MONDAY, AUGUST 20, 1962
The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Ortuno called the meeting to order and led in the salute
to the flag.
Invocation was given by Mr. Dean Klarr, Assistant Minister of
the First Presbyterian Church.
Present at Roll Call: Councilmen: Memmesheimer, Cooney,
Jackson, McLees, Ortuno

@: The City Administrator submitted a communication from Fire
t� Chief Madison, requesting approval of proposal for purchase
of a new fire truck from Crown Coach Corp., on a lease
with option to buy agreement. The City Administrator re-
quested that the Council waive the bidding'requirement on
this purchase, as it would be uneconomical to require
formal bidding.
Fire Chief Madison appeared before Council with the recom-
mendation that Council approve a Purchase Order for a new
truck under lease purchase agreement, as it will take from
six to seven months for delivery.
' Mr. Willmore, of Crown Coach Corp., also appeared before
Council to answer any questions. He stated that the pro-
posal provides that the City has the right to purchase the
contract at any time, with 6% simple interest refunded
without penalty; also, that the first payment would be due
upon delivery, balance payable in accordance with arrange-
ments made at actual signing of contract or up to delivery
or 30 days thereafter.
Moved by Councilman Memmesheimer, seconded by Councilman
Jackson and unanimously carried that the City order the
new fire truck from Crown Coach Corp. and enter into a lease
purchase arrangement for the full extent as indicated in
the proposal, subject to examination and approval by the
City Attorney before authorization of signature; also, that
formal bidding be waived.
Regarding the possibility of trading -in the old fire truck,
Superintendent of Public Works Brusnahan submitted a request
that this equipment be assigned to the Public Works Dept.
After discussion, it was moved by Councilman Jackson,
seconded by Councilman Memmesheimer and unanimously carried
that the old fire truck be assigned to the Public Works
Department instead of trading it in.

A communication was received from the Personnel Board re-
questing Council to again consider removing the office of
said Board to quarters In the old Fire Station, as addi-
tional space is needed for oral interviews, examinations
and Board meetings.
Moved by Councilman Memmesheimer, seconded by Councilman
Jackson and unanimously carried that this item be tabled
until the receipt of the City Engineer's report.
It was agreed by Council. that, in the meantime, the City
Administrator should investigate the availability of addi-
tional City facilities whi.nh would give temporary relief
to the problem of the Personnel Board.

The monthly report of the Personnel Board for the month
of July was submitted to Council.

A report was received from the Planning Commission res
proposed Southerly Annexation District #41 with zone
change to C-2. The Planning Commission reports that
this property, which consists of approximately 7 acres
.on the north side of Newburgh between Azusa and Donna
Beth Avenues, lies within the Azusa planning area and
is designated on the Azusa General Plan for commercial
'land use. The Council.�s approval was requested to
initiate this zone charge, taking in additional land.

Cooney and unanimously carried that the Planning Commis-
sion be instructed to consider the possible zoning of
C-2 on this proposed Southerly Annexation #41.

Acting City Attorney Flandrick informed Council that the
Civil Service Ordinance cannot be changed except by vote
of the people as it is an initiative Ordinance, and there
is no other alternative but to have the Personnel Board
request waiving of residence requirement for each posi-
tion individually, as weeded, for the reason that holding
to residence requirement is detrimental.
It was the opinion of Council that a request of this
nature should be submitted in writing to Council.

The City Administrator suggested that Mr. Harper Whisler
assist the Commission in planning matters until the City
Planner's position is filled. Mr. Whisler, who was secre-
tary of the Planning Commission at one time, is at present
the Building Inspector, and permission would have to be
obtained from Mr. Singleton for Mr. Whisler to devote more
time for day-to-day processing,at a specified rate. With
reference to Planning Commission meetin gs, it was also
suggested to Council that Mrs. Arlene Marcas could act as
secretary on other than City time basis.
After discussion, it was moved by Councilman Memmesheimer,
seconded by Councilman Jackson and unanimously carried
that data on costs and fees for temporary assistance in
the Planning Commission be presented to Council.

Mr. W. A. Baxley, president of the Junior Chamber of
Commerce, and who resides at 232 N. Edenfield, appeared
before Council, protesting to the fingerprinting and
photographing requirement and stating that ninety days
is enough time to investigate employees of such shows.
Mr. Al Bellerue, 1225 N. Dalton, also appeared before
Council, complimenting them for the fingerprinting re-
quirement in this Ordinance.

Jackson that the Ordinance be adopted. Ordinance passed

After discussion, it was moved by Councilman Jackson,
seconded by Councilman Memmesheimer and unanimously
