SUBJECT: AWARD PURCHASING CONTRACT TO CLC ENGINEERING, LLC IN THE
AMOUNT NOT TO EXCEED $45,000 TO PURCHASE SWITCHRACK STEEL FOR
THE CIRCUIT BREAKER EXPANSION PROJECT AT THE AZUSA SUBSTATION
BACKGROUND
During its regular meeting on March 23, 2020 the Utility Board approved bid document LD2020-
SWITCHRACK STEEL and authorized the City Clerk’s office to advertise and solicit bids to purchase
major components for The Azusa Substation Circuit Breaker Expansion Project (Consent item E3.1).
Subsequently, one bid was received from CLC Engineering, LLC (CLC). Staff has reviewed the bid from
CLC and determined that CLS’s bid is in conformance with bid’ specifications. The proposed action
approves a Purchasing Contract LD2020-Switchrack Steel with CLS Engineering, LLC.
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1)Award a Procurement Contract LD2020-Switchrack Steel to CLC Engineering, LLC. in a total not-
to-exceed amount of $45,000, for the purchasing of Switchrack Steel for Circuit Breaker Expansion
Project at the Azusa Substation specified in Procurement Bid document LD-2020-Switchrack Steel;
and
2) Authorize the City Manager to execute, the Procurement Contract LD2020-Switchrack Steel
ANALYSIS:
As approved by the Utility Board, Staff advertised to solicit for bids to purchase Steel under Procurement
contract LD2020-Switchrack Steel on March 26, 2020 in the San Gabriel Valley Tribute. On April 14, 2020,
at the bid opening, Staff received one proposal from CLC Engineering, LLC. for a not-to-exceed amount of
$45,000. After reviewing and consulting with Owner’s Engineer (EPS) on bid by CLC, Staff has determined
that CLC’s bid is in compliance with the specifications. Thus, Staff is seeking Utility Board approval to

award the Procurement Contract LD2020-Switchrack Steel to CLC Engineering, LLC.
FISCAL IMPACT:
Funding for this project is budgeted for under the Utility’s Capital Improvement Budget Acct # 33-80-000-
730-7120.
