The City Council of the City of•'Azusa met in regular session at the above time and place. Mayor Ortuno called the meeting to order and led in the salute. Call to to the flag. Order Invocation was given by Rev. Milton Sanderson, First Baptist Invocation Church, Present at Roll Call: Councilmen: Memmesheimer, Cooney, Roll Jackson, McLees, Ortuno Call Also Present: City Administrator Caswell, City Engineer Lawrence, Supt, of Light & Water Smith, City Clerk Miller With no corrections, the Minutes'of the meeting of August 20, 1962, were approved as submitted. The hour of 7:30 P.M. being the time set for a Public Hearing on Zone Change from M-1 to C-3 on property on the south side of Gladstone St. opposite Enid Ave., owned by C. Amagrande, the hearing was opened by Mayor Ortuno. The City Clerk presented the Affidavit of Proof of Publication of Notice of Public Hearing, together with an analysis and recommendation for said zone change by the.Planning Commission. The City Clerk also stated that no written protests have been received relative to this change of zoning; however, a communication was received from Leland S. Ferguson, of 17034 Gladstone (702 W. Gladstone), which pointed out that his prop- erty, adjoining on the easterly side of Amagrande's property, will be affected by this zone change unless his plot (136' frontage) can also be rezoned later to remove restriction's on the 50' immediately adjoining 'Amagrande's property on the east. Map of property was presented for Council's examination. No one in the audience wishing to speak on this matter and no other communications having been received, it was Moved by Councilman McLees, seconded by Councilman Memmesheimer and unanimously carried that the hearing be closed. Mr. Dwight Kendall, 29 Hacienda Drive, Arcadia, appeared before Council and stated that he is the developer of the proposed trailer park to be built on Amagrande's property, and that he will have curbs and sidewalks installed. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the City Attorney be instructed to prepare the necessary Ordinance rezoning Mr. Amagrande's prop- erty from the present M-1 to C-3. The hour of 7;30 P.M. being the time also set for a Public Hearing on Zone Change from R -lc to P, on property at 1045 W. 'Hollyvale Street at the northwest corner of Coney Avenue, owned by Aerojet-General Corporation, the Mayor opened the hearing. The City Clerk presegted the Affidavit of Proof of Publication of Notice of Public Hearing on the requested Zone Change. No one in the audience wishing to speak relative to this zone change, and no communications having been received, it was Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the hearing be closed. The City Administrator presented a letter from Mrs. Alma A. Req. by Herzog, 909 W. Paramount Avenue, requesting permission to erect Mrs. Herzog a 5 foot cedar rustic fence to correspond with the height of the for fence back fence to extend up to the front porch, alternating it down without to the front not less than 4 feet without having the extra variance expense for variance. This request was made by Mrs. Herzog in order to protect her property from damage by children in the neighborhood. Bids were opened in the office of the City Clerk at 10:00 A.M. on Friday, September 14, for the purchase of two automobiles and 4 trucks. Present at the bid opening were: Councilmen McLees, City Engineer Lawrence, Supt. of Light & Water Smith, City Administrator Caswell and City Clerk Miller. Bids were received from Davies Chevrolet, Biszantz Ford, Davis Ford, Clippinger Chevrolet and Norman King Dodge. A communication was submitted by Supt. of Light & Water Smith, stating that the bids submitted by Norman King Dodge for the machines did not meet the City°s specifications.on the 4 trucks, mostly in engines and alternators., also in respect to gauges. Page 3 Due to the individual bidding, it was moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the awarding of bids on the two automobiles and four trucks be delayed and referred to the Finance Committee. 