination existed in all of the basement duct work,mechanical equipment, supply and exhaust fans, and rooms behind the shooting range. New duct work was then required in the entire basement area.This replacement caused several sub- contractors additional work to make room for the new duct installation. Recommendation Staff recommends that Council approve Change Order#31 in the amount of$119,690 authorizing the resolution of the lead contamination in the south police building,pending the approval of LNB. In furtherance of this goal, approximately 95% of the basement HVAC (heating and air-conditioning) duct system was scheduled to remain, but a small portion of the range duct work was being replaced. However, while our hygienist, Dr. Marueen Sassoon, was monitoring the lead and asbestos abatement from the shooting range, she became concerned with possible lead contamination in the basement ventilation system that was to remain. This concern was due to the extremely high lead levels detected in the range ducting, which is connected to the basement HVAC and duct system outside the range,but in theory would have been clean if the range ventilation system worked properly. As a safety precaution, she took"wipe"and "bulk" samples from the duct work outside the range and submitted them to Health Science Laboratories for testing. These results were also positive for high levels of lead contamination. Sergeant Ken MacChesney who has worked in the basement for nearly seven years and is one of the Department's Rangemaster's was concerned about his lead exposure. Therefore,he was sent to the medical clinic for a blood test, but fortunately his results were well below the level of medical concern.Unfortunately,there are many more employees that have worked for various lengths of time in the basement,as well as it serving as the EOC,break room,locker room, and obviously for range training. Although, in light of Sgt. MacChesney's blood test results,it is safe to say that others that were in the basement area less often are not in any danger. Moreover, it is the consensus of Dr. Sassoon, Health Science Laboratories, and Cal-Osha that the removal of the contaminated ducting seems to be the most prudent cost-to-value solution for this dilemma. The associated costs should be finite, the problem would be permanently resolved, and future potential liabilities avoided. Also,to avoid any future contamination of HVAC ducting, the new range ventilation system will be an independent operating system and in no way be connected to the main basement HVAC unit. Removal of the lead contaminated materials have already commenced and the general contractor has estimated that the final costs for the abatement,disposal,replacement,and impact on other trades • having to move and/or relocate or replace their equipment will cost approximately $100,000. A change order will be forthcoming when the costs are finalized and the funding source (LaSalle National Bank and/or DSA grant monies)identified.A copy of Dr. Sassoon's report(16 pages)has been provided to the Building Department and is also available at the Police Department. Sam Gonzalez Subject: Lead Contamination in Basement As part of the construction project, the contractor was to abate the building for asbestos and lead contamination. The abatement in Phase I went fairly smooth, but our independent hygienist, Dr. Maureen Sassoon,who was hired to monitor the abatement process became concerned with possible lead contamination in the basement ventilation system that was scheduled to remain. This concern was due to the extremely high lead levels detected in the range ducting,which was connected to the basement HVAC (heating and air-conditioning unit) and duct system outside the range. In theory these systems would have been free of lead contamination if the range ventilation system worked properly. Sergeant MacChesney's office was one of the most contaminated areas and he has worked there for nearly seven years. Therefore, he was sent to the medical clinic for a precautionary blood test for lead exposure, but his results were well below the level of medical concern and were considered normal. Dr. Sassoon has advised us that in the case of one having high levels of lead in their blood, the first step is to remove the person from that environment and that the human body will naturally rid itself of the contaminants and return to within normal levels.This process usually occurs in about 3 to 6 months. Although in light of Sergeant MacChesney's blood test results and Dr. Sassoon's opinion, it is probably safe to assume that others that have worked in the basement are not in any danger. However,to reassure everyone,the department is offering all employees who are interested a blood test through Irwindale Industrial Medical Clinic. If you are interested in this test, please notify me so that arrangements can be made. In order to ensure that future risks are avoided, the basement HVAC and duct system are being abated for lead,removed,and replaced with a new system.Also,to avoid any future contamination of the new HVAC and duct work, the future range ventilation system will be an independent operating system and in no way be connected to anything outside the range.
