The City Council of the City of Azusa met in regular session at
the above time and place.
Mayor Ortuno called the meeting to order and led in the salute
to the flag.
Invocation was given by Rev. W. C. Schnute, Concordia Lutheran
Church.

With no corrections, the minutes of the meeting of May 7, 1962,
were approved as submitted, including 'the correction indicated
by the City Clerk on page 2, relative to Committee Assignments,
whish should read "...that Councilman Cooney be on the Committee
for the Public Works Department instead of Councilman
Memmesheimer."

A request was received from the Elks Club, Glendora Lodge 2038,
for the City's cooperation in presenting Flag Day ceremonies
in front of City Hall on Flag Day, June 14, 1962. A program
of activities, opening at 6x.30 P.M., was submitted by Mr. J.
Kartman, who would prefer the area between the flag -pole and
the former fish pond which is now planted. Superintendent of
Public Works Brusnahan has erected a platform to hold suffi-
cient folding chairs for the Councilmen and the members of
the Lodge, with a public address system to be used if desired.
Moved by Councilman Cooney, seconded by Councilman Memmesheimer
and unanimously carried that the request be granted and that
the Department Heads be requested to assist in making this a
successful event.
It was recommended by the Department Heads and the Personnel
Board that the following person be granted a step -raise:

Letters were presented to Council from two members of the Reappt. J.
Planning Commission whose terms of membership will expire Solem & R.
on Jure 30, 1962. Both Jens Solem, Chairman, and Robert Kesler to
Kesler expressed their willingness to accept reappointment P1an.Comm,
to the Planning Commission for the new four-year term.
Mayor Ortuno recommended that Mr. Solem and Mr. Kesler be
reappointed to membership on the Planning Commission for
the term expiring June 30, 1966.

The Treasurer's Financial Statement for the month of April Treas.Finan.
was presented to Council, showing total Bank Balances as Statement
of April. 30, 1962 -- $493,738.21.
Moved by Councilman McLees, seconded by Councilman Cooney
and unanimously carried that the statement be filed.
A communication from the Park and Recreation Commission,
signed by Laura D. Jones, Chairman, was read, advising
Council that Superintendent of Public Works Brusnahan
and Recreation Director Dangleis could be called on to
express the Commission's feelings regarding the develop-
ment plans for Pioneer Park., if more detailed information
is required. The proposed Master Plan for Pioneer Park
was again presented for consideration of Council, having
been tabled at the Council meeting of May 7th.
Moved by Councilman Memmesheimer, seconded by Councilman
Cooney and unanimously carried that this question remain
tabled at this time.
The generall policies concerning street trees were again
presented for the consideration of Council.
A Resolution was presented which listed the type of trees
designated for each street.
Councilman Memmesheimer offered the following Resolution

No action was taken regarding the two proposed Ordinances,
one relating to the powers and duties of the Park and
Recreation Commission, and the other relating to the
planting, pruning, etc., of trees upon City Streets, etc.
Consideration of this subject has been tabled until the
Council meeting of June 4th.
The City Attorney prepared a Resolution authorizing the
First National Bank of Azusa to honor facsimile signatures
of Mayor Ortuno and Mayor Pro Tempore Cooney, together
with the written signatures of City Clerk Miller, Deputy
City Clerk Torrey, City Treasurer Watkins or Deputy City
Treasurer Johns.

Councilman Memmesheimer asked the present policy as far- as
the members of Council. attending these meetings, with re-
gard to the City paying the expenses of the dinner and
also the mileage connected with such meetings.
Mayor Ortuno stated that the Oity°s policy was to pay the
expenses at any meeting where Council members represent
the City; however, permission must be obtained from
Council for overnight expenses or when meetings are held
outside of Los Angeles County.

The City Administrator submitted departmental monthly re-

A letter was received from the Chamber of Commerce, re-
questing reimbursement of $250 advanced to the Azusa Band
Booster's Club to help defray transportation expenses of
the Band to National City for Maytime Band Festival held
on May 5, .1962.
After discussion and explanation that all Council members
had been contacted by pY!.one and it was verbally agreed
that this amount should be appropriated, it was

ily, for a total estimated price of $31,000; or with 8" double
dipped and wrapped steel pipe for a total estimated cost of
$36,0000
After discussion, it was moved by Councilman Memmesheimer,
seconded by Councilman Cooney and unanimously carried that
plans and specifications be approved for 8" pipe for this
section of line that is to be replaced, and instead of 6",
as formerly contemplated, that an 8" line be laid with the
proper appurtenances.
It was also moved by Councilman Memmesheimer, seconded by
Councilman Jackson and unanimously carried that the request
be granted authorizing uhe City Clerk to advertise for bids
to be opened on June 15, 1962, for Water. Main in Soldano,
with Council action at its regular meeting on June 18, 1962.
A Resolution was prepared approving an agreement between the
City and Pickering Enterprises for installation of 6" water
main on San Gabriel. Avenue at 12th Street.
Councilman Cooney offered the following Resolution entitled.

The City Administrator requested Council policy on continued
purchase of Azusa Agricultural Water Co. stock for $10 or
more per share, and stated that the assessment, has been paid
on all outstanding shares.
After discussion, it; was moved by Councilman McLees,
seconded by Councilman Memmesheimer and unanimously carried
that the City Administrator be authorized to purchase Azusa
Agricultural Water Co, stock, and that the ceiling price be
raised from $10 to $12 per share for purchasing same.
In accordance with Council policy, Superintendent of Light &
Water Smith presented Council members with a copy of a letter
written to Southern California Edison Co., granting permis-
sion to serve electrical, energy to property located at 209
So Irwindale Ave., requested by Mr. Wo W. Hart of Arnel Co.

the Light & Water Department of the resignation of Miss Gay
Wiseman, probationary Cashier Clerk, and of the appointment

and unanimously carried that the resignation of Miss Wiseman
be accepted, and that the appointment of Mrs. Berry be
approved,
Discussion was had regarding Clean-up Week from May 26th Re: Clean-up
to June 4th at 7:00 A.M. A .large advertisement regarding Advertisement
Clean-up Week will be published in the newspaper and & Circulars
circulars will be distributed to residents of the City
giving full particulars for Clean-up Week.
Councilman Memmesheimer requested that the City Adminis- Req. for

certain streets .for the benefit of safety, and that traffic on various
recommendations be submitted by the Police Department; the streets

Pasadena Avenue between 4th St. and 13th Ste;
Intersection of 6th St. and Pasadena Ave., which is
presently posted east and west stop street;
Pasadena Avenue at 10th St., where there appears to be
' a disregard of the present stop signs;
11th Street, west of Vernon Ave., which goes into the
Cyanamid plant, to see whether a speed limit in this
particular street is justified.
Councilman Memmesheimer also suggested that a traffic check
should be run on 3rd Street between Virginia and Aerojet°s
east gate, due to the amount of traffic on that street.
