The City Council of the City of Azusa Met in regular session at
the above time and place.
Mayor Ortuno called the meeting to order and led in the salute
to the flag.
' Invocation was given by Elder George Thompson, Azusa 7th Day
Adventist Church.

7:30 P.M. was set for Public Hearing on zone
change, upon annexation, to C-2, C-3 and P, on property hav-
ing a frontage on west side of Azusa Avenue, lying south of
Orkney Street and 125 ft. north of Arrow Highway, which is
owned by Paul Ronald and others. Letters"were received from
Paul W. and Marie H. Ronald, Marvin and Thelma Lustiger, and
Eva M. Monia, commending the City for initiating the annexa-
tion and subsequent rezoning of the property. The Deputy
City Clerk presented the affidavit of publication and list of
property owners who had been notified, and stated that the
zone change upon annexation had been recommended by the Plan-
ning Commission, according to the analysis submitted.
With no other written communications having been received and
no one in the audience wishing to be heard in regard to this
proposed zone change, it was

unanimously carried that the hearing be closed.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that the City Attorney be instructed to
prepare the necessary Ordinance changing the zone upon annexa-
tion, as recommended by the Planning Commission.
The hour of 7:30 P.M. was set for Public Hearing on zone
change upon annexation to C-2 for the triangular parcel hav-
ing frontage on the south side of Foothill Blvd., west side
of Rockvale Avenue and the northeast side of Alosta Avenue,
which is owned by Edwards Theatres, Inc. The Deputy City
Clerk presented the affidavit of publication and list of
property owners who had been notified, and stated that the
zone changfo upon annexation had been recommended by the
Planning Commission, according to the analysis submitted.

February was presented to Council.
Moved by Councilman Johnson, seconded by Councilman Paul
and unanimously carried that the report be filed.

posed annexation -to the City of certain uninhabited terri-
tory owned by Quail Valley Country Club and designated as
"Easterly Annexation District No. 43".' The Deputy City

and unanimously carried that further reading be waived.
' The hour of 8200 P.M. was set for Public Hearing on Sub-
standard Structure Case No. 73, property located at 409 N.
Alameda; legal owner of record, Mortgage Mart. Council
examined photographs and Building Inspector's report on
this property. The City Administrator presented the
affidavit of publication and reported that notice of pub-
lic hearing had been served by mail on the owner.
No written communication having been received and no one
in the audience wishing to be heard regarding this matter,

and that the necessary Resolution be prepared and presented
at the April 2nd meeting.
The hour of 8200 P.M. was set for Public Hearing on Sub-
standard Structure Case No. 74. which is a store building
and rear garage at 312 N. Sol.dano; legal owner of record,
Mr. Francisco Naranjo. The City Administrator presented
the affidavit of publication and reported that notice of
public hearing had been served by mail on the owner. As
' the photographs of the buildings were not available, the
City Administrator read in full the Building Inspector°s
detailed report.
Mr. Naranjo appeared before Council and, because of his
inability to speak English, Mayor Ortuno requested that a
motion be made to allow the Mayor to speak to Mr. Naranjo
in Spanish.
Moved by Councilman Teasley, seconded by Councilman Paul
and unanimously carried that Mayor Ortuno be authorized
to translate for Mr. Naranjo.

of improvements.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CON-
SENTING TO THE ESTABLISHMENT OF A PORTION OF GLADSTONE STREET
AS A COUNTY HIGHWAY AND TO THE IMPROVEMENT THEREOF.

unanimously carried that further reading be waived.

that the Personnel Board be authorized to advertise for the
Position of City Engineer, with starting salary at third
step of Range 32.
The Personnel Board submitted a recommendation amending the Re: Sick
Rules and Regulations whereby Police Officers and Firemen Leave for
disabled by injury or illness while on duty shall become injury on
entitled to leave of absence without loss of salary, in duty
lieu of temporary disability payments, for the period of

The City Administrator submitted the -request -of Superifi -
tehdent of -Light & Water Smith for "Approval "of the appoint-
ment of Wayne Holden as Water" General'Foreman As of
March 20, 1962, at the first step, from the Civil Service
Eligibility List.

The City Administrator submitted a report on all=eleotric
homes program, stating the City Attorney's opinion that -
there does not appear to be any legal restriction to'the'
City participating in the Medallion Homes program, but it
would be necessary beforehand for the City to establish
details of procedures and agreement resolutions or ordi-
nances, as required.

and unanimously carried that the City Administrator be
authorized to study this matter and report to the Council
at the next regular meeting on April 2nd.
The City Administrator presented an invoice from the City Req. appvl.
Attorney for extra services rendered from October 1958 to approp. for
March 9, 1962, relating to the San Gabriel Valley Municipal extra serv.
Water District, including attendance at meetings, planning, by City Atty.
etc.
Moved by Councilman Teasley, seconded by Councilman Paul
and unanimously carried that the required amount of $920
be appropriated from the Water Fund, and that the City
Attorney be requested to submit his additional expenses
at least once or twice during the fiscal year, in order to
keep the records up to date.
After discussion with the Acting City Engineer and the Req. appvl.
Fire Chief, the City Administrator submitted a request for installation
approval of installation of 8" water main on Soldano Avenue, 8" water
and for authority to have the.plans and specifications main on

Councilman Paul offered for second reading the following
Ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMEND-
ING SECTION 3200.63 OF THE AZUSA MUNICIPAL CODE ESTABLISH-
ING THROUGH STREETS.
' Moved by Councilman Paul, seconded by Councilman Teasley
and unanimously carried that further reading be waived.
Moved by Councilman Paul, seconded by Councilman McLees
that the Ordinance be adopted. Ordinance passed and adopted
by the following vote of Council:
AYES: Councilmen: Paul, McLees, Johnson, Teasley, Ortuno
NOES: Councilmen: None

The City Administrator presented a resolution of the Board
^� of Fire Commissioners of the City of Los Angeles, express -
cc o ing appreciation to the City for its participation in
disastrous fires.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that authorization be given for the
framing of this resolution of appreciation.
Councilman Paul offered the following Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOW-
ING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS -OUT
OF WHICH.THE.SAME ARE.TO BE PAID..
Moved by Councilman Johnson that the Resolution be amended
to delete the monthly mileage allowances. Motion died for
lack of a second.
Moved by Councilman Paul, seconded by Councilman McLees
that the Resolution be adopted. Resolution passed and
adopted by the following vote of Council:
AYES: Councilmen: Paul, McLees, Teasley, Ortuno
NOES: Councilmen: Johnson
ABSENT: Councilmen: None and numbered Resolution 4323.
