SUBJECT: APPROVE A PURCHASE ORDER WITH RS CONSTRUCTION AND
DEVELOPMENT FOR FLOORING, PAINTING, AND LAMINATING OF
THE FIRST FLOOR CUSTOMER SERVICE LOBBY, CONFERENCE ROOM,
HALLWAYS, OFFICES, AND DESKS IN THE AMOUNT OF $65,220.00.
BACKGROUND:
The Azusa Light & Water (ALW) building was built in 1995, and the Customer Service Lobby
Remodel Project was established to provide safety glass to protect employees and ADA upgrades
for customer accessibility. The recommended action would approve a purchase order for paint
and laminate flooring for ALW first floor customer service office, conference room, and lobby
areas as well as the lamination of work surfaces that now require replacement.
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1)Approve a Purchase Order to RS Construction and Development in an amount not-to-
exceed $65,220.00.
ANALYSIS:
The customer service first floor hallways, offices, and large conference room flooring, paint, and
lamination of customer and employee desks were completed and have been in use since 1995.
The flooring, desks, and counters are used daily by customers, employees, committees, and other
Azusa public groups and is worn out, unsafe, and well beyond its useful life. The flooring has
tiles and carpet that are not fixable, unsafe, and unmatchable due to age and availability. The
paint of the first floor walls has faded and is unable to be cleaned. The replacement of the
flooring, paint, and desk lamination will increase public and employee safety as well as

accommodate the current Americans with Disabilities Act (ADA) guidelines. The Utilities
Customer Service Department staff has obtained estimates listed below to procure and replace
the L&W building first floor areas of flooring, paint, and lamination with RS Construction being
the lowest for each estimate at a total of $65,220.00.

amount of $65,220.00.
FISCAL IMPACT:
Funds for this project are available in the Consumer Services Division’s Capital Improvement
Program budget Account No. 31-80-711-903-7120/71115A-7120.
