Mayor Ortuno called the meeting to order and led in the salute to the flag. Invocation was given by Rev. W. C. Schnute, Concordia Lutheran Church. ' Present at Roll Calla Councilmen: Memmesheimer, Cooney, Jackson, McLees, Ortuno Also Present; City Attorney Williams, City Administra- tor Caswell, Superintendent of Light & Water Smith, Fire Chief Madison, City Clerk Miller With no corrections, the minutes of the meeting of May 7, 1962, were approved as submitted, including 'the correction indicated by the City Clerk on page 2, relative to Committee Assignments, whish should read "...that Councilman Cooney be on the Committee for the Public Works Department instead of Councilman Memmesheimer." C� A request was received from the Elks Club, Glendora Lodge 2038, for the City's cooperation in presenting Flag Day ceremonies in front of City Hall on Flag Day, June 14, 1962. A program of activities, opening at 6x.30 P.M., was submitted by Mr. J. Kartman, who would prefer the area between the flag -pole and the former fish pond which is now planted. Superintendent of Public Works Brusnahan has erected a platform to hold suffi- cient folding chairs for the Councilmen and the members of the Lodge, with a public address system to be used if desired. Moved by Councilman Cooney, seconded by Councilman Memmesheimer and unanimously carried that the request be granted and that the Department Heads be requested to assist in making this a successful event. The Personnel Board recommended that Officer Mosley receive Pers.Bd. a clothing allotment retroactive to the time of original recom.for adoption by Council action of October 16, 1961. Resolution clothing No. 4253 provides that any member of the Police Department, allotment while assigned to motorcycle duty or while assigned to for Police detective or investigative duties and working out of uni- Officer form, shall be compensated at the rate established in the Mosley next higher step upon such member's salary range. Officer (approved) Mosley was not included in the list of Police Officers to receive this clothing allotment, although he is a Business License Investigator. After discussion, it was moved by Councilman McLees, seconded by Mayor Ortuno that the recommendation of the Personnel Board be approved. Both Jens Solem, Chairman, and Robert Kesler to Kesler expressed their willingness to accept reappointment P1an.Comm, to the Planning Commission for the new four-year term. Mayor Ortuno recommended that Mr. Solem and Mr. Kesler be reappointed to membership on the Planning Commission for the term expiring June 30, 1966. Tract Moved by Councilman McLees, seconded by Councilman Cooney Map #24542 and unanimously carried that Resolution No. 255 of the Planning Commission be filed. Notice was further given that the Planning Commission, by Resolution No. 256, extended the time limit within which to commence construction,for a period of six months from the effective day of the Conditional Use Permit issued to Champ T. Cuff and the Azusa First Church of Christ, Scientist, at 6th and Cerritos. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that Resolution No. 256 of the Planning Commission be filed. The monthly report of the Planning Commission was sub- mitted to Council. The Treasurer's Financial Statement for the month of April Treas.Finan. was presented to Council, showing total Bank Balances as Statement of April. 30, 1962 -- $493,738.21. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the statement be filed. A communication from the Park and Recreation Commission, signed by Laura D. Jones, Chairman, was read, advising Council that Superintendent of Public Works Brusnahan and Recreation Director Dangleis could be called on to express the Commission's feelings regarding the develop- ment plans for Pioneer Park., if more detailed information is required. The proposed Master Plan for Pioneer Park was again presented for consideration of Council, having been tabled at the Council meeting of May 7th. Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that this question remain tabled at this time. The generall policies concerning street trees were again presented for the consideration of Council. A Resolution was presented which listed the type of trees designated for each street. Councilman Memmesheimer offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ESTABLISHING A MASTER STREET TREE PLAN. Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that further reading be waived. Moved by Councilman Memmesheimer, seconded by Councilman Cooney that the Resolution be adopted. No action was taken regarding the two proposed Ordinances, one relating to the powers and duties of the Park and Recreation Commission, and the other relating to the planting, pruning, etc., of trees upon City Streets, etc. Consideration of this subject has been tabled until the Council meeting of June 4th. The City Attorney prepared a Resolution authorizing the First National Bank of Azusa to honor facsimile signatures of Mayor Ortuno and Mayor Pro Tempore Cooney, together with the written signatures of City Clerk Miller, Deputy City Clerk Torrey, City Treasurer Watkins or Deputy City Treasurer Johns. Mayor Ortuno stated that the Oity°s policy was to pay the expenses at any meeting where Council members represent the City; however, permission must be obtained from Council for overnight expenses or when meetings are held outside of Los Angeles County. A letter was received from the Chamber of Commerce, re- questing reimbursement of $250 advanced to the Azusa Band Booster's Club to help defray transportation expenses of the Band to National City for Maytime Band Festival held on May 5, .1962. After discussion and explanation that all Council members had been contacted by pY!.one and it was verbally agreed that this amount should be appropriated, it was Moved by Councilman M -Lees, seconded by Councilman Jackson and unanimously carried that the verbal agree- ment between the Chamber of Commerce and members of the City Council, made prior to the trip by the Band, be ratified, and that the Chamber of Commerce be reimbursed in the amount of $250 for funds advanced for said Band expenses. It was also moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that the request be granted authorizing uhe City Clerk to advertise for bids to be opened on June 15, 1962, for Water. Main in Soldano, with Council action at its regular meeting on June 18, 1962. A Resolution was prepared approving an agreement between the City and Pickering Enterprises for installation of 6" water main on San Gabriel. Avenue at 12th Street.
