SUBJECT: APPROVE AN INCREASE IN THE FISCAL YEAR 2019/20
BLANKET PURCHASE ORDER ISSUED TO CABLE ENGINEERING
SERVICES FROM $24,999 TO $50,000 FOR POLE ASSET
MANAGEMENT AND POLE LOADING SERVICES
BACKGROUND:
The Electric division has retained Cable Engineering Services (“CES”) to perform pole asset
management and pole loading engineering services since 2014. Currently, the authorized amount
on the Blanket Purchase Order (“BPO”) for CES is $24,999, and Staff hereby recommends
increasing the BPO amount to $50,000 to cover the additional work required pursuant to an
increased number of pole replacements initiated by Southern California Edison.
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1)Approve an increase in the Fiscal Year 2019/20 blanket purchase order issued to
Cable Engineering Services from $24,999 to $50,000 for pole asset management
and pole loading services.
ANALYSIS:
All electric utilities are required to conduct pole loading studies whenever there are any changes to
the equipment attached to power poles to ensure that the pole strength can withstand the added
structural and wind shear loads. This includes added equipment to an existing pole or pole
replacements. Pole loading engineering studies require special software and specialized engineering
staff. They also require a significant amount of data and collaboration with other utilities (electric,
cable, telecom) that have facilities attached to the poles. Thus, it is more efficient and economical
to outsource this task.

Since 2014 the Electric division has retained Cable Engineering Services (CES) to perform pole
loading study on its behalf on an “as needed” basis. CES has performed well for Azusa and also
performs work for other members of the Southern California Joint Pole Committee.
During the fiscal year 2019/20, there has been a significant increase in pole related work by
Southern California Edison and other utilities. The associated increase in pole loading work has
also increased the number of service orders to CES. As such the amount of $24,999 on the BPO
will not be sufficient to cover the anticipated work through the end of the fiscal year; therefore, an
increase in the amount of $25,000 on the BPO is recommended.
FISCAL IMPACT:
Sufficient funds for the increased total cost of $50,000 are budgeted under the Fiscal Year
2019/20 Electric Fund Special Study Account No. 33407358806340.
