The City Council of the City of Azusa met in regular session at the above tirr:e ana place. Mayor Ortuno called the meeting to order and led in the salute Call to Order to the flag. Invocation was given by Rev. Lloyd Northrup, Azusa Church of The Nazarene. With no corrections, the Minutes of the adjourned meeting of October 4, 1962, were approved as submitted. Invocation Roll Call A.ppvi.Min. 10/4/62 The hour of 7:30 P.M. being the time set for continued Public Hearings on Debt Limit Report and on Protests or Objections (Resolution of Intention lv'o. 4384), re; Improvement of Pasadena .Avenue and other streets (Assessment District #1961 - 1911 Act), the hearings were opened by Mayor Ortuno. Pub.Hrgs.re: Impr.Pasaden Ave.,etc.- A.D.JJ1961 - 1911 Act (cont.) After discussion; it was moved by vou'n:: Tan Memmesheimer, Seconded by Councilman Cooney and unaniiTmusly carried that these (Cont.until hearings be continued until the first Council meeting in Jan.7 mtg.) January. The hour of 7:30 P.M. being the time set for a Public Hearing on proposed Zone Change from "C-2" to "C-3" on property on 'the northeast corner of Arrow Highway and Cerritos Avenue, ovmed by Martin Anenber'g, the hearing was opened by Mayor Ortuno. The City Clerk presented the Affidavit of Proof of Publication of Notice of Public Hearing, together with an analysis and recommendation for said zone change by the Planning Commission, conditional to the dedication of Cerritos Avenue tc its full 80' width (20' of dedication is required) and the installation of curbs and gutters. Mr. A. A. Zimrnevrnan, 5820 Wilshire Blvd., Los Angeles appeared before Council in favor of the zone change. No written communication having been received, and no other person in the audience wishing to speak on this matter, it was Moved. by Councilman McLees, seconded by Councilman Memmesheimer and unanimously carried that the hearing be closed. The City Planner explained to Council that Mr. Anerbers, t' owner, has agreed the City needs 20' more of dedication along Cerritos and has also agreed at this time that the zone change to "C-3" be made effective upon the record of dedication. It was the consensus, of Council that the Ordinance be introduced but not passed until after the dedication has been made. Moved by Councilman M3Lees, seconded by Councilman Cooney and unanimously carried that the City Attorney prepare the necessary Ordinance for rezoning Mr Anenberg's property to "C-3". Pub. Hrg. No one in the audience wishing to speak on this matter and no communications having been received, it was Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the hearing be closed. Moved by Councilman McLees,.seconded by Councilman Cooney and unanimously carried that the City Attorney be instructed to prepare the necessary Ordinance. The Deputy City Clerk presented a letter from Mr. H. J. Leland of Leland Realty Company, requesting permission to appear 0C before Council as agent for J. W. Belcoe, in protest to weed �r abatement charges for clearing weeds and debris from two lots on the North Side of' Foothill Blvd., at Coney Avenue, being GL portion of Lot #43, Subdivision #2, Azusa Land and Water Co. X A recommendation was presented from the Superintendent of Public Works that this protest be denied, as he feels that the charge of $45.00 per lot is reasonable considering the size of lots, amount and type of debris, and actual time involved. 1 Mr. Lelan..d appeared before Council and presented pictures of the lots before the weeds were cleared. After discussion, it was moved by Councilman Jackson, seconded by Councilman McLees and unanimously carried that the protest of weed abatement charges be denied. As requested, Mr. John. J. Chapman, Attorney, residing at 409 E> 11th Street, Azusa, appeared before Council as a representative of Coral Investment Corporation. Mr.Chapman stated the owners have modified the plan of proposed apartments to one story, with 48 units, on property on East Side of Azusa Avenue between 13th Street and Sierra Madre Avenue, subject to zone change. Mr. Chapman asked Council to consider this new plan and that the zone change be granted upon the condition that the owners strictly comply to their submitted neva plan. Sunset, appeared before Council in favor of this requested zone change. Moved by Councilman McLees that this item be referred to the City Attorney. No action taken. The hour of 8:00 P.M. being the time set for continuance of Public Hearing on Substandard Structure Case No. 75, property at 1038 No. Sunset Avenue, the 'present owner being a Mr. George B. Taussig, the hearing was opened by TSayor Ortuna. . The City Administrator stated that he, Building Inspector whisler, Mr. N. Taylor and Mr. Taussig visited the substandard structure in question and viewed the inside of the building. Mr Whisler indicated his request to Mr. Taussig, who expressed his desire to cooperate and to do what is necessary for abatement of any defects in the structure. Mr. Thomas J. Mulligan, 1044 N. Sunset, appeared before Council, stating that the debris outside of the building at 1038 N. Sunset has not been cleaned up, although he was told C^ Mr. Taussig has been informed of this request. The City Administrator stated he would notify Mr. Taussig that the debris be removed immediately. Moved by Councilman McLees, seconded by Councilman Jackson and unanimously carried that the hearing be closed. Foothill Blvd. has been an attractive nuisance since 1958, due to the aggravated disturbances and criminal activity by persons loitering at this location. As this activity is not in the best interest of the City and as it appears the management is unable or unwilling to control the persons using the parking area, the Chief of Police requested that a hearing be,conducted on this matter as to whether or not this business license should be re,ioked, as provided by Section 6148 of the Municipal Code.
