The City Council-of••the City of Azusa met in regular session
at the above time and place.
Mayor Ortuno called the meeting to order and led in the',saiute
to the flag.
Invocation was given -by Reverend.Alfred Jacob of the First
'Assembly of God Church. _.

The City Clerk presented the Affidavit of Proof of Publication
of Notice of this'Tublic-hearing, together with an analysis and
recommendation by the Planning,Commission that the requested
zone change be approved.
No written communciation having been recieved and no one in the
audience wishing to speak on this matter, it was moved by
Councilman Memmesheimer," secoaed by Councilman Cooney and ,
unanimously carried that, -the hearing be closed.
Moved by Councilman Memmesheimer, seconded by Councilman Cooney
and unanimously carried that the City Attorney be instructed to
prepare the necessary Ordinance for zone change from "R-lb"to;
'R-3".
The hour -of 7:30 P.M. being the time set for a public hearing
on an appeal to the denial of a Variance to Carmen Mosqueda
for a Variance to operate a retail grocery store in the "R-3"
zone, on property at 319 No, Soldano Ave., the hearing was
declared opened by the Mayor.
The City Clerk presented the Affidavit of Proof of Publication
of Notice of this Public Hearing, and stated that a Notice of
Appeal from Carmen and Antonia Mosqueda, addressed to the
members of the City Council, was filed in the City Clerk's
Office on February 25, 1963.
City Attorney Williams entered the meeting at 7:45 P.M.
Paul Mosqueda, 571 E. Mason Street, appeared before Council and
stated that all fixtures are still in the building, which has
been used as storage since 19530 and they are willing to bring
it up to Code. :Mr. Mosqueda also said that two houses are
there now but one has to be removed.

The City Clerk informed Council that two letters were received
in favor of the grocery store, one from Mrs. Trinidad Juarez,
301 E. 3rd St., and one from Mrs. Casmira Alva and Mrs. Julia
Arvizu, 316 Dalton Avenue.

unanimously carried that the hearing be closed.

Case #82, Substandard Structure located at 326 N. Azusa Ave.,
the legal owner of record is Arthur R. Gutierrez. Council.,
examined photographs and the Building Inspector's report of
this property. The City Clerk presented the Affidavit of
Proof of Publication of Notice of Hearing and reported that the
owner had been notified by certified mail that the building was
unsafe.

audience wishing to be heard regarding this matter, it was
moved by Councilman McLees, seconded by Councilman Cooney and

'The owner, Mr: Perez, appeared before Councll'and stated that --"--
although he -has not spoken to the Building Inspectors he believes
that the diningroom and kitchen are infested with termites and
he intends to knock- out the two rooms,'keeping the front
place The Mayor told Mr. Perez to contact the Building
Inspector immediately.
The owner, Mr. John Angel, 2823 Oranda, E1 Monte, appeared
before Council and stated that the unsanitary conditions are
the fault of the former tenants; that he bought this house after
thorough examination and recognized the many things that have
to be done, as he is in the business of repairing and
restoring substandard houses. Mr. Angel submitted his plan of
restoration and several photographs of the premises, and
stated he plans to start restoration which will take about
two weeks.
Moved by Councilman Cooney, seconded by Councilman Jackson
and unanimously carried that this hearing be continued to
April 15th, and at that time Council should have a report
from the'Building Inspector.
Case #94, Substandard Structure located at 633 N. Dalton Ave.., Sub.Str.
'legal owner of record is Salvador Contreras. The Council Case #94
examined the photographs and the Building Inspector's report (Cont.to

Mr. Salvador Luevanos, 341 So. Enid Ave., appeared before
Council as a representative of the owner, and stated that the
owner plans to deteriorate one building on the S.W. side of
the property and repair the other. It,'was suggested.tb Mr.
Luevanos that the garage be demolished right away as it is
in 'pretty bad shape.
Moved by Councilman Cooney, seconded by Councilman McLees and
unanimously carried that the hearing be continued to the April

A communication was received from the Planning Commission Future
requesting that relocation permits be subject to the same relocation
review as other proposed uses in the City, and that the permits to
Council route future relocation permit applications through be sent to
the Planning Commission for recommendation. This request Plan. Comm.
was made because relocation activity will greatly increase
with the construction of the Foothill Freeway.
'Moved by Councilman Cooney, seconded by Councilman Memmesheimlr
and unanimously carried that the request be approved and that
future applications for relocation be sent to the Planning
Commission.
A recommendation was received from the Planning Commission
that the Council authorize paymetit of the Land Use Contract
with the Associated Community Planners, which brings land use
work up to date.
Moved by Councilman Memmesheimer, seconded by Councilman
Cooney and unanimously carried that payment for the Land Use
Contract be authorized.
Notice was given that the Planning Commission, by Resolution
No. 317, initiated an amendment to the Zoning,Chapter of the
Municipal Code, providing for "High -Rise" Buildings. No
action was taken.
The monthly report of the Planning Commission for Feburary
was submitted to Council.

