C
Lb The Personnel Board Committee having made a study of the
appointment of a Poundmaster, as requested by Council at the
regular meeting of 10/1/62, Councilman Jackson stated they
found it difficult to arrive at a solution regarding Mr. Kari
E. Hopf, No. 1 man on the eligibility list for Poundmaster.
It appears, as stated in Mr. Hopf's letter which was submitted
to Council., that he probably had not checked as deeply as he
should into whether or not he had passed his physical examina-
tion as required, and that the Police Department went ahead
before they were assured that his physical examination was
'satisfactorily completed. Councilman Jackson stated it is
apparent to him from the doctor's report that the Police
Department was within their rights in rejecting Mr. Hopf for
employment, and that apparently he did not receive the notice
of his failure to qualify for employment with the City under
the classification applied for,
Mayor Ortuno corrected Mr. Hopf's statement made in his
letter that his appointment had been approved by the City
Council, by stating that the Council had not approved the
appointment, since a request by the Department Head and a
recommendation of the Personnel Board had not been submitted
to Council in the case of Mr. Hopf.
Mrs. Joan Parks, Personnel Clerk, and Police Captain Warren
appeared before Council and answered Council's questions rela-
tive to procedure after an applicant has passed the oral and
written examinations.
After discussion, it was moved by Councilman Memmesheimer,
seconded by Councilman Cooney and unanimously carried that
the recommendation of the Chief of Police be granted, that
the appointment of Mr. Jerry Holloway to the position of
Poundmaster be confirmed by the Council.
'Discussion was held regarding the uniform and equipment pur-
chased by Mr. Hopf in contemplation of starting work as
Poundmaster.
Moved by Councilman Memmesheimer, seconded by Councilman
McLees and unanimously carried that Mr. Hopf be reimbursed
for the expense of his uniform and any other equipment he
may have purchased relative to the position of Poundmaster,
and that the equipment be turned in to the City as City