41 Bids - 2 autos & 4 trucks (referred to Finance Committee) Bids were also opened in the office of the City Clerk at 10:00 Bids - A.M. on Friday, September 14, 1962 for a Front end (Skip Loader).Skip Loader Present at the bid openings were Councilman McLees,-Public Works (tabled to Superintendent Brusnshan, City Engineer Lawrence and City Clerk 10/1/ mtg.) Miller. Bids were received from C. R. Cook Ford Tractors,Ine., Shaw Sales & Service Co. and Los Angeles Industrial Equipment. A recommendation was submitted by Supt. of Public Works Brusnahan that the awarding of bids for the Skip Loader be tabled until the Council Meeting of October 1st in order to fully evaluate the equipment. Moved by Councilman McLees, seconded by Councilman Jackson and unanimously carried that the recommendation of the Public Works Superintendent be accepted. An Ordinance was presented.rezoning the C. Jacobs, coordinator of the Diamond Jubilee Issue re: Dia.Jub. of the Azusa Herald to explain plans for the Historical Issue of ' Issue of the Azusa Herald and to solicit support from the Azusa Herald City for this edition. on 10%10/62 Mr. Jacobs appeared before Council, with further details of this special Diamond Jubilee issue to be published on October 10, of which approximately 35,000 copies would be published with a cost of $500.00 to the City. Moved by Councilman Jackson, seconded by Councilman: McLees and unanimously carried that a purchase order be authorized for $500.00 from the Community Promotion Fund for City's cost of Diamond Jubilee issue of the Azusa Herald to be pub- lished on October l0, 1962. An article was submitted by Mrs. G. F. Fuller, giving her Article by thoughts on what might help Azusa and its downtown area. Mrs. Fuller re: City & Moved by Councilman Jackson, seconded by Councilman its downtown Memmesheimer and unanimously carried that the communication area and article be filed, and letter of appreciation to be sent to Mrs. Fuller for her suggestions. A communication was submitted by the City Administrator giving Info. re: information on meetings and dues of the Independent Cities of Ind. Cities Angeles County, together with a copy of their By -Laws. of L.A.Co. 'Los This was submitted at the request of Council, as this organization has sent invitations for Council to attend its meetings. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that several, members of the Council attend the next meeting of Independent Cities of Los Angeles County, to be held on November 21st, at the Rodger Young Auditorium, 936 W. Washington Blvd., Los Angeles, at 6:30 P.M., and then make recommendation to Council as to whether or not the City should join this organization. 7 1 1 CITY HALL AZUSA, CALIFORNIA MONDAY, SEPTEMBER 17, 1962 A Proclamation was presented, de.lac.ring October 23, 1962 as "United States Day". Moved by Councilman Cooney, seconded by Councilman Jackson and unanimously carried that the Mayor be authorized to sign this Proclamation. ' A Proclamation was presented, declaring September 17, 1962, as "Constitution Day", marking the beginning of Constitution Week. Moved by Councilman McLees, seconded by Councilman Jackson and unanimously carried that the Mayor be authorized to sign this Proclamation. The City Administrator submitted departmental monthly reports. on C^ Moved by Councilman Memmesheimer, seconded by Councilman Z., Cooney and unanimously carried that these reports be filed. L=. OC A communication was received from the Los Angeles County a Heart Association, requesting permission to solicit funds for the Heart Fund Campaign in February, with waiver of the usual business license fee. Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that this request be granted under same policy as in the past, and that the Association be requested to register with the Police Dept. the names of all solicitors who will work in the City during the Drive. ' The City Administrator presented a copy of statement sent to Mr. Peter J. Tacharner on 2/15/62, in amount of $2,701.56 for damages to City property, with the request for permission to turn this matter over to the City Attorney for further action. Tscharner referred to City Atty. for action. Supt. of Light & Water Smith appeared before Council, reporting City to on the meeting with the Joint Pole Committee and asking Council make appl. to consider making application to Join this Committee. for limited membership After discussion, it was moved by Councilman McLees, seconded in Joint by Councilman Cooney that application be made for a limited Pole Com. membership in the Joint Pole Committee. Motion carried by the following vote of Council: AYES: Councilmen: Memmesheimer, Cooney, McLees, Ortuno NOES: Councilmen: Jackson ABSENT: Councilmen: None The City Administrator requested Council's consideration for setting up a classification for Estimator in the Light & Water Department, with suggested salary of $725-$750 per month. Superintendent of Light & Water Smith submitted specifications of the position and explained that this could be promotional, as perhaps a man with 15 years experience with the City department would be of more help with records, taking care of contracts and various other duties connected with the Joint Pole Committee. