MINUTES OF THE CITY COUNCIL, THE SUCCESSOR AGENCY
TO THE FORMER REDEVELOPMENT AGENCY,
THE PUBLIC FINANCING AUTHORITY
REGULAR MEETING
MONDAY, MARCH 16, 2020 – 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located
at 213 E. Foothill Boulevard, Azusa, CA 91702.
Mayor Pro-tem Alvarez called the meeting to order at 6:32 P.M.

CLOSED SESSION
The City Council recessed to closed session at 6:35 P.M. to discuss the following:
1. CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION Pursuant to California Government
Code, Section 54956.9(d)(1).

REGULAR SESSION
Mayor Pro-tem Alvarez called the meeting to order at 7:33 P.M.

Carpenter, Director of Utilities Robledo, Director of Public Works/City Engineer Delgadillo, Director of Information
Technology and Library Services Graf, Planning Manager Munoz, Economic Development Specialist Campos, and Chief
Deputy City Clerk Garcia.
The Pledge of Allegiance was led by the family of Councilmember Carrillo.
The invocation was given by Minister Ruben Flores, Encouragement Community Church.
CLOSED SESSION REPORT
The City Council reconvened at 7:30 P.M.; City Attorney Martinez announced the following regarding Closed Session:
All members were present with the exception of Councilmember Gonzales, who has an excused absence. Item 1 – City
Council heard a presentation from its City Attorney, no reportable action; Item 2 – City Council provided direction to its
negotiating team, no further reportable action.
CEREMONIAL
1. Councilmember Gonzales recognized the Azusa American Little League, Azusa Little League Softball, Azusa Jr. All
American Football Raiders and the City of Azusa Department of Recreation as recipients of the proceeds of the Casino
Night Fundraiser.
2. City Manager Gonzalez requested that the Council proclaim April 2, 2020 as Arbor Day in the City of Azusa.
3. Outgoing Elected Officials Mayor Rocha and Councilmember Carrillo were recognized.
PUBLIC COMMENT
Ms. Vivian Aldarete, Azusa Woman’s Club Representative, announced that due to the current situation with Covid-19, the
Brew-n-Que event will be postponed until a later date; and reminded everyone to take safety precautions.
Mr. Jorge V. Rosales wished Councilmember Carrillo a happy Council retirement and thanked him for his service; and
thanked Mayor Rocha for everything that he has done for the City and for his mentorship, and wished him luck in his
retirement.
REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL
City Manager Gonzalez announced that due to federal guidelines regarding public gatherings, future Council meetings
may need to be canceled or held via teleconference with public comment being submitted via email; and asked that the
public be mindful of the changes.
Fire Chief Inman announced that all Fire Stations and Fire Prevention Offices will be closed to allow time to be dedicated
to emergency responses; the Fire Department is working in conjunction with the Police Department; reminded everyone
to remain calm and take care of one another; and congratulated Councilmember Carrillo and Mayor Rocha on their
retirement.
Mayor Pro-Tem Alvarez reminded everyone to be patient with the ongoing Covid-19 situation; and reminded the public
that there is not a shortage of supplies, however hoarding supplies is creating an issue.
Councilmember Macias thanked Councilmember Carrillo and Mayor Rocha for their years of service; reminded everyone
that we will get through the Covid-19 situation and to remain cautious and practice good hygiene; and provided
information regarding resources available to small business owners.
Councilmember Gonzales asked everyone to drive safely and be mindful that children will be out in the community
during school closures; announced that the compost and mulch giveaway will be postponed until a later date; thanked City
Manager Gonzalez and Staff for providing updates; and thanked Mayor Rocha and Councilmember Carrillo for their
friendship and everything that they have done for the community.
Councilmember Carrillo announced that the Little League has extended their suspension of activities through May 11;
reiterated that although City facilities are closed to the public, Staff will continue to work to ensure that the City will
continue to operate; and asked everyone to stop hoarding water as Azusa tap water is clean to drink.
Councilmember Gonzales also congratulated City Clerk Cornejo for receiving his City Clerk Training Certificate.
City Clerk Cornejo thanked Councilmember Carrillo and Mayor Rocha for their service; reminded them that they should
be proud of their long tenure; and also reminded them that they are a part of Azusa’s history.
Mayor Rocha stated that it has been a privilege to serve alongside the other Councilmembers and reminded everyone that
the Council is here to serve the people, not serve themselves. In response to concerns expressed at the previous Council
meeting regarding speeding on Sierra Madre Avenue, he requested extra patrol in the area.
Chief of Police Bertelsen stated he requested extra patrol in that area.

