SUBJECT: REQUEST OF THE MOBILEHOME PARK RENT STABILIZATION
REVIEW BOARD FOR MEETING COMPENSATION
Facts and analysis: At the January 13, 1993 meeting of the
City of Azusa Mobilehome Park Rent Stabilization Review
Board, the Board voted to request the City Council to approve
compensation for members of the Board in the amount of $25. 00
per Board meeting with a maximum compensation of $200. 00 per
fiscal year for each Board member. Alternate members to the
Board would be compensated only if they were called upon to
replace a missing Board member, or were called upon to
replace a seated Board member who had a conflict of interest
in a matter being heard by the Board.
Compensation for Board members is wholly within the
discretion of the City Council as set forth in Section
5. 56. 030 (c) Azusa Municipal Code.
At this time there is no budget appropriation for the Board
to fund this request and, if approved, would require the
creation of a funded account to finance the request. The
Board's operations are now being funded entirely by the
Community Improvement Division without additional budget
appropriations.
The Board's request will require an annual appropriation of
$1,000 to $2,200 per fiscal year based on five (5) regular
Board members and six (6) alternates as set forth in Chapter
5.56 Azusa Municipal Code.
In discussing funding with the City Administrator it was
determined that this issue would be more appropriately
discussed during budget deliberations for the 1993-94 Fiscal
Year.
Recommendation: Due to the lack of funding, postpone the
decision on this request to be considered during next fiscal
year's budget deliberations.

SUBJECT: APPOINTMENT OF MR. CARREL CLINE AS "PUBLIC MEMBER"
TO THE MOBILEHOME PARK RENT STABILIZATION REVIEW
BOARD
Facts and analysis: At the January 13, 1993 meeting of the
City of Azusa Mobilehome Park Rent Stabilization Review
Board, the Board voted to recommend appointment of Mr. Carrel
Cline as the "Public Member" on the Board.
Pursuant to Section 5.56. 030 Azusa Municipal Code a majority
vote of the City Council is required to approve the
appointment.
I have attached a copy of Mr. Cline's application to the
Board for your review.
Recommendation: Staff recommends that the City Council
approve Mr. Cline's appointment.

Description: A public member of the Mobilehome Park Rent
Stabilization Review Board can be appointed as
either a Board Member or Alternate. The public
member serves on the Board with 2 mobilehome park
residents and 2 mobilehome park owners. The
Board's role is to hear and review evidence as it
relates to mobilehome park rent increases and/or
decreases which could not be resolved between the
individual park resident(s) and the park owner(s) .
Requirements: Must not be a resident of a mobilehome park, or
have any financial interest in a mobilehome park.
Must be able to attend quarterly Board meetings.
Must be able to hear and decide issues in a fair
and impartial manner.
