HomeMy WebLinkAboutMinutes - February 18, 2020 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL, THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY, THE PUBLIC FINANCING AUTHORITY REGULAR MEETING MONDAY, FEBRUARY 18, 2020 – 6:30 P.M. The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. CLOSED SESSION None. REGULAR SESSION Mayor Rocha called the meeting to order at 7:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: CARRILLO ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Chief of Police Bertelsen, Director of Economic and Community Development Marquez, Director of Administrative Services Johnson, Director of Community Resources Carpenter, Director of Utilities Robledo, Director of Public Works/City Engineer Delgadillo, Director of Information Technology and Library Services Graf, Planning Manager Munoz, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia. The Pledge of Allegiance was led by Pastor Daniel Simonson. The invocation was given by Pastor Daniel Simonson, Christbridge Immanuel Church. PUBLIC COMMENT Ms. Jule Arevalo provided a document to the City Manager and the City Attorney; she addressed the Council regarding her prior comments regarding bullying and threats; stated that her questions and concerns were submitted to the City Manager and City Attorney and requested responses to those questions; and expressed concerns regarding complaint procedures, nepotism, unfair approval of contract, and Councilmember Gonzales. Mr. Reyes G. Zavala expressed concerns regarding speeding on Pasadena Avenue and requested the installation of stop signs, speed bumps, and additional lighting; and expressed additional concerns regarding commercial parking, the need for street striping, and the need for curbs to be painted red. He wished the Council good luck during the election and thanked Councilmember Macias for his assistance with parking issues. Mr. George Romero and Mrs. Gloria Romero expressed concerns regarding unsafe driving on Pasadena Avenue, Mason Street, and Mckinley Street; and requested the installation of stop signs and speed bumps. Ms. Pam Carlson expressed concerns regarding speeding and accidents on Pasadena Avenue. City Manager Gonzalez responded to the traffic concerns stating that Staff will look into the issue and will report back at the next City Council meeting. REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. Update on City-wide Street Sweeping Schedule Changes. Director of Public Works/City Engineer Delgadillo provided an update on street sweeping schedules stating that hours will be reduced beginning in March and will be implemented as Staff replaces signs; and school drop off and pick up locations will be scheduled for sweeping between 9:00 a.m. – 1:00 p.m. In response to questions posed by the Council, he stated that street sweeping days will remain the same and either the start time or end time will be changed; street sweeping times will be reduced from 6 hours to 4.5 hours; and street signs will be changed beginning in March, warnings will be issued prior to citations. Mayor Pro-Tem Alvarez thanked the Azusa Chamber of Commerce for hosting the Vision 2020 event and provided information about the event. Councilmember Macias expressed his happiness with the Vision 2020 event that took place; inquired about the criteria for speed bump installation; inquired about the fees accrued from the Open Store Front Ordinance; and thanked Melissa at Light & Water for setting up a field trip for students. Councilmember Gonzales announced the 15th annual Casino Night on February 21 at the VFW Post 180. Mayor Rocha echoed the sentiments regarding the Vision 2020 event; reminded everyone about the Presidential Primary Election, voting centers are located at Memorial Park and the Azusa Woman’s Club and will be open from February 29- March 3; he announced the following events: February 22 – tree planting on Russell Street, February 22 – Yard clean-up for a senior citizen, February 29 – Azusa Cares Workshop regarding second hand smoke and vaping; and asked that everyone keep the service men and women in their daily prayers. SCHEDULED ITEMS ADOPT THE AZUSA MURAL PROGRAM GUIDELINES AND REQUIREMENTS AND RELEASE THE CALL FOR ARTIST FOR THE AZUSA CITY LIBRARY MURAL Planning Manager Munoz presented the Azusa Mural Program guidelines and requirements stating that program would promote interaction in public spaces, increase civic participation through celebrations, engage youth in the community, and promote the power and preservation of place. The guidelines establish artist stipend, eligibility, selection process & criteria, mural specification, ineligible entries, painting & materials, insurance & indemnification, installation, and repair & removal. In response to a question posed by the Council, he stated that profanity and business promotions would be considered ineligible entries. The Azusa City Library was selected to be the location of the first mural; the project timeline aligns the unveiling of the proposed mural with National Library Week; with the unveiling of the completed mural to take place during the summer carnival; and Azusa Beautiful has agreed to donate $1,000 to fund a portion of the mural. In response to questions posed by the Council, Planning Manager Munoz stated that there is a requirement for artists to add an anti-graffiti coating to the mural; any graffiti on the mural would be maintained by the City; the Sub-Committee will review all submissions and make a recommendation of their top three to the Art in Public Places Commission for selection and approval; the $4,000 balance for the project would be paid through the Art Fund; and the fund balance in the Art Fund will be provided to the Council. City Manager Gonzalez stated that Staff will provide the fund balance to the Council for review; each developer deposited approximately $50,000 to the fund which is restricted for this type of work. Discussion ensued regarding the Art Fund and the in-lieu fee paid by developers. Councilmember Macias stated that he will be voting no on the project pending resolution of his questions and concerns. Councilmember Gonzales offered Resolution No. 2020-C05 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING OF THE AZUSA MURAL PROGRAM GUIDELINES AND REQUIREMENTS Moved by Councilmember Gonzales, seconded by Mayor Pro-Tem Alvarez, and carried by the following vote of the Council to approve Resolution No. 2020-C05 to approve the Guidelines and Requirements for the Azusa Mural Program; and Release the Call for Artist for the Azusa City Library Mural Project. The minutes of the Regular Meeting of February 3, 2020 were approved as written. 2. Resolution No. 2020-C06 was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules Section 5.75 and applicable Memorandum of Understanding(s), were approved as follows: Merit Increase and/or Regular Appointment: A. Hernandez, C. Paredes, N. Covarrubias, J. Rush, C. Campos New Appointment: J. Baza Class Specification Revision: Librarian, Payroll Specialist Reclassifications: T. Patlogar, M. Rodriguez New Class Specification: Senior Payroll Specialist. 4. The list of purchase orders issued in January 2020 with contracts executed by the City Manager was received and filed. 5. The City Treasurer’s Statement of Cash and Investment Balances for the month of December 2019 was received, reviewed, and filed. 6. The Cal-Recycle grant award from the City of Bradbury was accepted, the necessary budget amendments were approved, and the current fiscal year budget was adjusted accordingly. 7. Competitive bidding was waived as authorized under Azusa Municipal Code Section 2.521 (a); lease agreements with Enterprise Fleet Management for the lease of six (6) replacement vehicles and two (2) additional vehicles through the use of a bid with TIPS-USA was approved; the City Manager was authorized to execute the lease agreements with Enterprise Fleet Management on behalf of the City; and necessary budget amendments and adjustment of the current fiscal year budget was approved. 8. An increase to the Black & White Emergency Vehicles Blanket Purchase Order was approved for Fiscal Year 2019/20 to a not-to-exceed amount of $95,000. SECOND READING ORDINANCES SECOND READING OF ORDINANCE FOR CODE AMENDMENT NO. 246 – CODE CLEANUP FOR CHAPTER 88 OF THE AZUSA MUNICIPAL CODE (DEVELOPMETN CODE) Mayor Pro-Tem Alvarez offered Ordinance No. 2020-02 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA APPROVING CODE AMENDMENT NO. 246 TO AMEND VARIOUS SECTIONS OF CHAPTER 88 OF THE AZUSA MUNICIPAL CODE (DEVELOPMENT CODE) Moved by Mayor Pro-Tem Alvarez, seconded by Councilmember Macias and carried by the following vote of the Council to adopt Ordinance No. 2020-02.
