The City Administrator submitted the report of Harper Whisler, Building Inspector, on present status of the Substandard Structure Program. After a discussion on Substandard Structure Case No. 21 (410 No Alameda), which property is in an estate, it was Moved by Councilman Johnson, seconded by Councilman Paul and unanimously carried that this property be found to be a nuisance which is to be abated by demolition rather than by repair, and informal quotations be obtained for the cost of demolition. Subst.Str. Program Report SubstoStro Case #21 - 410 N.Alameda After a discussion on Substandard Structure Case No. 35 SubstoStro (1103 No Azusa, rear building, owned by Virginia Burgere), Case #35 - it was suggested that the City Administrator contact the_ 1103 NoAzusa owner and explain this only applies to the building on the rear of the property, and it was Moved by Councilman Johnson, seconded by Councilman Paul and unanimously carried that the report on Substandard Structure Case No. 35 be tabled until the next regular meeting. The City Administrator presented a proposed emergency Ordinance requested by the Board of Supervisors which has agreed to relinquish jurisdiction over part of Gladstone Street upon completion of the construction, improvement and repair of the same. This Ordinance is necessary for the immediate preservation of the public peace, health and safety, and is entitled - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA,, LOS ANGELES COUNTY,, CALIFORNIA, DECLARING A PORTION OF GLAD - STONE STREET IN THE CITY OF AZUSA TO BE PART OF THE COUNTY SYSTEMS OF HIGHWAYS. This Ordinance was read in full. Scearce, of Crafts 20 Big Shows, Inc., Appeared before Council, with a request for permission to hold a Carnival for five days at Azusa Square Shopping Center. Mr. Scearce presented to Council copies of testi- monials from various shopping centers and stores, which are on file in the City Clerk's office, and stated that they would like to have the show April 18th through 22nd. After a discussion regarding the City's policy requiring a 90 -day notice for Carnival requests, it was Moved by Councilman McLeea,, seconded by Councilman Paul and unanimously carried that permission be granted to hold a Carnival from April. 18th through April 22nd, with the usual license fees to be paid by Crafts 20 Big Shows, Inc., for this period. Mr. Jesse Higgins, owner of Sylvan Villa Mobile Home Park, 830,So Azusa Avenue, appeared before Council, with a com- plaint that Mr, John Mosley, Police Officer and Business License Investigator for the City, has interfered with the operations of his trailer park and asked clarification as to Mr. Mosley's duties and authority. After a discussion, it was suggested that the City Admin- istrator meet with the Park Manager and Mr. Mosley on Tuesday, April 3rd, in an attempt to solve this problem. A communication was received from Mr. Edward Jo Peter, 336 So Calera Avenue, requesting Council approval of the Louis Francis Amendment entitled "Subversive Activities, Initiative Constitutional Amendment", which needs approx- imately 500,000 signatures to be placed on the November ballot. Mr. Peter appeared before Council and introduced Mr.Richard Go Butler, 1923 So Workman Mill Rd., Whittier, who is the Los Angeles County Chairman of the Southern California Com- mittee to Combat Communism and a member of the State organ- ization. Mr. Butler explained the Initiative Measure in condensed form. As the Council members have not received copies of this measure, it was suggested that this matter be tabled until the next regular meeting on April 16th, In order to study the measure. 319 Rego from Crafts 20 Big Shows, Inc., to hold Carniv, 4/18-22 Re.- Complaint submitted by Mr. J. Higgins of Sylvan Villa Mobile Home Park Req. appvlo of Louis Francis Amendment Mayor Ortuno presented copies of "Tax Talks" to the Council Re.- Tax ' members and asked that this be studied between now and the Talks next meeting to see if relief can be requested regarding income property valuations based on anticipated returns, especially in the downtown area of the City. Mayor Ortuno thanked the members of Council for their co- operation and service during the last two years. He stated it has been very .enjoyable to serve as Mayor and that he has done so to the best of his ability, The Mayor also thanked all the department heads for the very good cooperation he has received, azo Fj 1 [I 321 CITY HALL AZUSA, CALIFORNIA MONDAY, APRIL 2, 1962 Page 8 The City Administrator thanked Mayor Ortuno,on behalf of the department heads, for his services during the past two years. Req, ING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS.OUT OF WHICH THE SAME ARE TO BE PAID, Moved by Councilman Johnson, seconded by Councilman Paul that the Resolution be adopted.
