The City Council of the City of Azusa met in regular session at
the above time and place.
Mayor Ortuno called the meeting to order and led in the salute
to the flag.
Invocation was given by Rev. J. M. Fincher, Calvary Evangelical
Lutheran Church.

Roll Call
With no corrections, the minutes of the meetings of March 26th Appvl.Min.
and April 2nd, 1962, were approved as submitted. 3/26 &'4/2
Mayor Ortuno expressed the appreciation of the City to Virgil
Smith, Superintendent of Light & Water, and presented him with
a pin commemorating his 35 years of service with the City.
Superintendent Smith thanked the Mayor and said it has been a
pleasure in spite of rough or smooth places, and stated he
will wear this pin with honor.
Mayor Ortuno asked permission to withdraw his name from the
petition requesting investigation of the activities of the
Azusa Herald and its publisher, Bert Stolpe, as he was not
' present at the Forum on April 6, 1962, and his own opinion
was from hearsay or from what he has read in the papers.
Councilman Teasley also stated he would like to cross off
his name from the petition because he cannot petition him-
self, as he was present at the Forum.
Councilman McLees stated that the Council may be the wrong
body to consider this matter, and asked if the Council has
the power to investigate or if this is a legal question.
The City Attorney stated that the Council should hear both
sides regarding this petition.
Deputy City Clerk Torrey read in full the petition which
contained over 300 names.
Mrs. Mary Cooper, as a representative of Americans for
Azusa, presented additional signatures, and stated there
is now a total of approximately 600 or 700 names. Mrs.
Cooper requested that the Council appoint a committee to
make a decision this evening, otherwise the petition is to
be returned to them so they may present it to the State
Senate Fact Finding Committee on Un-American Activities.

Mr. J. Paul Madsen and Mr. Stanley G. Swarzman, attorneys at
law, with offices at 426 South Spring, Los Angeles, appeared
before Council as representatives of Mr. Bert Stolpe, pub-
lisher, and the Azusa Herald. Mr. Swarzman read a statement
from Mr. Stolpe (a copy of which is on file in the City
Clerk's office) and stated that Mr. Stolpe was unable to
' appear at tonight's Council meeting due to a previous com-
mitment.
Mr. Raymond D. Boyer, 1143 N. Dalton, appeared before Council
as a representative of the Junior Chamber of Commerce, co-
sponsor of the Forum, and submitted a statement from Robert
Pickel, President, for the Board of Directors of said Junior
Chamber of Commerce (a copy of which is on file on the City
Clerk's office).
Mr. W. A. Baxley, 232 N. Edenfield, appeared before Council
and questioned the Mayor regarding the withdrawal of his name
t, from the petition, and brought out the fact that many people
sign petitions without knowing the contents.
m Mr. Jerry Doernbera of Glendora appeared before Council, in-
quiring about Councilman Johnson's absence.
After further discussion, it was

Moved by Councilman Paul, seconded by Councilman Teasley and
unanimously carried that this matter be referred back to the
group handling the petition, and that the petition be returned
to them in order to save the time of going through a Committee.
' The Personnel Board recommended an amendment to the Civil
Service Rules and Regulations regarding restoration of sick
leave, arising out of service -connected injuries, used by
public safety members subsequent to January 1, 1957.
After discussion, it was

unanimously carried that this recommendation be approved as
to the public safety members, and that the matter be referred
back to the Personnel Board with the request for recommenda-
tion as to whether or not this should apply to other employees,
as soon as the other amendment has been made.
Regarding consideration of increases in salary for certain
classifications, for salary review studies, the Personnel
Board recommended that the City Administrator be requested
to furnish the Board with an organizational chart of each
department, showing the number of employees, statement of
responsibilities, etc.
Moved by Councilman Paul, seconded by Councilman Teasley and
unanimously carried that the City Administrator be authorized
to provide organizational charts of each department.
' It was recommended by the Department Heads and the Personnel
Board that the following persons be granted step -raises:

A Resolution was prepared declaring that proceedings have

It was requested that the Mayor sign a proclamation pro-
claiming the month of April as "Cancer Control Month".

and unanimously carried that the Mayor be authorized -to

and unanimously carried that these reports be filed.
The City Administrator submitted the requests by Department
Heads for appointments in the following positions:
Edgar C. Foster, No. 1 on the Eligibility List for the
position of General Building'Maintenance Man, by Superin-
tendent of Public Works, effective April 16, 1962; Raymond
L. Ayon, No. 1 on the Eligibility List for the position of
Groundsman, by Superintendent of Public Works, effective
April 16, 1962; Nancy Walker, No. 1 on Eligibility List
for the position of Clerk Trainee for the City Administra-
tor Office, effective April 9, 1962; and Miss Gay Wiseman,
No. 1 on the Eligibility List. -for the position of Cashier
Clerk, by Superintendent of Light and Water, effective
April 16, 1962.

granted on the same basis as other groups using the auditor-
ium, namely, $6.75 per hour, payable to the City Clerk's

A communication was received from Father McGrath of Bishop Req.use of

The quarterly report of the Visiting Nurse Association of Quarterly
Azusa (January -March 1962) was presented to Council. Report of

' Councilman Teasley stated that inasmuch as this is the last
full session of present Council, and his last full meeting,
he wishes to express his appreciation for the last four
years on the Council, which has been a tremendous experience.
Councilman Paul said that he wished to echo Councilman
Teasley°s statements. He added that he was appointed and not
elected as a Councilman and had thoroughly enjoyed it.
Councilman Paul added that he thinks this Council. has tried
to do a good job in Azusa but needs the support of the
people. He further stated that when there is another City
election, he hopes more people will vote.
Moved by Councilman Teasley, seconded by Councilman Paul Adjourned
and unanimously carried that the meeting be adjourned to to 4/17/62
April 17, 1962, at 7:30 P.M.
