The City Council of the City of Azusa Met in regular session at the above time and place. Mayor Ortuno called the meeting to order and led in the salute to the flag. ' Invocation was given by Elder George Thompson, Azusa 7th Day Adventist Church. Present at Roll Call: Councilmen: Paul;"McLees;"Johnson, Teasley,.Ortuno Also Present: Assistant City Attorney Decker, City Administrator Caswell, Superintendent of Light and Water Smith, Deputy City Clerk Torrey LIZ - M With no corrections, the Minutes of the meetings of Febru- ary 19th and March 5th were approved as submitted. X m The hour of 7:30 P.M. was set for Public Hearing on zone change, upon annexation, to C-2, C-3 and P, on property hav- ing a frontage on west side of Azusa Avenue, lying south of Orkney Street and 125 ft. north of Arrow Highway, which is owned by Paul Ronald and others. Letters"were received from Paul W. and Marie H. Ronald, Marvin and Thelma Lustiger, and Eva M. Monia, commending the City for initiating the annexa- tion and subsequent rezoning of the property. The Deputy City Clerk presented the affidavit of publication and list of property owners who had been notified, and stated that the zone change upon annexation had been recommended by the Plan- ning Commission, according to the analysis submitted. With no other written communications having been received and no one in the audience wishing to be heard in regard to this proposed zone change, it was Moved by Councilman McLees, seconded by Councilman Paul and unanimously carried that the hearing be closed. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the City Attorney be instructed to prepare the necessary Ordinance changing the zone upon annexa- tion, as recommended by the Planning Commission. Moved by Councilman McLees, seconded by Councilman Paul and unanimously carried that the matter of zone change for Lots 1, 2 and 3, owned by Mrs. McKinlay, be referred back to the Planning Commission, with the recommendation that this property be zoned R -3o ' It was further moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that proceedings be initiated to rezone Lots 8 and 9 from R-1 to R-3. The Planning Commission presented a study of Coney -Jackson Study of Street Extension and Coney Avenue Overpass on the Foothill Coney -Jackson Freeway, with the recommendation that Council consider the Street Ext, & extension of Coney Avenue south to Jackson Avenue as a Coney Ave. priority matter in determining street improvements, and Overpass, also consideration be given to Coney Avenue Overpass as a sub. by Plan.. requirement in any freeway negotiations with the State Commission Highway officials. Moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that this matter be referred to the City Administrator for report at the April 2nd meeting. The Planning Commission submitted a report on the truck Recomm. by route system for the East San Gabriel Valley. The East P1an.Comm.re: San Gabriel Valley Planning Committee has prepared a map truck route (August, 1961) showing only those routes acceptable to the system for individual cities and to the truck industry, and the Plan- E.S.G.V. ning Commission recommended that the Council adopt the map dated August, 1961, which shows the skeleton truck route system. Moved by Councilman McLees, seconded by Councilman Paul and unanimously carried that the recommendation of the Planning Commission be accepted. Moved by Councilman. Paul, seconded by Councilman Teasley and unanimously carried that further reading be waived. ' The hour of 8200 P.M. was set for Public Hearing on Sub- standard Structure Case No. 73, property located at 409 N. Alameda; legal owner of record, Mortgage Mart. Council examined photographs and Building Inspector's report on this property. The City Administrator presented the affidavit of publication and reported that notice of pub- lic hearing had been served by mail on the owner. No written communication having been received and no one in the audience wishing to be heard regarding this matter, it was Moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that the hearing be closed, and that the necessary Resolution be prepared and presented at the April 2nd meeting. The hour of 8200 P.M. was set for Public Hearing on Sub- standard Structure Case No. 74. which is a store building and rear garage at 312 N. Sol.dano; legal owner of record, Mr. Francisco Naranjo. The City Administrator presented the affidavit of publication and reported that notice of public hearing had been served by mail on the owner. As ' the photographs of the buildings were not available, the City Administrator read in full the Building Inspector°s detailed report. Mr. Naranjo appeared before Council and, because of his inability to speak English, Mayor Ortuno requested that a motion be made to allow the Mayor to speak to Mr. Naranjo in Spanish. The Personnel Board submitted a recommendation amending the Re: Sick Rules and Regulations whereby Police Officers and Firemen Leave for disabled by injury or illness while on duty shall become injury on entitled to leave of absence without loss of salary, in duty lieu of temporary disability payments, for the period of ' not exceeding one year. After a discussion on change -over for all employees of the City, it was Moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that this recommendation be sent pack to the Personnel Board with a change to include all City employees injured in the line of duty. The City Administrator submitted a report on all=eleotric homes program, stating the City Attorney's opinion that - there does not appear to be any legal restriction to'the' City participating in the Medallion Homes program, but it would be necessary beforehand for the City to establish details of procedures and agreement resolutions or ordi- nances, as required. The City Administrator presented an invoice from the City Req. appvl. Attorney for extra services rendered from October 1958 to approp. for March 9, 1962, relating to the San Gabriel Valley Municipal extra serv. Water District, including attendance at meetings, planning, by City Atty. etc. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the required amount of $920 be appropriated from the Water Fund, and that the City Attorney be requested to submit his additional expenses at least once or twice during the fiscal year, in order to keep the records up to date. After discussion with the Acting City Engineer and the Req. appvl. Fire Chief, the City Administrator submitted a request for installation approval of installation of 8" water main on Soldano Avenue, 8" water and for authority to have the.plans and specifications main on prepared. M After a discussion, it was Moved by Councilman Paul, seconded by Councilman McLees and unanimously carried that an increase of 16% in water rates be approved, and that an Ordinance be prepared providing that funds realized through this increase in rate, plus an amount equal to the annual depreciation rate, will be used for cap- ital improvements in the water utility. Councilman Paul offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOW- ING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS -OUT OF WHICH.THE.SAME ARE.TO BE PAID.. Moved by Councilman Johnson that the Resolution be amended to delete the monthly mileage allowances. Motion died for lack of a second. Moved by Councilman Paul, seconded by Councilman McLees that the Resolution be adopted.
