SUBJECT: APPROVAL OF RESOLUTION AUTHORIZING SUBMITTAL OF A
FIFTH CYCLE USED OIL RECYCLING BLOCK GRANT TO THE
CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD
PURPOSE:
This report recommends that the City Council authorize the City Administrator or his designee,
to submit a Resolution for a Fifth Cycle Used Oil Recycling Block Grant for the term of June 30,
1997 through June 3, 2000,to the California Integrated Waste Management Board.
BACKGROUND:
The City of Azusa has previously been awarded a Used Oil Recycling Block Grand(Second
Cycle), and is currently in the final month of a Second Cycle Used Oil Opportunity Grant with
the Cities of Bradbury, Covina, Duarte and Monrovia which began in July 1995 and will
terminate March 31, 1997. The City's Used Oil Recycling Program consists of a network of
eight Certified Collection Centers (C.C.C.'s)for residents to recycle their oil. This program will
be responsible for diverting several tons of used motor oil away from landfills, storm drains, land
and surface waters, contributing to the AB939 (decreased toxicity to the wastewater and with
NPDES Best Management Practices). The used oil program has been implemented by City Staff
Superintendent, Louie Pedroza,Administrative Analyst, Ginny Dadaian and Consultant, J.
Michael Huls, REA.

FINDINGS:
The Fifth Cycle Used Oil Recycling block Grant will enable the City to continue to produce
educational outreach materials,provide technical assistance to the C.C.C.'s, continue public
awareness through events and presentations, and to participate in a County wide media program.
The Block Grant Program does not require any matching funds. Cost to the City is reimbursed
through quarterly reimbursement requests. The Consultant fees are paid solely with grant funds.
Attached is a copy of the proposed grant budget for your review.
RECOMMENDATION:
Staff is requesting Council approval to authorize the City Administrator to execute the
Resolution for the purpose of soliciting grant funds in the amount of$13,625.00 and execute the
contract with Consultant J. Michael Huls for services in the amount of$6,960.00