Councilman Cooney asked to see the Master Plan.
The Park and'Recreati.on Commission submitted a recommendation
for approval of City aid in installing edwer.and power con-
nections to -the Snack Bar -recently constructed At -the expense
of the American Little League of Azusa on City property..
Moved by Councilman Cooney, seconded"by Councilman Jackson
and unanimously carried that this recommendation be turned
over to the City Engineer_ for -an estimate of cost.
pp The.Park and Recreation Commission notified Council of the
M resignation of Rev. B. J. Paroulek,, as a member of the
Commission, effective 3/7/63, with a recommendation that
Cn Council officially recognize the many years of faithful
m service rendered by this Commission member. Since Rev.
Paroulek was filling a position which is recommended to
Council by the School District, the School Board has been
advised of the situation and will shortly recommend a
replacement on the Commission to the Council, to fill the
unexpired term of Rev. Paroulek which terminates 6/30/63.
Moved by Councilman Memmesheimer, seconded by Councilman
Jackson and unanimously carried that a Resolution be
prepared commending Rev. Paroulek for his services to the
'City through the years, and that a Certificate of Apprecif -
-atlon be signed and presented by the Mayor to Rev. Paroulek.
Police Chief Kendrick requested Council confirmation of
the appointment of three Probationary Police Officers,
effective March 18, 1963, namely, Eugene Osko, Lyle A.
Moritz and Roy G. Fratus, who were the top three on the
eligibility list.
Moved by Councilman Memmesheimer, seconded by Councilman
Cooney and unanimously carried that the Council confirm
the appointment of the three Police Officers named,
effective March 18, 1963.
A report was received from Police Chief Kendrick re: police
problem and possible public nuisance of Baker46 Tacos,
353 E. Foothill Blvd. The Police Chief stated that his
position still stands that this place is an attractive
nuisance, that the managenent has failed to make every '
reasonalbe effort to maihtain order among the customer
patrons and prevent violations of law, and have been aoi--
ducting a public nuisance. It is the feeling of the Police
Chief that a hearing before Council under Section 6148 of
the Municipal Code, is in order.
Moved by Councilman Memmesheimer, secgnded by Councilman
Cooney and unanimously carried that the City Attorney be
instructed to prepare the necessary actions for a,publie
hearing on the business license of Baker's Tacos.
Police Chief Kendrick submitted a mounted Certificate of
Adherence for the Council to view. This Certificate was
presented to the Azusa Police Department by the State of
California Commission on Peace Officers Standards and
Training, for adhering to minimum standards Por peace '
officer recruitment.

The City Engineer recommended that a Grant of Easement'fdr
roadway purposes be accepted for" a portion of Fish Canyon
Road (two parcels) from the U. S. Army Engineers. This
easement, which in effect relocates a stretch of Fish"
Canyon Road, became necessary to facilitate the Van Tassel
Canyon revetment improvement by L.•A. County Flood Cont-rol
District.
A Resolution,was prepared accepting the above Grant of
Easement and directing the recording thereof.

The City Engineer recommended a policy of the City covering
extension of sewer mains, to be adopted by Resolution,
limiting the expenditure of the Public Works Improvement
Fund to the follows: (1) for elimination of c6ngestion
in existing sewers; (2) for installation of sewer mains in
connection with Foothill Freeway construction; (3) for con-
tribution to the formation of reimbursement districts formed
for the purpose of extending sewer mains.

to be -constructed on the South side of Alost'a Ave., gest
of Ben Lomond (east of Coffee Dan's Restaurant), which
had been before the Planning'Commission informally as to'
policy. No Precise Plans have been submitted to the Plan-
ning Commission in order for them to set a hearing. -When
the property was annexed, zoning was "C4" and "R-3",*and
later'rezoned to "C-3", with Council reserving the right

a Mr. MacBeth of Sterling Savings & Loan Association regarding
the rehabilitation of Mr. Taussig's property and he was told
they were handling the rehabilitation'and would present the
program of rehabilitation prior to 3/18/63. Also Mr. Taussig
was to present his plans for improving and rehabilitating no
later than 3/13/63. As of this date, Mr. Whisler had received
no word from either Mr. MacBeth or Mr. Taussig.