SCHEDULED ITEMS
GENERAL PLAN’S HOUSING ELEMENT ANNUAL PROGRESS REPORT (APR) FOR 2019
Planning Manager Munoz presented the Annual Progress Report stating that General Plans are updated approximately
every 20 years and the Housing Element of the General Plan is required to be updated every 7 years; State law requires
that local agencies track Regional Housing Needs Allocation/Assessment (RHNA) goals; the Annual Progress Report
must be submitted to the State by April 1; final RHNA Allocation numbers will be received in October 2020; the next
Housing Element cycle will be crucial in addressing the housing crisis in California; and a brief overview of steps being
taken for the next cycle was provided.
In response to questions posed by the Council, he stated that the City must show that they are trying to meet the housing
goals; the State also checks in on local agencies regarding the adoption of these types of reports.
City Manager Gonzalez stated that the priority is to maintain local control of housing; and the Atlantis Garden property
has potential for affordable housing and meeting will be held regarding that property.
City Attorney Martinez stated that at this point there is no information regarding the resurrection of Redevelopment.
Councilmember Gonzales offered Resolution No. 2020-C09 entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AND ADOPTING THE MID-
YEAR BUDGET AMENDMENTS FOR THE CITY OF AZUSA
Moved by Councilmember Gonzales, seconded by Councilmember Carrillo, and carried by unanimous vote of the Council
to approve Resolution No. 2020-C09 to receive, accept and approve the Housing Element Annual Progress Report for
2019 and authorize its submittal to the California Department of Housing and Community Development and the
Governor’s Office of Planning and Research.

CONSENT CALENDAR: Moved by Councilmember Macias, seconded by Councilmember Carrillo and carried by
unanimous vote of the Council, to approve Consent Calendar Items E-1 to E-11 with the exception of Item E-9 which was
handled under the Special Call portion of the agenda. Mayor Rocha abstained from Item E-1 only.

1. The minutes of the Regular Meeting of March 2, 2020 were approved as written.
2. Resolution No. 2020-C10 was adopted and entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules Section 5.75 and
applicable Memorandum of Understanding(s), were approved as follows:
Merit Increase and/or Regular Appointment: B. Hildenbrandt, J. Bird, J. Wold, J. Rush, R. Chivas, J. Sandoval, R.
Wenrick, S. Chapman, J. Poulos, S. Urich, H. Vuong, J. Macias, L. Ledezma
Flex Staffing Promotion: V. Villagomez, Jr., K. Soliven
New Class Specification: Junior Accountant.
4. Staff was authorized to solicit bids for the West Wing Remodel Project.
5. The City Treasurer’s Statement of Cash and Investment Balances for the month of January 2020 was received,
reviewed, and filed.
6. A Memorandum of Agreement (MOA) with the San Gabriel Valley Council of Governments for the implementation
of the San Gabriel Valley Regional VMT Analysis Model was approved in an amount not to exceed $14,855.
7. Staff was authorized to submit a City Service Request to the County of Los Angeles Department of Public Works for
dry season and wet season catch basin cleaning.
8. An agreement with KOA Corporation for professional engineering services for the development of a Local Roadway
Safety Plan (LRSP) SSARPL-5112(021) was awarded.

9. The First Amendment to the Professional Service Agreement with West Coast Shopping Cart Services and the City of
Azusa was approved; two, one-year extensions were authorized; and the City Manager was authorized to execute the
First Amendment on behalf of the City.
10. The issuance of a purchase order to Line Power/Federal Pacific was approved in an amount of $29,499.31 for the
purchase of Padmounted Switch Gears.
11. The First Amendment to the Parking Lease with Bank of America National Association for the surface parking lot
located at the northwest corner of Foothill Boulevard and Alameda Avenue was approved in substantially final form,
subject to minor modifications as approved by the City Manager and City Attorney; and the City Manager was
authorized to execute the agreement on behalf of the City.
SPECIAL CALL
APPROVAL OF FIRST AMENDMENT FOR THE PROFESSIONAL SERVICE AGREEMENT BETWEEN WEST
COAST SHOPPING CART RETERVIAL SERVICE AND THE CITY OF AZUSA
In response to a question posed by the Council, Director of Economic and Community Development Marquez stated that
the company works closely with City Staff; the Department posts a monthly dashboard stating the number of carts
retrieved; and Staff will work on providing a map of locations where the carts are retrieved from.
Moved by Councilmember Macias, seconded by Councilmember Carrillo and carried by unanimous vote of the Council to
approve the First Amendment to the Professional Service Agreement with West Coast Shopping Cart Services and the
City of Azusa; authorize (2) two, one-year extensions; and authorize the City Manager to execute the First Amendment on
behalf of the City.

ADJOURNMENT
The meeting was adjourned by consensus of the City Council in memory of Mr. John Granados, World War II Army
Veteran and Longtime Azusa Resident, and Mr. Filiberto Arizmendi, Lifelong Azusa Resident.
