RECOMMENDATION:
Staff recommends the City Council take the following action:

CITY OF AZUSA
JUNIOR ACCOUNTANT
DEFINITION
Under general supervision, performs technical and professional accounting work in the
preparation and maintenance of financial transactions and other statistical records and
reports, requiring application of technical accounting principles and procedures, and
performs related duties as required. See Essential Functions below for further detail.
CLASS CHARACTERISTICS
The Junior Accountant classification is a single position class that provides a bridge in
career ladders between clerical and professional accounting series. The incumbent of this
non-degree class performs technical and professional work requiring an understanding of
basic accounting principles.
ESSENTIAL FUNCTIONS
The following functions are typical for this classification. Incumbents may not perform all of
the listed functions and/or may be required to perform additional or different functions from
those set forth below to address business needs and changing business practices.
This position provides accurate, thorough, and detailed information on departmental
programs, projects and services; provides guidance to office support staff regarding
policies, procedures, and other responsibilities as it relates to the maintenance of the
general ledger or financial records.
Processes accounts receivable by issuing invoice numbers, entering invoices into the
computer, and posting invoice payments.
Reviews time records submitted by all departments to ensure conformance with
appropriate bargaining unit contracts and administrative policies and regulations; records
and keys hours worked, verifies pay increases and computer file data for the current payroll
period; reviews edit documents, corrects errors and balances payroll for each pay period;
updates the payroll master file and processes mass salary adjustments.
Prepares tax returns and other reporting documentation related to payables and payroll
matters; prepares warrant requests for payments related to payroll cost, such as
withholding taxes, deferred compensation, and other payroll deductions; posts benefits to
the retirement system; compiles routine reports related to payroll activity.
Assists department personnel with budget activity questions or procedures, proper
expenditure coding, document preparation and other accounting related activities. Ensures

proper grant tracking, billing, and audit compliance.
Reconciles bank statements; prepares a variety of reports, statements and regulatory
returns from a variety of data and records. Posts, balances and reconciles general ledger
and subsidiary account activity; prepares related journal entries, account reconciliations,
schedules, and reports. Prepares work papers, financial statements and various reports for
audits by Federal, State and other outside agencies as well as for internal accounting;
assists in annual budget preparation; performs financial activity studies as assigned.
Participates in the development of department goals, objectives, policies, and procedures;
recommends and implements changes in accounting systems and procedures. Learns to
prepare fund balance projections and assists in performing comprehensive financial activity
studies.
QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills,
and abilities necessary for satisfactory job performance. Example combinations include
graduation from an accredited four-year college or university, or equivalent, in accounting
or a related field and one year of municipal or closely related professional accounting
experience, which involved maintaining financial and statistical records and experience with
automated accounting systems.
Knowledge and Skills:
Knowledge of municipal accounting methods and procedures related to the preparation
and maintenance of general ledger and subsidiary account activity; principles and practices
of financial record keeping, accounting and auditing. Working knowledge of automated
accounting systems and principles of financial administration including the budget process.
Skill in the operation of a variety of office equipment including operating a calculator or ten
key adding machine; performing mathematical computations; operating a computer and
utilizing a variety of software. Ability to communicate clearly and concisely, both orally and
in writing with a variety of personnel and establish/maintain effective working relationships;
understand and follow verbal and written directions; work independently; write reports and
keep accurate records; analyze fiscal data and draw logical conclusions; understand,
interpret, and apply the fundamental principles of accounting, related policies and
procedures; reconcile differences within the record keeping system requiring an
understanding of the relationship among accounting records and documents; prepare
manual and computerized financial reports, and maintain ledgers and journals.
MARGINAL FUNCTIONS
These are position functions which may be changed, deleted, or reassigned to
accommodate an individual with a disability.
SPECIAL REQUIREMENTS
Possession of and ability to maintain a valid Class C California Driver’s License and a
satisfactory driving record.

Environmental Conditions
Work is performed primarily in a standard office setting; incumbents may be required to
work extended hours including evenings and weekends from time-to-time.
Physical Conditions
Primary functions require sufficient physical ability and mobility to work in an office setting;
to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch,
reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to
operate office equipment requiring repetitive hand movement and fine coordination
including use of a computer keyboard; and to verbally communicate to exchange
information.