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that this item be referred to the Personnel Department for study as to requirements and salary, etc., and report back to Council. Dept.) 4 1 CITY HALL AZUSA, CALIFORNIA MONDAYS SEPTEMBER 17, 1962 A request for appointment of Assistant Civil Defense Director was again presented to Council, having been tabled from 9/4/62 Council meeting. Moved by Ccuncilman McLees, seconded by Councilman Cooney and unanimously carried that this item be lifted from the table. Oji Page 6 Henry Rogers appointed Asst. Civil Def.Director ' Mayor Ortuno stated that he agreed with the recommendation of Civil Defense Director Fred Becker to appoint Mr. Henry Rogers as Assistant Civil Defense Director as he has taken a course in Civil Defense work. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that appointment -by Mayor Ortuno of Henry Rogers as Assistant Civil Defense Director be approved. A cost estimate for installation of a replacement water line 00 and paving an average 12' width on Palm Drive was submitted by CIT City Engineer Lawrence, together with detailed drawing of this Lt- work. Moved by Councilman Jackson, seconded by Councilman Cooney and unanimously carried that the Engineering Department and the Light & Water Department proceed with the installation of replacement water line and paving on Palm Drive, for the estimated cost of $3,660.00 The City Administrator presented a request for approval of appointment of Mel Bauman (No. 1 on the eligibility list) as Mechanic's Helper, to be effective 10/1/62. ' Moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that this item be tabled until next meeting. The City Engineer again requested clarification of Ordinance Section 9100.20 (o), which had been tabled from 9/4/62 meeting. The City Engineer recommended that this Ordinance section be waived in the general instance, as this Ordinance produces inequity. A specific example of the need for clarification of this matter is Tract 24542 at 3rd Street and Pasadena Avenue, which is owned by Henry Dominguez. The City Attorney suggested amendments to this Ordinance to the effect that where there are already installed improvements in adjacent streets, which the subdivider would be required to install were they not there, and if the subdivider has not paid his full just proportion of cost of these improvements, then he shall pay such amount as the City Engineer determines to be fair in view of certain circumstances. After discussion, it was moved by Councilman Memmesheimer, seconded by Councilman McLees and unanimously carried that this matter be turned over to the City Engineer and City ' Attorney to make recommendations to Council regarding revisions of the Ordinance, and to table action on Mr. Dominguez' property until such recommendation is made. The City Engineer again requested clarification of the nature and extent of improvements in the public street, where there is a single residential lot on which a house is to be built. Moved by Councilman McLees, seconded by Councilman Memmesheimer and unanimously carried that the Mayor be authorized to sign this revised Agreement with the San Gabriel Valley Symphony Association. . us Page 7 Revised Agreement with S.G.V. California, requesting a business license for Palmistry or lie. for Mediumship in the City of Azusa. palmistry, etc. denied Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the request be denied, as not being in the best interests of the City, Councilman Jackson brought to the Council's attention the Re: City subject of the Administrative form of government, stating Adminis- he would like: (1) to repeal the City Administrator Ordinance; trator and 2 to have the City Clerk become part-time Administrator; Ordinance and 3� to employ an Assistant City Clerk. Moved by Councilman Memmesheimer, seconded by Councilman Jackson that the necessary Ordinance be prepared to abolish the position of City Administrator. Motion failed to carry by the following vote of Council: AYES: Councilmen: Memmesheimer, Jackson NOES: Councilmen: Cooney, McLees, Ortuno ABSENT: Councilmen: None Councilman Cooney pointed out that the five Council members were appointed as a committee to discuss this subject, and this has not been done as of row. The Superintendent of Public Works submitted two estimates on Estimates 00 costs for revamping 2 rooms In the old Fire Station building of P.W. re: �r to make it suitable for use by the Personnel Department. One revamping t.. estimate shows that a first class job would cost approximately of 2 rooms $1,275.00,_ and the other estimate shows that a minimum in old Fire passable job could be done for a bare minimum of about $680.
