Mayor Ortuno called the meeting to order and led in the salute to the flag. 437 7:30 P.M. Councilman Jackson be excused from the two July Council meetings. X With no corrections, the minutes of the meeting of June 18, Appvl.Min. X 1962, were approved as submitted. 6/18/62 Bids were opened in the office of the City Clerk at 10:00 Bid award - A.M., on Friday, June 29th, for the servicing otrash re- Western Disp, ceptables for certain City buildings and street trash con- & Assoc. tainers, and also for the furnishing of asphaltic street Asphalt paving material to the City. Present at the bid openings were: Mayor Ortuno, Public Works Superintendent Brusnahan, Civil Engineering Assistant Pizzorno, and City Clerk Miller. ' Bids .for the trash pick-up were received from Western Dis- posal and from Webster's Refuse Disposal, with the Public Works Superintendent recommending that the bid be awarded to Western Disposal, low bidder. Bids for the furnishing of asphaltic supplies were received from Associated Asphalt, Industrial Asphalt,and Warren Southwest, Incorporated. The Public Works Superintendent recommended awarding of the bid to Associated Asphalt, low bidder and also a local firm. Moved by Councilman Cooney, seconded by Councilman Memme- sheimer and unanimously carried that the recommendations of the Public Works Superintendent on the bid awards be accepted and the bid bonds be returned to the unsuccessful bidders. The hour of 7:30 P.M. was set for Public Hearings on Sub- standard Structure Cases Nos. 59, 6i, 67 and 68. The first case is a structure owned by Prudencia Martinez, located at 427 Alameda Avenue (rear building). Members of Council examined photographs and the report of the Building Inspector relative to the condition of the property. The City Administrator presented the affidavit of publication ' of Notice of Hearing, and stated that notice of public hear- ing had been sent by certified mail to the owner. Members of Council examined photographs and the report of the Building Inspector, and the City Administra- tor presented the affidavit of publication of No*.ice of Hearing and stated that the required notice had been sent Lb to the owner of the property. It was further stated that no wx°itten communication had been received in regard to this hearing. Mr. Paul Ogas, property owner, appeared before Council to state that he plans to demolish the structure and wanted to know how much time he would have to do this, whereupon he was advised that the time allotted is 90 days. Moved by Councilman Memmesheimer, seconded by Councilman ' McLees and unanimously carried that the hearing be closed. Dalton, Avenue (rear building), legal owner of record being Manuel Ruelaso Council members examined the photographs and the report of the Building Inspector. The City Administrator presented ' the affidavit of publication of Notice of Hearing and stated that the owner had been notified by certified mail of the public hearing. There being no written communications with regard to the hearing and no persons in the audience wishing to be heard, it was Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the hearing be closed. The Personnel Board submitted to Council a 7 -point program calling for a professional updating of the December, 1960, Griffenhagen-Kroeger report every three years, beginning with 1963. It was pointed out that the prime purpose of the survey is to provide current information for salary adjustments and classification review; that the updating ' may include a study of the classifications to adjust re- quirements of classifications with current duties of the employees; and that, as nearly as possible, the same cities and industrial information would be used as in the 1960 report. Further points mentioned were that the Personnel Clerk shall, in intervening years, submit a survey using current information, and salary adjustments shall be made as closely as possible, reflecting average change in the sources used for the professional survey; salary adjust- ments would be considered only at budget sessions and, in intervening years, salary adjustments should be of a blanket nature, granted only at budget sessions. 441 Res. 4373 - Abate. of unsafe bldg. at 1041 N. Bd. recomm. appvd. 442 1 1 SM 1 The Planning Commission reported that they had studied the proposal to open Ageneleno Avenue north from Foothill Blvd. across the railroad tracks, and that it was the consensus of the Commission that no useful purpose would be served by opening the street at this time. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the report be filed and the petitioners notified of the action taken by Council. P1.Comm. Report re: opening Angeleno Ave. (filed & petitioners notified) A communication was received from the Planning Commission, Planner to stating it was felt that the City Planner could better carry be separate out his duties if he were in a separate department, re- Department sponsible first to the Planning Commission and, secondly, to the City Council, rather than to another Department Head. Moved by Councilman Cooney, seconded by Councilman Memme- sheimer and unanimously carried that the recommendation be accepted, thereby placing the City Planner as a separate Department responsible to the Planning Commission rather than to the City Engineer. Commission, pointing out what they feel is an inequitable Comm. re: rate of pay for the Public Works Superintendent and the wage ineq. Recreation Director, compared to the fact that three per- sons not classified as Department Heads receive a higher rate of pay, and recommending that the situation be remedied. Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the matter be referred to the Personnel Board for study and recommendation as soon as possible. nm Ll� r. t� cc CITY HALL AZUSA, CALIFORNIA MONDAY, JULY 2, 1962 A communication was received from Mrs. Stanley B. Walker, 122 Ranger Drive., requesting permission to be heard by the Council. Mrs. James Lee, 5902 Galanto, appeared as spokes- man for the group, who complained that their homes would be on an island between the new freeway, when constructed, and the service road, and requested what assistance the City could give on this situation. It was the feeling of Council that this was a matter involving the State and that the City was powerless to interfere. 445 Page 5 Freeway discussion The City Administrator requested authority to advertise for Req. to bids for the purchase of one new 1962 four -door two -seat adv. bids station wagon (compact) and one new 1962 four -door sedan (cars) (compact). After discussion as to the feasibility of purchasing the trucks to be used by the Light and Water Department at the same time, it was Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the specifications be furnished for all vehicles to be purchased by the City, other than the police units, and that they all be put to bid at the same time. Police Chief Kendrick requested authorization to appoint Noriego & Felix Noriega and William Smith as probationary Police Smith apptd. ' Officers from the current eligibility list, appointments P. Authorization was requested for the approval of Change Order No. 3 for the construction of a 600,000 gallon Steel Reser- voir (Pylon, Inc.).
