TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: ROY E. BRUCKNER . -ECTOR OF COMMUNITY DEVELOPMENT
VIA: HENRY GARCIA, CITY ADMINISTRATOR
DATE: NOVEMBER 4, 1991
SUBJECT: MOBILE HOME RENT STABILIZATION ORDINANCE TIME
EXTENSION REQUEST
At the recent Rent Stabilization Workshop, the City Council
requested that the tenants and owners work together and
develop an alternative to the ordinance prepared by the city
attorney's office.
Accordingly, a tenant committee has been working on the
development of their own version of a rent stabilization
ordinance. Staff received a draft of the proposal last
Monday night. Subsequent review and joint discussions
between members of the tenant committee, the City Attorney,
and Staff, resulted in changes having to be made to the
document before presentation to the City Council.
Mobilehome park owners have not been involved to this point,
nor have they seen a draft of the tenant proposal.
It is requested that consideration of the rent stabilization
ordinance be continued to the November 18th Council meeting
to allow time for changes to be made to the tenant proposal,
and to provide copies to the park owners for their review.
RECOMMENDED ACTION:
The City Council should continue consideration of the
Mobilehome Rent Stabilization Ordinance to the November 18
Council meeting.
