The City Administratcr stated that Gil.fill.an Bros., Eric., has
requested an additional. 60 ft. strip of land adjacent. to the
east line of property now leased by them, to be used for
additional parking space, for a rental fee of $1.00 per month.
Gilfillan also requested an extension of their present lease
for parking lot, which terminates February 28, 1.962, to
February 28, 1965. It was the recommendation of the City
Administrator that the Council accept these proposals.

Mr. Perry Freeman, owner of the property at 621 N. Cerritos,
appeared before Council and stated he plans to build a 26 -
unit apartment on his property at Cerritos and Foothill Blvd.
and would like to know if the City has or will adopt a policy
similar to that: of the Edison Company, whereby a bonus amount
of $100 per unit, is paid to builders of all -electric apart-
ments. This bonus policy would determine whether he built
units for all electric or gas consumption, as it is consider-
ably more expensive to install electricity instead of gas.

The City Administrator presented a request from Superin-
tendent of Light & Water Smith for transfer of Travis Clark,
lineman helper, to Utility Construction Record Clerk, and
also a request to appoint a Lineman Helper in the Light and
Water Department from the Civil Service List, at first step
of pay range.
As the Light and Water Committee has not met and is there-
fore unable to make a report at this time, it was agreed
by Council that this matter be tabled until Councilman
McLees and Councilman Johnson discuss the situation with
Superintendent of Light & Water. Smith.
The City Administrator presented a communication from
Superintendent: of Light & Water Smith, requesting a letter
of appreciation from the City to Mr. Calloway Garnett, who
recently retired as Water General Foreman, after 19 years
of faithful service. The City Administrator stated that a
Retirement Dinner is planned on March 31st for Mr. Garnett
and two other employees,

The City Administrator presented a report on the Water Report on
Rate Study, showing three suggested new water rate Water Rate
schedules. A letter was also presented from Superintendent Study
of Light & Water Smith regarding transfer of revenue from (tabled
' the Light & Water Department to the General Fund. until 3/19)
Moved by Councilman Teasley, seconded by Councilman Paul
and unanimously carried that the matter of the Water Rate
Study be tabled until next meeting.
Councilman Teasley brought up three matters for discussion:
one was a complaint regarding a horse being stalled west
of Vernon and 10th St. (between trucking yard and the
brewery). The City Administrator was instructed to inves-
tigate this matter as to zoning. The second matter dis-
cussed was regarding sidewalks on Third Street, regarding
Complaint re:
stalling horse

shrubbery on City parkways, which will be cleaned up by the
crew on Monday morning, The last matter was on the Senate
Reapportionment Committee's recommendation to add eleven
Senators, of which Los Angeles County will receive five
Senators, No action was taken on these matters.
