The City Council of the City of Azusa, met in Special Session at the above date and time in the Azusa Light & Water Conference Room, located at 729 N. Azusa Avenue, Azusa, CA 91702. Mayor Rocha called the meeting to order at 6:32 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. Councilmember Carrillo arrived at 6:32 p.m., after roll call. PRESENT: COUNCILMEMBERS: CARRILLO, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: GONZALES ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez. PUBLIC COMMENT None. CLOSED SESSION The City Council recessed to closed session at 6:35 P.M. to discuss the following: 1. THREAT TO PUBLIC SERVICES - Pursuant to California Government Code, Section 54957 Consultation with the City Attorney regarding an update on COVID-19 (Coronavirus) REGULAR SESSION Mayor Rocha called the meeting to order at 7:33 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Chief of Police Bertelsen, Director of Economic and Community Development Marquez, Director of Administrative Services Johnson, Director of Community Resources Carpenter, Director of Utilities Robledo, Director of Public Works/City Engineer Delgadillo, Director of Information Technology and Library Services Graf, Planning Manager Munoz, Economic Development Specialist Campos, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia. City Manager Gonzalez provided an update regarding Covid-19 stating that the public can access the City’s website to obtain information; there is an option to receive either email or text emergency updates and the public can sign up via the City’s website; the City will provide information regarding significant changes to City operations; the goal is to reduce the spread of the virus in the community; all City facilities will be closed to public until March 31 in order to reduce the potential for exposure; the public is encouraged to utilize online resources and Staff is available by phone; the City is taking social distancing protocols throughout the City; the LA County Board of Supervisors has directed that all bars, gyms, entertainment venues to close and restaurants are to provide delivery or take out only; and the City is taking precautions to ensure the continuity of government. CLOSED SESSION REPORT The City Council reconvened at 7:33 P.M.; City Attorney Martinez announced the following regarding Closed Session: All Councilmembers were present with the exception of Councilmember Gonzales. Item 1: No reportable action. City Manager Gonzalez gave the report while in closed session. OPEN SESSION ITEMS APPROVAL OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA PROCLAIMING EXISTANCE OF A LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19) City Manager Gonzalez introduced the item stating that the Resolution proclaiming a local emergency would grant the City Manager the authority as the Emergency Services Director to handle all State and County orders; and the Resolution provides the City with a measure of protection from any action it takes on behalf of the employees or the City. The Resolution will be brought back to the Council at the conclusion of the emergency. Director of Community Resources provided information regarding the distribution of senior meals which is being handled by displaced employees rather than volunteers in order to minimize any potential exposure to the seniors. Mayor Pro-Tem Alvarez offered Resolution No. 2020-C11 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA PROCLAIMING EXISTENCE OF A LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19) Moved by Mayor Pro-Tem Alvarez, seconded by Councilmember Macias and carried by unanimous vote of the Council to adopt Resolution No. 2020-C11, proclaiming existence of local emergency regarding Novel Coronavirus (COVID-19).
