Home My WebLink AboutI-3 UB Staff Report-Award OneSource Equipment PurchaseAward Procurement Contract – OneSource Distributors May 18, 2020 Page 2 CONSENT ITEM I-3 TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: MAY 18, 2020 SUBJECT: AWARD PURCHASING CONTRACT TO ONESOURCE DISTRIBUTORS, LLC IN THE AMOUNT NOT TO EXCEED $51,146.25 TO PURCHASE MAJOR COMPONENTS FOR THE CIRCUIT BREAKER EXPANSION PROJECT AT THE AZUSA SUBSTATION BACKGROUND During its regular meeting on March 23, 2020 the Utility Board approved bid document LD2020-Equipment and authorized the City Clerk’s office to advertise and solicit bids to purchase major components for The Azusa Substation Circuit Breaker Expansion Project (Consent item E3.1). Subsequently, one bid was received from OneSource Distributors, LLC (OneSource). Staff has reviewed the bid from OneSource and determined that OneSource’s bid is in conformance with the bid specifications. The proposed action approves a Purchasing Contract LD2020-Equipment with OneSource Distributors, LLC. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1)Award a Procurement Contract LD2020-Equipment to OneSource Distributors, LLC. in a total not- to-exceed amount of $51,146.25, for the purchasing of major components for Circuit Breaker Expansion Project at the Azusa Substation specified in Procurement Bid document LD-2020- EQUIPMENT; and 2) Authorize the City Manager to execute, the Procurement Contract LD2020-Equipment ANALYSIS: As approved by the Utility Board, Staff advertised to solicit for bids to purchase major components under Procurement contract LD2020-Equipment on March 26, 2020 in the San Gabriel Valley Tribute. On April 14, 2020, at the bid opening, Staff received one proposal from OneSource Distributors, LLC. for the not-to- exceed amount of $42,772.25. However, this bid amount did not include six 300 Amp switches, which as APPROVED UTILITY BOARD 5/18/2020 Special Meeting Award Procurement Contract – OneSource Distributors May 18, 2020 Page 2 specified in the bid document. Since OneSource was the only bidder, and the missed item was not a significant change, they were allowed amend the bid to include the missing 3000 Amp switches plus an optional arc rated enclosure for the circuit breaker. After this amendment, the new bid amount is $51,146.25. To ensure that the sole bid submitted by OneSource is competitive, Staff consulted with Owner’s Engineer (EPS), and obtained informal price quotes for each item on the bid documents. Staff has determined that bid submitted by OneSource is in compliance with the specifications and is competitively priced, as all prices are comparable with prices received from informal price quotes. Thus, Staff is seeking Utility Board approval to award the Procurement Contract LD2020-Equipment to OneSource Distributors, LLC. FISCAL IMPACT: Funding for this project is budgeted for under the Utility’s Capital Improvement Budget Acct # 33-80-000- 730-7120. Prepared by: Reviewed and Approved: Hien K. Question 1 -The miscellaneous equipment bid response is lacking the 3000A hookstick switches. Please have bidder provide additional cost for (Qty 6) 3000A, 15kv hookstick switches – Please see below information and attached for additional cost for 3000A switch. Quoting Royal Switchgear # 30223CSTD-15kv 3000A BT 53C- See catalog cutsheet information attached by email Question 2 - Please also have them confirm the bid includes the Arc Rated enclosure - We have included an optional price adder for Arc Resistant Enclosure. If Azusa prefers the Arc Resistant Enclosure, they will need to add this to the unit price of the breaker. The specification was not entirely clear in this regard, we had also included a clarification in the proposal – first clarification on that page. Let me know of any further questions. Question 3 - Surge arrester is substation mounting. This is acceptable. Please have bidder confirm arrester can be hung in upright and cantilever positions. Confirmed it can be installed as delivered in cantilever position. For underhung mounting the base and HV terminal must be disassembled and exchanged with each other for the sheds not to accumulate water/dust.
