Mayor Ortuno called the meeting to order. Present at Roll Call: Councilmen: Memmesheimer, Cooney, McLees, Ortuno Absent: Councilmen: Jackson Also Present: City Administrator Caswell, City Engineer Lawrence, Superintendent of Light & Water Smith, City Clerk Miller pp The City Administrator reminded Council of the Testimonial M Dinner for Judge Martin on December 5, 1962 at the Dinner - i." horn Restaurant. CO Moved by Councilman Memmesheimer, seconded by Councilman GO Cooney and unanimously carried that authorization be given for Council members to be reimbursed for his dinner ticket but not for the guest. A request was received from the Chief of Police for authori- zation to detail one man to attend a State-wide meeting of narcotic officers, to be held at the Mission Inn at Riverside, on December 6th and 7th, with expenses to be paid of approximately $30. ' Moved by Councilman Memmesheimer, seconded by Councilman McLees and unanimously carried that the request be granted, with expenditures to be reimbursed. 141 7:30 P.M. Call to Order Roll Call Judge Martina Testimonial Dinner Ch.Police req.- one Officer to attend Narcotic Mtg.12/6-7 The City Administrator informed Council of a meeting with Mtg. with the Directors of M. W. D. on Monday, December 3rd, at 1:30 P.M. MWD Dir. and that City Attorney Williams plans to attend this meeting, on 12/3 and a report will probably be submitted at a future Council meeting. City Administrator Caswell submitted a report of the dis- Water cussion regarding the future water policy from the meeting policy of November 21, 1962. Mr. Caswell stated that although re: needs there were not sufficient members of Council present to & rates. constitute a quorum, Mr. Edward F. Taylor and Mr. Harry Com.apptd. Williams did furnish valuable information. From Mr. Taylor's remarks, "The City's first consideration is whether it will have water rights substantial enough to support the years ahead. If we do not have sufficient water to experience growth and expansion, then an important question will be where are we going to get additional water?" "MWD has reported they have available supplemental water. Now, their only source is Colorado River water, but 1,500,000 acre 'feet of water will be available to them by contract from northern California, presumably Feather River." Mr. Williams stated his inclination would be to continue to pursue a partnership with the other three cities to negotiate with MWD for the best terms available, offering our contract with the State as a good bargaining method. Mr. Caswell further stated that MWD has assured us that they A2 I 1 CITY HALL AZUSA, CALIFORNIA TUESDAY, NOVEMBER 27, 1962 would bring us Feather River water rather than Colorado water; and that they would build an aqueduct; however, It is essen- tial to get these assurances in writing before joining with MWD, ' The City Engineer stated that one of the prime considerations is to ascertain the City's water requirements. Montgomery's report says we should pump one day's need. In reviewing the reports, it appears that they are all very conservative. We must determine if.we should be this conservative. Discussion followed as to serving future annexed areas with water and the consideration of supplemental water; also, the need to educate the public on the use of water. City Administrator Caswell reported that City Attorney Ob Williams noted that Monterey Park desperately needs water; M Sierra Madre is practically committed to favor MWD; so with the other district unquestionably going MWD, joining before Cn the 1st of April, 1953, if our district is going MWD, it should m get in before the cost: of annexation Is more than twice what it would be under the exIsti.ng formula, Should we remain with the district and join MWD, or should we stay with the State Contract and try to induce the four cities to stay our of MWD? The four cities are not contiguous to one another, and there are severe problems to overcome, Warren Teasley, 1.26 North San Gabriel Avenue, a member of the Planning Commission, appeared before Council, suggesting that a Committee, including the City Engineer, be formed to ' study and become informed, and submit a report of the over- all water problems in order that the City would be able to act decisively. Mayor Ortuno recommended the following persons as a Com- mittee: Superintendent of Light & Water Smith, City Engineer Lawrence, Councilman McLees, as Chairman of the Light and Water Department, City Administrator Caswell, Planning Commission Member, Warren Teasley and Councilman Memme- sheimer, when available. The Committee should first make recommendations for resolving the water needs of the City, and should submit a report regarding suggested water rates and improvements. Moved by Councilman Cooney, seconded by Councilman Memmesheimer and unanimously carried that the Mayor's recommendation of committee be approved. Mr. Teasley inquired as to how soon the Committee should have a report completed? Council determined that several meetings might be required, but that some report should be ready by the second meeting of December. ' A request for a proclamation was received from the Bill of Rights Commemoration Committee in Los Angeles, with a suggested proclamation for "Bill of Rights Week", December 9th through 15th. Moved by Councilman Memmesheimer,.seconded by Councilman Cooney and unanimously carried that the Mayor be authorized to sign the Proclamation. 143 Page 2 Procl.
