SUBJECT: AUTHORIZATION TO SUBMIT A CITY SERVICE REQUEST FOR CLEANING OF
CITY MAINTAINED CATCH BASINS
BACKGROUND:
The City is responsible for the maintenance of 316 catch basins throughout the City. These catch basins
must be cleaned regularly in accordance with the Municipal Separate Storm Sewer System (MS4)
Permit. The proposed actions will authorize staff to submit a City Service Request (CSR) to the County
of Los Angeles Department of Public Works for inspection and cleaning of City maintained catch
basins.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Authorize staff to submit a City Service Request to the County of Los Angeles Department of
Public Works for dry season and wet season catch basin cleaning.
ANALYSIS:
The scope of work in this CSR includes dry season and wet season inspection and cleaning of all City
maintained catch basins. The proposed CSR incorporates the requirements set forth in the Order No. R4-
2012-0175 NPDES Permit No. CAS004001, Waste Discharge Requirements for Municipal Separate
Storm Sewer System (MS4) Discharges.
Upon City Council approval, the CSR will be submitted to the County of Los Angeles Department of
Public Works. This CSR will cover all cleanings to be performed in fiscal year 20/21. Dry season
cleaning will be performed between July 1st and September 30th. Wet season cleaning will occur
between October 1st and April 15th.

FISCAL IMPACT:
The funding for this service request will utilize non-general fund dollars. The City will be funding these
service requests with Measure W Local Return funds. The cost for all services is set at a not-to-exceed
cost of $41,080. Upon Council approval, staff will prepare a budget amendment and increase the budget
by $41,080 under 20-55-668-000-6475.
