The City Council of the City of Azusa met in regular session at the above time and place. Mayor Ortuno called the meeting to order and led in Call to the salute to the flag. Order Invocation was given by Rev. Stephen F. Ross of the Azusa Invocation Friends Church. ' Present at Roll Call: Councilmen: Memmesheimer, Cooney, Jackson Roll Call McLees, Ortuno Also Present: City Administrator Caswell, Superintendent of Light & Water Smith, City Engineer Lawrence, City Attorney Williams, City Clerk Miller With no corrections, the Minutes of the meeting of October 1, 1962 were approved as written. x CO: The hour of 7:30 P.M. being the time set for a Public Hearing N on the proposed zone change from "R -lb" (Single Family Residential Zone) to "R-3" (Multiple Residential Zone and "C-2" (Restricted Commercial Zone on property fronting on the south side of Sierra Madre Avenue and the east side of Azusa Avenue north of 13th Street, being a portion of Blocks 1, 2 and 10, Tract 627, following action by the Planning Commission by Resolution # 274, as petitioned by Coral Investment Company, the hearing was declared opened by the Mayor. The City Clerk presented the Affidavit of Proof of Publication of Notice of the Public Hearing, and presented a communication from the Planning Commission setting forth its analysis of the case together with Planning Commission Resolution #274 recommending denial of zone changes. The City Clerk further stated that no other written communications had been received to this time. The following persons appeared before Council to speak in protest to the proposed zoning: A. W. Belikow, 323 East Montello Drive Robert B. Smith, 1235 North Alameda Avenue Mrs. Lula M. Bierbower, 1109 North Alameda Dale Richins, 1122 North Alameda Avenue Mrs. Robert Smith, 1235 North Alameda Avenue Glen Hart, 1219 North Pasadena Avenue Bob Kimpel, 1138 North Alameda Avenue Mrs. Milla Boczar, 1218 North Alameda Avenue Mr. Robert B. Smith, 1235 North Alameda Avenue, presented Council with a petition containing 205 names, residents of Azusa, in protest to the requested change of zone. Mr. Joe Panasiti, 853 Alosta, Glendora, appeared before Council and submitted a petition in favor of the requested zone change signed by residents within a 300 foot radius of the property. Mrs. J. B. Cumberford, 17655 Sierra Madre Avenue, appeared before Council in favor of the zone change. Pub. Hrg. Coral Inv.Co. rezone to R-3 & C-2 T2 F 1 CITY HALL AZUSA, CALIFORNIA MONDAY, NOVEMBER 19, 1962 Moved -by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the hearing be closed. Moved by Councilman McLees, seconded by Mayor Ortuno that Parcels A, B and C be approved for "C-2" zoning, Parcel B for "R-3" zoning, and Parcel D held in abeyance until a determination has been made regarding the extension of Alameda Avenue north of 13th Street. 'Motion failed to carry by the following vote of Council- AYES- Councilmen. McLees, Ortuno NOES. Councilmen: Memmesheimer, Cooney, Jackson ABSENT. Councilmen: None Mayor Ortuno stated that he seconded the motion due to the "R-3" zoning on the west side of the street. Moved by Councilman McLees that the recommendation of the pp Planning Commission be accepted to rezone Parcels A and B M to "R-3" zone. Gilbert Ross, Chairman of the Azusa Public Library, addressed Council with reference to a report regarding Miss 'Dolly Simon of Madras, India, who was employed by the Library during the past year, and has since returned to India. Miss Simon attended a conference in Washington D. C. conducted by the U. S. Department of Information and the State Department at which time Miss Simon related her experiences and benefits as a foreigner employed in a small public library. Mr. Ross wished the Council to be aware of the favorable publicity for our City and a desire of again bringing a foreign employee to the City of Azusa. Mr. Ross expressed the appreciation of the Library Board for the cooperation and support extended by the Council. A communication was received from the Personnel Board recommending step raises and/or placing upon permanent status for the following employees: James D. Notice was given that the Planning Commission, by Resolution Res.#281 m No. 281, (Z-71), recommended a zone change from 'C-2" to zone chg. C-3 as petitioned by Martin Annenberg, on property on hrg. set the N. E. corner of Arrow Highway and Cerritos Avenue. 12/3/62 Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the City Clerk be authorized to set the public hearing for the meeting of December 3, 1962. Notice was given that the Planning Commission, by Resolution Res.#282 No. 282, denied the petition of Frank D. Stone for a zone "R zone chg. change from -lc" to "C-2" on property owned by him located to C-2 on Vernon Avenue north of Gladstone Street. F. Notice was also given that the Planning Commission, by Res.#283 Resolution No. 283, approved the Tentative Tract Map of Tract No. 27825, apprv. submitted by John Marshall, for a 9 -lot sub- Tr.#27825 division at Gaillard Street and Fairvale Avenue. Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the communication be filed. The hour of 8:00 P.M. being the time set for the continuation Pub.Hrg. of the Public Hearing of Substandard Structure No. 75, Sub.Stnd. located at 1038 North Sunset Avenue, owned by G. Taussig, the #75 Mayor declared the hearing opened. G.Taussig City Administrator Caswell stated that there had been no meeting with the owner, Mr. Taussig, as suggested at the hearing on November 5, 1962; and also stated that Mr. Taussig has been ill and requested an extension of time be allowed for repairing the property. Moved by Councilman Cooney that the City clean up the property and submit a bill to the owner. Mulligan, 1044 North Sunset, appeared before Council, requesting that the City take definite action to see that repairs are made, that it is torn down, or whatever determination the Council may make. Following discussion, it was moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that the Health and Fire Departments be notified to make an investigation of the debris surrounding the dwelling and, upon their findings, take the necessary action. Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the hearing on the substandard structure be continued to the meeting of December 3, 1962s also this date to be the final extension of time allowed before action is Taken by the City. An Ordinance was presented, amending certain provisions of the 1st Rd. Municipal Code relating to the office of City Administrator, Ord. regarding Sections 2400 and 2405 of the Municipal Code. City Adm. Councilman Cooney offered for first reading the following Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING CERTAIN PROVISIONS OF THE AZUSA MUNICIPAL CODE RELATING TO THE OFFICE OF THE CITY ADMINISTRATOR. Moved by Councilman Cooney, seconded by Councilman McLees that further reading be waived, Motion failed by the following vote of Council: ' AYES- Councilmen: Cooney, McLees, Ortuno NOES: Councilmen: Memmesheimer, Jackson ABSENT: Councilmen: None The Treasurer's Financial Statement for the month ending Financial October 31, 1962, was presented to Council, showing Total Statement ot Bank Balances as of that date, $367,355.22. Moved by Councilman Jackson, seconded by Councilman Memmesheimer, that the following changes be made in the proposed Ordinance: title be changed to "Administrative Assistant;"and that the Section stating, "to direct the purchasing activities for the 'the City and all of its agencies" be deleted. Res, and unanimously carried that a Resolution be prepared commending Commending the Azusa High School Aztec Football Team for a very successful Azo High season and for their triumphs, and also commending the people School Aztec who have given so much of their time and effort, and requesting Football that a Certificate of Appreciation be presented to the school, Team A communication was received from the City Engineer regarding a request from the Azusa Valley Water Company for permission to install over City streets a 30" transmission 'Line from their proposed water filtration plant, entering Azusa at San Gabriel Canyon Road, E. on Sierra Madre, So on Dalton, Eo on 11th Street to Old Mill Road, Mr. Ira Calvert, of the Azusa Valley Water Company, appeared before Council stating that the proposed alignment has been submitted to the City Engineer and that full cooperation with the requirements of the City will be given to insure the least possible damage to City property. Moved by Councilman McLees, seconded by Councilman Memmesheimer and unanimously carried that the request be granted. Bayless Moved by Councilman Cooney, seconded by Councilman Memmesheimer and unanimously carried that the City Attorney be instructed to prepare the necessary Resolution authorizing the installation of boulevard stop signs on Coney Avenue at the intersection of Bayless Street, A communication was received from the City Administrator suggesting the establishment of a Traffic Committee to study traffic problems and make recommendations, Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that a Traffic Committee be established by Ordinance, consisting of the Police Chief, the City Engineer, the Superintendent of Public Works and Councilman Memmesheimer as co-chairman of the Mayor's Safety Committee. A communication was received from the City Engineer recommending the acceptance of water line easements to cover portions of the Tract 26356 water system that fall on private property, Councilman Cooney offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A CERTAIN GRANT OF EASEMENT AND DIRECTING THE RECORDING THEREOF. A communication was received from the City of Long Beach Assembly requesting Council consider the adoption of a Resolution in Bill #755 opposition to Assembly Bill #755 regarding partisan political labels by candidates for municipal offices. Moved by Councilman Cooney, seconded by Councilman Memmesheimer and unanimously carried that the City Clerk be instructed to' write a letter to the City of Long Beach advising that official action will be taken if and when the Bill is reintroduced into the Assembly, A communication was received from Joseph Mastrovito, 6119 Calera Avenue, representative of the members of the Azusa Rainbow Country Club requesting permission to -Use the Civic Auditorium for -approximately two hours on Saturday; November 24, 1962, at '10.00 A.M. Moved by Councilman Cooney, seconded by Councilman Memmesheimer and unanimously carried that permission be granted with the usual rental fee, Grnt, use of Auditorium 11/24/62 mbrs.Azusa Rainbow Cntry, Club A communication was received from the Seventh -day Adventist 7th Day Church requesting permission to solicit funds by Christmas Adventist caroling in the evenings from November 24th through December 24th,Xmas Moved by Councilman McLees, seconded by Councilman Cooney Caroling grtd and unanimously carried that permission be granted. A communication was received from the Azusa Chamber of -Commerce, Az'Val'Tribune regarding a request of the San Gabriel Valley -Tribune that the so 'Decade of City purchase a one-page advertisement in a special decade of Progress progress edition, referred to the Chamber from the meeting of Edition 5, 1962; the Chamber requests the Council make the 'November decision. Moved by Councilman Mc Lees, seconded by Councilman Cooney and unanimously carried that the City Administrator write a letter advising the San Gabriel Valley Tribune that it is not in the best interest of the City at this time to participate. City Administrator stated that it has not been possible to Water Mtg. arrange a meeting with Mr. Ed Taylor, regarding the water 11/21/62 pp situation and suggests that an adjourned meeting of the Council be C1 set for November 21, 1962, at 1:30 P.M. in the Civic Auditorium. A communication was received from the City of Long Beach Assembly requesting Council consider the adoption of a Resolution in Bill #755 opposition to Assembly Bill #755 regarding partisan political labels by candidates for municipal offices.
