The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Ortuno called the meeting to order and led in the
salute to the flag.
Invocation was given by Rev. W. G. Rengert, Azusa Four-
square Church.

A communication was received from the Park and Recreation Pk.& Rec.

for the planned planting of trees along the streets and trees
highways of the City,
Moved by Councilman Cooney, seconded by Councilman McLees
and unanimously carried that the recommendation of the Park
and Recreation Commission be approved.

Notice was also given that the Planning Commission, by
Resolution No. 279, initiated proceedings to determine
the appropriate zone classification upon annexation for
the balance of the Ott property on the southside of
Gladstone Street between Donna Beth and Azusa Avenues.
The hour of 8.00 P. M. being the time'set for the
continuation of the public hearing regarding Sub-
standard Structure No. 75, located at 1038 North Sunset
Avenue, owned by G. Taussig, the Mayor declared the
hearing opened.
City Administrator Caswell submitted a report stating
that a meeting has been arranged with the owner; the
building official and the City Administrator for
November 12, 13, or 14, 1962.
Mr. Ted Mulligan, 1044 North Sunset,'appeared before
Council requesting that the property, including the

report as a Gladstone School project.
Following further discussion, it was moved by Councilman
McLees, seconded by Councilman Cooney and unanimously
carried that the City Administrator notify Mr. Taussig'
that the premises must be cleared by November 19, 1962, to
the satisfaction of the Fire Inspector, or the City will
clear the premises and bill the owner for the charges.

Following discussion, it was agreed that the sum of $3,570
would be an equitable price for the property.
Mr. Harry Klinder appeared before Council and stated that
he was hopeful of purchasing an adjoining lot and would
like to make the purchase of the City -owned lot contingent
upon the acquisition of the adjoining lot and also upon the
rezoning of the property to R-3.
Council suggested Mr. Klinder initiate proceedings for a
change of zone to R-3 as soon as the purchase of the
property has entered escrow.

Following discussion, it was moved by Councilman McLees,

A request was received from the Azusa Area United Fund, Proclamation
:Incorporated that Council proclaim the period October 22 "United Fund"
to November 19, 1962 as "United Fund" time, urging citizens
to give their fullest support to the agencies of the United
Fund.
Moved by Councilman Cooney, seconded by Councilman Memmesheimer
and unanimously carried that the Mayor be authorized to sign
the proclamation.
A memorandum was received from Harper Whisler, Building
Inspector, regarding a substandard structure Case No. 21,"
located at 410 North Alameda Avenue, owned by Ernestine R.
Martinez, recommending that bids be taken to have this
building demolished and the cost placed on the tax bill and
the owner so notified.
Moved by Councilman McLees, seconded by Councilman Cooney
and unanimously carried that the necessary steps be taken to
demolish the building and the City Attorney be instructed to
prepare the necessary documents.
A communication was received from owners of property located
at 555 East 5th Street offering the property for purchase
by the City.

the Council of Social Agencies to use office -space in the
Civic Auditorium during reasonable hours, approximately
two hours per day.
A communication was received from Superintendent of Public- Purch,of
Works requesting approval to waive purchasing procedure and St: Sweeper'
accept a negotiated proposal for replacement of.a Street Conveyor Co.

the purchasing procedure be waived and that the purchase
proposal in the amount of $10,451.28 be accepted.

accepted to make an initial payment of $5,000 at-the'present
time, with the balance of $5,451.28 to be obligated to be
paid in June, 1963.
A communication was received from the City Engineer with a Easement
report regarding Quitclaim Deed and Resolution No. 3420 in' 50 x-127
1956 which granted to the City an easement for street purposes(Langdale &

Mr. Richard Langdale, 623 North Hollow Avenue, West Covina,
appeared before Council and stated the present owners would
like to have the subject easement returned as there is no
plan for using It for street purposes, and in turn would-be
willing to grant a 30 foot strip fronting on Mira Loma Drive.
Following discussion, it was moved by Councilman McLees, -
seconded by Councilman Cooney and unanimously-edrried that the
City Engineer be instructed to work out the possible dedication
of the west 30 feet of property, and thereafter the 50 foot
rear of property to be returned to the owners.

City Attorney Williams stated that he had received a call St. Dept. of

renewed for one year, without any changes, and authorizing the
Mayor to sign.
A communication was received from the Glendora"Chapter'for Deny
the City of Hope requesting permission to conduct an -annual Rummage Sale
rummage sale, to be held at 632 N. Azusa Avenue on November (City of Hope)
9th and 10th.
Moved by Councilman Memmesheimer, seconded by Councilman
Cooney and unanimously carried that the request be denied
and a letter written stating that permits for such
activities are granted only to those organizations located
within the City limits.
City Clerk Miller advised Council that no provision has been Re:Pro-rating
made in the Municipal Code for licensing seasonable -type Business
businesses, such as selling Christmas trees, etc.; and License
the Code does not provide for pro -rating the license fee.
No action was taken.
The following miscellaneous communications were received on Mi'so
which no action was made. Communications
(1) A request from Glenn M. Anderson, Lieutenant`
Governor, urging a "yes" vote in behalf of Proposition 1 A.
(2) Consideration of a resolution relating to
reapportionment of the State Senate received from Joseph
