SUBJECT: CHANGE ORDER#11 FOR POLICE FACILITY ADDITION AND
ALTERATION PROJECT
Background
As it has aged over the years, the old police station has developed a growing need for major
maintenance. Nevertheless, two years ago, in an effort to minimize cash outlay for the City
General Fund, the Police Department drastically pared down the scope of the base bid for the
remodeling project. However, sufficient funds do exist within the amount that LaSalle Bank
provided, to address major maintenance problems and, in the long run, save money for the City.
This report recommends that Council approve Change Order#11 authorizing the general
contractor to renovate the sub-grade and install and stripe new paving following the removal of
the temporary office trailers at the rear of the station.
Findings
As Council is aware, the old police station has been a serious maintenance headache for several
years. For example, the various additions have compromised the integrity of the roof seal; and the
old boiler heating and ventilating system is inefficient, costly to operate and can only be
maintained by its manufacturer. The case in point is the 27-year-old aggregate sub-grade and
asphaltic concrete paving under and adjacent to the temporary office trailers in the rear parking
lot. This main police parking lot immediately west of the old building is in extremely poor
condition and has accommodated the office trailer for over 11 years. At the conclusion of the
construction, this trailer will be removed and turned over to the City purchasing department for
surplus disposal. Removing it will undoubtedly leave additional damage; also, the sub-grade is
inadequate and the paving will continue to deteriorate. Thus, for some time, staff has been of the

opinion that, if the City could afford it, a long-term solution that would result in an overall cost
savings for the City, would be to renovate the sub-grade and replace the paving with new asphalt
paving. However, in an effort to minimize cash outlay for the City General Fund, the Police
Department was not in a position to include this two years ago in the scope of the base bid for the
remodeling project. Now that we are approximately half-way through the project, it is evident
that it would be prudent to allot to this work some of the contingency funds that do exist within
the amount that LaSalle Bank provided for the City. Staff will note the appropriate entries on the
cost/budget spreadsheet that we distribute to Council every month. This action will not cause an
increase in the City's semi-annual payment to LaSalle.
Recommendation
Staff recommends that Council approve Change Order#11 in the amount of$27,279 authorizing
the general contractor to renovate the sub-grade and install and stripe new paving following the
removal of the temporary office trailers at the rear of the police station, pending the approval of
LaSalle National Bank.
