HomeMy WebLinkAboutG-1 UB Staff Report - Election of Utility Board OfficersSCHEDULED ITEM G-1 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: APRIL 20, 2020 SUBJECT: ELECTION OF UTILITY BOARD OFFICERS BACKGROUND: Following selection of the Mayor Pro-Tem of the City Council, the Utility Board must elect a Chairperson, a Vice Chairperson and a Secretary to serve a term of one year. RECOMMENDATION: Staff recommends the City Council take the following action: 1) Elect by majority vote Uriel Macias as Chairperson and Jesse Avila as Vice Chairperson to serve as officers of the Utility Board; and 2) Affirm that the City Clerk will serve as Secretary. ANALYSIS: The Utility Board was formed in May 2001 pursuant to Ordinance 01-03, which was later amended by Ordinance 01-07. The Utility Board is appointed by and is presently composed of City Council Members acting as Utility Board Members. The Director of Utilities serves as executive advisor to the Board. The Utility Board meets monthly on the fourth Monday of each month at Azusa Light & Water conference room to conduct business related to the City’s electric and water utilities. Section 2-415 of the Azusa Municipal Code requires the Utility Board to elect a Chairperson, Vice Chairperson and a Secretary annually no later than the second meeting following appointment of the Mayor Pro-Tem by the City Council. Since a new Mayor Pro-Tem was selected on April 6, 2020, the Utility Board must elect by majority vote a new Chairperson and Vice Chairperson. The functions of Secretary are historically delegated to the City Clerk.
