CORONAVIRUS (COVID-19) ADVISORY
Due to the state and local State of Emergency resulting from the threat of Novel Coronavirus (COVID-19),
Governor Newsom has issued Executive Order N-29-20 in which Section 3 supersedes Paragraph 11 of
Executive Order N-25-20 (issued on March 12, 2020) addressing Brown Act regulations. This new order states
that the City does not need to make a physical location available for members of the public to observe a public
meeting and offer public comment. The Order allows the City to hold City Council/Board meetings via
teleconferencing and allows for members of the public to observe and address the meeting telephonically or
electronically.
To follow the new Order issued by the Governor, the City Council meeting scheduled for Monday, April
6, 2020 at 7:30 p.m. will be closed to the public. Members of the public may submit Public Comments by
7:30 p.m. electronically only by emailing PublicComment@azusaca.gov. Emailed public comments will be
sent to all City Council Members and will be part of the record. (Comments shall be limited to no more than
250 words).

NOTICE TO THE PUBLIC FOR REGULAR MEETING
In compliance with Government code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a
card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after will not
be accepted.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items within the subject
matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda
as an item other than a public hearing item. Members of the audience will have the opportunity to address the
city council/agency board about public hearing items at the time the public hearing is held. Under the
provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but
may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public
comment has been received. Each person or representative of a group shall be allowed to speak without
interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules.
Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker
has completed his/her comments. Public Participation will be limited to sixty (60) minutes.

D. SCHEDULED ITEMS
1. RESOLUTION DECLARING ELECTION RESULTS.
RECOMMENDED ACTION:
1) Adopt Resolution No. 2020-C12, reciting the fact of the General Municipal election held on March 3,
2020, declaring the results and such other matters as provided by law.

2. OATHS OF OFFICE, PRESENTATION OF CERTIFICATES OF ELECTION AND SEATING OF
OFFICIALS. (Oral Report)
1) Oath of Office to be administered to newly elected officials by City Clerk:
COUNCILMEMBER – Jesse Avila
COUNCILMEMBER – Uriel Edward Macias
MAYOR – Robert Gonzales
3. SELECTION OF MAYOR PRO-TEM.
RECOMMENDED ACTION:
1) Approve the selection of Council Member Uriel Edward Macias as Mayor Pro-Tem for a one-year term,
expiring March, 2021.
4. DISCUSSION AND PROVIDE DIRECTION REGARDING FILLING THE SEAT VACATED BY
NEWLY ELECTED MAYOR GONZALES.
RECOMMENDED ACTION:
Consider one of the following options and provide direction:
1) Set up an ad-hoc committee of 2 Councilmembers;
2) Appoint from Candidates that ran for Council;
3) Call a Special Election (Cost estimate $90,000.00)
4) Other – Council provide staff direction.
5. CITY RESPONSE TO COVID-19 AND STATUS UPDATE ON CITY OPERATIONS, SERVICES
TO RESIDENTS AND SUPPORT FOR LOCAL BUSINESS COMMUNITY.
RECOMMENDED ACTION:
1) Receive and File Status Report, and
2) Provide direction in regards to City operations and/or Policy Matters Council would like to discuss and
consider implementing.
E. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If
Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered
under SPECIAL CALL ITEMS.
1. MINUTES OF THE REGULAR MEETING OF MARCH 16, 2020 AND SPECIAL MEETING OF
MARCH 16, 2020.
RECOMMENDED ACTION:
Approve minutes as written.

2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED MARCH
12, 2020 THROUGH MARCH 31, 2020.
RECOMMENDED ACTION:
Adopt Resolution No. 2020-C13 allowing certain claims and demands and specifying the funds out of which
the same are to be paid.
3. HUMAN RESOURCES ACTION ITEMS.
RECOMMENDED ACTION:
Approve the Personnel Action Requests in accordance with the City of Azusa Civil Service Rules Section
5.7.5 and applicable Memorandum of Understanding(s).
4. APPROVAL OF FIRST AMENDMENT FOR MAINTENANCE SERVICES AGREEMENT
BETWEEN THE CITY OF AZUSA AND CROSSTOWN ELECTRICAL & DATA, INC.
RECOMMENDED ACTION:
Approve the First Amendment to the Maintenance Services Agreement between the City of Azusa and
Crosstown Electrical & Data, Inc., formerly Computer Services Company, for City-wide traffic signal
maintenance services; and Authorize the City Manager to execute the contract amendment, in a form
acceptable to the City Attorney, on behalf of the City.
5. REQUEST TO INCREASE FISCAL YEAR 2019/20 BLANKET PURCHASE ORDER TO
PROCURE ELECTRIC METER LOCKING RINGS FROM INNER-TITE CORPORATION FOR
THE ADVANCED METER INFRASTRUCTURE PROJECT.
RECOMMENDED ACTION:
Amend the existing blanket purchase order with Inner-Tite Corporation to increase the authorized amount
from $250,000 to $320,000 for the acquisition of 3,500 additional electric meter locking rings.
6. ADOPT RESOLUTIONS GRANTING THE CALIFORNIA DEPARTMENT OF TAX AND FEE
ADMINISTRATION (CDTFA) AUTHORITY TO IMPLEMENT MEASURE Z, A LOCAL
TRANSACTION AND USE TAX (TUT); AND APPROVE REQUIRED DOCUMENTS.
RECOMMENDED ACTION:
Adopt Resolution No. 2020-C14 authorizing the CDTFA to administer and implement Measure Z, a local
transaction and use tax (TUT); and Authorize the City Manager and Director of Administrative Services to
execute an agreement with the CDTFA for preparation work; and Authorize the City Manager and Director
of Administrative Services to execute an agreement with the CDTFA so the CDTFA can administrate the
City’s transactions and use taxes; and Adopt Resolution No. 2020-C15 granting certain City Employees and
Hinderliter, de Llama & Associates authority to examine the transaction and use tax records of the CDTFA.

7. CITY TREASURER’S ACCOUNTING OF ALL RECEIPTS, DISBURSEMENTS AND FUND
BALANCES FOR THE MONTHS OF JUNE THROUGH DECEMBER 2019.
RECOMMENDED ACTION:
Receive, review, and file the City Treasurer’s Reports of Receipts, Disbursements and Fund Balances for
the months of June 2019 through December 2019.
F. SUCCESSOR AGENCY RELATED BUSINESS.
1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY
DATED FEBRUARY 27, 2020 THROUGH MARCH 31, 2020.
RECOMMENDED ACTION:
Adopt Resolution No. 2020-R06 allowing certain claims and demands to be paid out of Successor Agency
Funds.
