PUBLIC PARTICIPATION 1. Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments shall be handled after the speaker has completed his/her comments. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. Minutes of the Regular Utility Board Meeting on October 28, 2019 Recommendation: 1) Approve Minutes as Written. 2. Approval of Amendment to Transmission Control Agreement (TCA) Among the California Independent System Operator (CAISO) and the Participating Transmission Owners ("PTOs") Recommendation: 1) Approve the Amendment to Transmission Control Agreement among the CAISO and the PTOs; and 2) Authorize the Mayor, in a form acceptable to the City Attorney, to execute the Amendment to Transmission Control Agreement among the CAISO and the PTOs. 3. Approve the Notice of Completion for the Citrus Ave and Foothill Blvd 830 Water Tie-In Capital Improvement Project W-347 Recommendation: 1) Accept Citrus Ave and Foothill Blvd 830 Water Tie-In project improvements outlined in W-347 plans and specifications; 2) Approve the Notice of Completion; 3) Authorize the Mayor to execute the document on behalf of the City; and 4) Authorize the City Clerk to submit the Notice of Completion for recordation to the Office of the County Recorder of Los Angeles County, within ten days of the Utility Board approval, as required by Section 3093 of the California Civil Code. 4. Approve First Amendment to the Professional Services Agreement with Invoice Cloud Incorporated to Provide Electronic Bill Presentment, Payment and Credit Card Processing Services Recommendation: 1) Approve the First Amendment to the Professional Services Agreement (First Amendment) with Invoice Cloud, in an amount not to exceed $175,000 annually, in accordance with Azusa Municipal Code Section 2-517(a)(22); and 2) Authorize the Mayor to execute the First Amendment, in a form acceptable to the City Attorney, on behalf of the City. 3 5. Approve Purchase of Reservoir Mixer for the 1023 Pressure Zone to Enhance Water Quality Recommendation: 1) Approve a Purchase Order to D&H Water Systems, Inc., in an amount not- to-exceed $58,100.00 for the PAX TRS™ Trihalomethane Removal System, under Azusa Municipal Code Section 2-517(a)(35) Treatment Equipment and Section 2-520(b)(2) Sole Source Purchases. CONFERENCE WITH LEGAL COUNSEL--ANTICIPATED LITIGATION Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of Government Code Section 54956.9 and initiation of litigation pursuant to paragraph (4) of subdivision (d) of Government Code Section 54956.9 One potential case I.
