The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Ortuno called the meeting to order and led in the salute
to the flag.
Invocation was given by Pastor T. A. Nickum of Azusa Seventh
Day Adventist Cnurch.

t` With no corrections, the Minutes of the meeting of December
114 3, 1962 were approved as written.
CG The hour of 7:30 P.M. being the time set for a Rublic hearing
on an appeal to the denial of Zone Change from 'R -lc" to
"C-211, for property on Vernon Avenue just north of Gladstone
Street, made by Frank D. Stone, the hearing was opened by
Mayor Ortuno. The City Clerk presented Affidavit of Proof
of Publication of Notice•of Public Hearing and a list of
property owners who had been notified, together with a report
and recommendation for denial of requested zone change
submitted by the Planning Commission.
'Yir. Frank Stone submitted photographs of property and
explained to Council that he had purchased this property
for the purposes of off-street parking in connection with
his store, but requested re -zoning of "C-2" in the event of
resale; however, he would consider change to "P" zone for
parking purposes only.

Invocation
With no other person in the audience wishing to be heard in
regard to this proposed zone change and no written communications
having been received regarding the appeal to zone change, it
was:
Moved by Councilman McLees, seconded by Councilman Cooney and
unanimously carried that the hearing be closed.
After discussion, it was moved by Councilman Jackson, seconded by
Councilman Cooney and unanimously carried that the Council
recommend consideration of change to "P" Zone, to be
initiated by Council and referred back to the Planning Commis-
sion.
A recommendation was received by the Personnel Board re: the
proposal of Gold, Thompson and Company, with proposed Agree-
ment between this firm and the City to conduct reclassification
and salary surveys at a total cost of $1;725.00.
After discussion, it was moved by Councilman Cooney, seconded by
Councilman McLees and unanimously carried that the recommenda-
tion of the Personnel Board be accepted.
Moved by Councilman Cooney, seconded by Councilman Jackson and
unanimously carried that authorization be granted for signing
the agreement with Gold, Thompson and Company.

Moved by Councilman Jackson, seconded by Councilman
Memmesheimer and unanimously carried that Dave Miranda
a part-time City employee, receive the basic step 1
rate for Groundsman, which increase to be effedtive next
pay period.
Mayor Ortuno mentioned the articles in the newspapers on
the Rainbow Country Club and explained that he did want to
find out what could be done about opening the Club, as it
was the only dinner house in town.
Councilman Memmesheimer agreed that this matter will require
considerable study and suggested that a Committee be formed
consisting of a couple of Councilmen and some members of
M the Planning Commission, said Committee not to exceed seven
N people, to obtain all available information and find out if
GL, there is any possibility that the re -opening of the Club can
be accomplished.
Moved by Councilman Memmesheimer, seconded by Councilman
McLees and unanimously carried that additional information
be obtained and passed on to the Council when it is received
in order that the Council will be advised of what is going on
at all times.
The City Engineer brought up the sewer problem around Big
Dalton Wash in the vicinity of Cerritos Avenue, north of
Arrow Highway. Mr. Lawrence stated it would take three line
at a minimum cost.of $5,000.00 to get the sewer across the
Highway, and asked if the City would pay the entire bill or
pay the tap fee to the City of Covina.
Moved by Councilman Cooney, seconded by Councilman
Memmesheimer and unanimously carried that tfte City pay.the
tap fee and set up reimbursement district. `
City Administrator Caswell submitted his letter (C:C )resignation
effective December 31, 1962
Moved by Councilman Jackson, seconded by Councilman
Memmesheimer and carried unanimously that the resignation
of City Administrator Caswell be accepted.

and unanimously carried that a Certificate of Appreciation
be given to Gecrge Caswell for his services to the City...
After a discussion regarding filling the vacancy of City
Administrator, it was:
Moved by Councilman McLees, seconded by Councilman Cooney
and unanimously carried that the Personnel Board be the
'receiving body and that names received by them be given
to Council for approval, with all pertinent information
on each candidate, closing date being February 28, 1963.
Council also suggested that advertisements be placed in
whatever media is'available and each utilized.
Moved by Councilman Jackson, seconded by Councilman Memmesheimer
that the duties performed by the City Administrator 1qe
