Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the classification of Mechanic's Helper be approved with the specifications and salary range as recommended by the Personnel Board. The Personnel Board, at the request of Council, reviewed the Salary salaries of the Superintendent of Public Works and the increase - Recreation Director and, due to apparent inequities between Rec.Dir. & these and certain other positions, recommended that these two P.W. Supt. classifications be advanced to salary range 29 @ $749-$909. to Range 29 Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that the recommendation of the Per- sonnel Board be accepted. A. Baxley, president of the Junior Chamber of Com- merce, who resides at 232 N. Edenfield, appeared before Council to protest the proposed amendment, stating that the costs involved would make it; prohibitive for their organiza- tion to sponsor carnivals within the City, which are to raise funds for charitable and civic purposes. Motion died for lack of a. second. Mr. W. A. Baxley, president of the Junior Chamber of Com- merce, who resides at 232 N. Edenfield, appeared before Council to protest the proposed amendment, stating that the costs involved would make it; prohibitive for their organiza- tion to sponsor carnivals within the City, which are to raise funds for charitable and civic purposes. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that the matter be referred to the Chief of Police, the City Attorney and the Police Chairman for further study and report to Council. Mr. Laurence J. Thompson, Assessment Engineer of Manhattan Re: Prop.1961 Beach, appeared before Council, relative to the proposed 1961 Assess.Dist. Assessment District, 1911 Act:. Mr. Thompson presented a ;1911 Act) -- map of the proposed District, explained the assessments: Engr. Report and stated that he would be present at the public hearing (Hrg.9/4/62) on the matter to answer any questions which may be posed by the property owners involved. This hearing is scheduled for September 4, 1962. Moved by Councilman MnLees, seconded by Councilman Cooney and unanimously carried that the Assessment Engineer's report be accepted. Councilmen: Jackson and number°ed Resolution 4384. Attorney P. J. Tscharner appeared before Council relative to Latta's Welding Shop, located at the corner of Foothill Blvd. and Sunset Avenue. Mr. Tscharner stated that he had had complaints that Mr. Latta had not complied with some of the stipulations set forth by Council at the time of previ- ous complaints of noise; etc., and further stated that some of the neighbors, whom he represented, were opposed to Mr. Latta moving a metal building on the premises, which they understood he planned to do. Mr. Tscharner requested that Mr. Latta be asked to appear before Council at a subsequent meeting,and that he and his clients be notified of the date of this meeting. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the City Clerk and/or the City Administrator request that Mr. Latta be present at the next regular Council meeting, It was further moved that addi- tional study be made of previous developments in this matter and that members of Council be appraised of the situation before the next C^a..cil meeting. Chief of Police Kendrick requested confirmation of the J.Torrez appointment of John J. Torrez from the current eligibility apptd. list to fill the vacancy created by Officer Englehart's Pol.Off. resignation. Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the appointment be confirmed. Council indicate their intention relative to the proposed letter purchase of property located at 723 N. Alameda Avenue, which is owned by Charles Shelton. The selling price was quoted at $29,750 cash.
