At the request of the City Administrator, the Personnel Board Clerk - submitted a recommendation for the classified position of Trainee "Clerk -Trainee", together with recommended salary range and position class specifications. (appvd.) Moved by Councilman Paul, seconded by Councilman McLees and unanimously carried that the recommendation of the Personnel Board for classification of Clerk -Trainee be accepted. At the request of the Accounting Director, the Personnel Position Board submitted the recommendation that a part-time position of Part - of Cost Account Clerk be established, with 20 hours per week Time:Cost the maximum number of hours to be worked, together with Acct.Clerk recommended salary range and class specifications. It was the feeling of the Board members that it would be best to table the matter at this time, due to the possible change in status of this position within a few months. Moved by Councilman McLees, seconded by Councilman Paul and unanimously carried that this letter be filed. The City Administrator submitted to Council an analysis of the City's position with regard to engineering services, and recommended that Council arrange for Mr. Harold Johnson to act as City Engineer on a call basis, with a $50.00 per month retainer fee to cover time spent in telephone consulta- tion with the City and an agreed hourly rate for time spent in field work and plan checking. The re: Deputy City Clerk presented the Affidavit of Publication and Fallout reported that no written protests have been received. Shelters The proposed Amendment was read in full by the City Attorney No one in the audience wishing to be heard in regard to this matter and no protests having been received, it was Moved by Councilman Johnson, seconded by Councilman McLees and unanimously carried that the hearing be closed. Moved by Councilman McLees, seconded by Councilman Paul and unanimously carried that the proposed Amendment to the Municipal Code be approved, and that the City Attorney be authorized to prepare the necessary Ordinance. The hour of 8:00 P.M. was set for continuance of Public Hear- ing on Substandard Structure #39, located at 3332 N. Soldano; legal owner of record, Lupe Garcia. As there is a tenant in the building and attempts are being made to have the premises vacated, the City Administrator requested that this hearing be continued to February 19th. Moved by Councilman Paul, seconded by Councilman McLees and unanimously carried that the hearing on Substandard Structure No. 39 be continued to the regular Council meeting of February 19th. Notice was given that the Planning Commission, by Resolution No. 232, recommended to Council the zone change from R -lb and R -lc to R-3 for property located at the northeast corner of Twelfth Street and San Gabriel Avenue, by petition of David Cairns; hearing set for February 5th. Mr.,Romero also mentioned that Jackson Avenue does not have a light and was informed by the Council that this is because it is nota full street as'far as width is concerned. The City Administrator stated that a letter was to be presented to Council by a representative of the Boy Scout organization re: construction of a Boy Scout Hall, as the Boy Scouts are using part of the Civil Defense building. They requested some help in putting down the slab and doing the finishing, trowelling and levelling for same. Moved by Councilman Johnson, seconded by Councilman Paul and unanimously carried that this matter be tabled until some i� definite information is received. �. A request for permission to advertise for bids for estimated 65,000 gallons of gasoline for the coming year was submitted m by the City Administrator. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the request for advertising bids on gasoline'be authorized. A Resolution was presented authorizing an Up and Down Light Agreement between the City and Hoefer Foundry, 780 N. Todd. Councilman Teasley offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROV= ING AGREEMENT FOR ELECTRICAL DISTRIBUTION FACILITIES AND ENERGY BETWEEN THE CITY OF AZUSA AND HOEFER FOUNDRY, AND AUTHORIZING THE MAYOR TO,SION.AND THE CITY CLERK TO ATTEST SAME.' Moved by Councilman Teasley,.seconded by Councilman Paul and unanimously carried that further reading be waived. Moved by Councilman Paul, seconded by Councilman McLees that the Resolution be adopted. The City Administrator presented a request from Chief of Police Kendrick for permission to attend a special meeting of Chiefs of Police and Sheriffs, on Thursday, February 8th, at Palo Alto. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the request be granted. The City Administrator presented a request from Fire Chief Madison and Chief of Police Kendrick that one representative from each of their departments be authorized to attend the California Conference of Arson Investigators at their semi- annual meeting at Bakersfield on January 26th. After a discussion, it was Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the Director of Civil Defense or his deputy be authorized to attend this meeting. The City Administrator submitted a recommendation that. Council approve the expenditure of $2,000 (in excess of the budget) to purchase Euthanai.r equipment for use in the Humane Division of the;Police Department for the disposal of animals when necessary. According to the report of the: Police Chief, the current method used by the Humane Officer is strychnine, which is a very dangerous practice. Councilman Johnson further stated that she voted "No" because the position of Administrative Assistant was deleted. Res.4289 re: .,New Salary Complement The City Administrator notified Council of a League of Cali- LCC Mtg. fornia Cities meeting relative to the redistribution of gas 1/22/62 tax funds, to be held on Monday, January 22nd, at 12:15 P.M. at Michael's Restaurant in Los Angeles, City Attorney Williams informed Council that he received a communication from the General Telephone Company, asking why certain claims were not paid. About January, 1960, the General Telephone Company presented two claims, amounting to $520.09 and approximately $11.9,00, respectively, addressed to the Light & Water Department,as it was their contention that their lines were damaged by a falling tree or limb on private property during a storm. After a discussion, in which Superintendent of Light & Water Smith joined, it was Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that, upon the advice of the City Attorney, these claims be denied. Re: Claims of Genl. Tele.Co. (denied) The City Attorney informed Council of the purpose of the W.Teasley League of California Cities Conference in Sacramento on Febru- to attend ary 1-2 re: Metropolitan Government. LCC Conf. The Finance Committee presented their report re: proposals Finance from various auditing firms, and it is their recommendation Com.rept. ' that Richard H. Vicente be engaged to perform the independent re:auditors audit for the City for the next three fiscal years, beginning (Recom.-for July 1, 1961, and the first year fee shall not exceed $2,000.
