Mayor Ortuno called the meeting to order and led in the salute to the flag. 'Invocation was given by Reverend Wallace Carlson, Village Covenant Church. Present at Roll Call: Councilmen: Memmesheimer, Cooney, Jackson, McLees, Ortuno Also Presents City Administrator Caswell, City Attorney Williams, City Engineer Lawrence, Supt. of Light & Water Smith, City Clerk Miller COChief Gunners Mate French, of the United States Naval Re- t�,cruiting Service appeared before Council requesting permission LZ,to make a presentation to Mayor Ortuno of a United States flag, CC which had flown over the Capitol at Washington D.C., to be m used during the 75th Diamond Jubilee celebration. Mayor Ortuno accepted the flag on behalf of the Council and citizens of the City of Azusa. 7:30 P.M. Call to Order Invocation Roll Call Presentation of flag to Mayor for Diamond Jubilee Celebration Dr. Lyman J. Earney, of Hankins Medical Clinic, appeared before Proclamation Council as a representative of the Los Angeles County Medical "Sabin on Association to present a Proclamation and obtain Council approval Sundays" to conduct the Sabnin Oral Vaccine campaign in the Azusa area. There are three locations for the clinics, namely, Azusa High chool, Drendel School and Slauson School. Dr. Earney fur - her stated that a charge of 25¢ will be collected; however, n cases where there are several in the family or the family cannot pay, the vaccine will be administered free of charge. Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the Mayor be authorized to sign, proclaiming October 21st and 28th as "Sabin on Sundays", and that all citizens of Azusa be encouraged to enthusiastically support it. Students in attendance from Gladstone Junior High School were recognized by Mayor Ortuno and thanked for showing an interest in civic affairs. The hour of 7:30 P.M. being the time set for a Public Hearing on the recommended Zone Change upon annexation to "C-2" on property on the east side of Azusa Avenue lying between Gladstone Street and Newburgh Street, being the same area described in proposed Annexation No. 41 (Revised), the hearing was declared opened by the Mayor. The City Clerk presented the Affidavit of Proof of Publication of Notice of this Public Hearing, together with an analysis nd a recommendation by the Planning Commission. communication was received from Violet Ott, 17526 Gladstone treet, stating that the request for zone change to "C-2" was not opposed, and would recommend that the City annex the entire parcel rather than annexing only the Lustiger property. John H. Ott, one of the owners of the Ott property, appeared before Council requesting Council consideration for annexa- tion of their property with a "C-2" zone. Gladstone Jr.Hi. students. Pub.Hrg. 'Gordon Howard, 2116 Valhalla Drive, Burbank, appeared before Council, as owner of the Edgewood Shopping Center, and stated that he was in accord with a zone change to "C-2" for the entire property when annexed as he considered this zoning would be an asset to the shopping center. No further communicationz4 being received and no one else in the audience wisni..ng to be heard, it was Moved by Councilman Cooney, seconded by Councilman Jackson go and unanimously carried that this hearing be closed. Moved by Councilman Jackson, seconded by Councilman McLees and unanimously carried that the Planning Commission be instructed to Initiate proceedings for change of zone to "C-2" upon annexation for the Ott property. A communication was received from Clarence R. Hauske, 1121 North Dalton Avenue, stating that he protested the opening of Dalton Avenue to Sierra Madre Avenue. Rev. B. J. Paroulek, member of the Park and Recreation Com- mission, appeared before Council, urging the Council to proceed with improvements on the street as it is included in plans for the development of the park area adjacent to Sierra Madre, Pioneer Park. Other members of the Park and Recreation Commission appearing In favor of the opening of Dalton Avenue were Mrs. Laura Jones and Mrs. Camilla Williams. Recreation Director John Dangleis 'also spoke in favor of improving the street. Mr. Lawrence H. Linson, 1125 North Dalton Avenue, appeared in protest to the opening of Dalton Avenue as a street. Others appearing in opposition were: A. R. Bellerue, 1225 North Dalton Avenue; Wayne Wallace, 18221 E. Newburgh; Ray Boyer, 1143 North Dalton Avenue; George Die, 322 East Montello Drive; Harold M. Vallentine, 17469 Sierra Madre Avenue. No further communications being received and no one else in the audience wishing to be heard, it was Moved by Councilman McLees, seconded by Councilman Cooney and unanlmnusly carried that the hearing be closed. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the City Administrator be authorized to file a description with the Boundary Commission covering ' the balance of the property. A communication was received from the Planning Commission Appt.City recommending the appointment of Mr. Walter 0. Wells as City Planner Planner. (Eaton) City Administrator Caswell stated that Mr. Wells would not be available as he is remaining at his present position. Moved by Councilman Cooney, seconded by Councilman Memmesheimer and unanimously carried to table this item until after the Tentative Tract Map for houses on Dalton has been submitted, ' probably the first meeting in November. A recommendation was made by Councilman Memmesheimer that a letter be written to Mrs. Law commending the organization for its worthwhile activities and stating that due to the great number of requests for rummage sales received by the City, it has been found necessary to grant permits for such activity primarily to those organizations located within the Azusa city limits. A communication was received from the City of San Gabriel Invitation inviting members of City Council to attend a reception -tour to Mission of the Mission Playhouse on October 18, 1962. Water advising Council of the resignation of Mrs. Cleo Horn C.Horn and requesting acceptance of the resignation as of November 1, L&W Office 1962, and that her name be placed on the reinstatement list for possible future employment. A request was presented for consideration of an application for business license, at 118 East Foothill Blvd., for a second hand dealer and pawn shop, by Chet Olson. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that the license be granted with the provision that the owner and any employees be finger- printed by the Police Department. Beta Sigma Phi of Covina requesting permission to hold a rummage benefit rummage sale on October 26 and 27, 1962. sale Since a similar request was denied, it was the consensus of Council that the same action be taken on this request, with a letter written commending the organization for their worth- while work and stating that due to the great number of requests for rummage sales received by the City, it has been found necessary to grant permits only to those organizations located within the Azusa city limits.
